On Friday, the Legislature advanced hundreds of bills with new spending attached, but more than one in four of the 686 measures in the appropriations committees’ suspense files were rejected or delayed.
One of those measures, AB 380 (Gonzalez; D-Los Angeles), was a top priority for our industry, and its defeat represents a significant win. AB 380 sought sweeping changes to emergency price gouging laws by extending them to commercial leases. The proposal would have overridden negotiated contracts, capped rent increases during declared emergencies, prohibited evictions even for nonpayment, and prevented property owners from recovering increased costs tied to insurance, taxes, or emergency repairs.
