Public Comments Available on Adaptive Reuse Draft Report

CBPA supported 2023 Assembly Bill 529 (Wicks; D-Oakland) aims to facilitate adaptive reuse projects across California. As part of the bill’s implementation, the California Department of Housing and Community Development (HCD) convened a working group and released a draft report of findings earlier this year.


Public comments on the draft were collected through June 6, 2025, and are now available to view on the HCD website. HCD will review the feedback and may incorporate it into the final report due to the Legislature by December 31, 2025.

Alarms Sounded on Flawed Warehouse Emissions Rule

Supply Chain Federation (SCF), a close partner and member of the CBPA Board of Directors, has released a new independent study highlighting major flaws in California’s warehouse Indirect Source Rule (ISR).


The Ramboll analysis found that the WAIRE program, which is central to the ISR, has failed to achieve meaningful emissions reductions while significantly increasing costs and threatening jobs across the supply chain.


As California considers expanding this policy statewide, CBPA supports SCF in its calls for practical, data-driven alternatives through its newly launched National ISR Working Group.

SCAQMD Votes to Pause Rulemaking, Begin Negotiations

In a significant win for local control and practical air quality solutions, the South Coast Air Quality Management District (SCAQMD) Governing Board voted 7–5 to pause rulemaking on Proposed Rule 2304 and direct staff to negotiate a cooperative agreement with the Ports and Cities of Los Angeles and Long Beach.


The Ports now have 45 days to reach an agreement with AQMD staff—a crucial window to shape a more workable approach to emissions reductions.


CBPA's Skyler Wonnacott testified on behalf of our industry as Co-Chair of the Goods Movement Alliance, urging the Board to pause the rulemaking and direct AQMD staff to negotiate in good faith with both the Cities and the Ports, highlighting the proposal’s ability to balance environmental goals with economic realities.
