Public Affairs Breakfast: Legislative Wrap-Up

The session is scheduled to conclude on Monday, May 20, 2019. Will our legislators get the job done? Please join us at the Public Affairs Breakfast on Friday, June 7, 2019 to hear from members of the Dakota County Legislative Delegation. Members will provide their perspective on the Session.
2019 "Employers of Excellence" Program

The Dakota-Scott Workforce Development Board (WDB) invites area organizations to participate in the 2019 "Employers of Excellence" program.
 
This is the fourth year the WDB is working with Personnel Dynamics Consulting to offer the survey. Personnel Dynamics gathers the information and analyzes the data to calculate the turnover rates, growth percentages, promotion percentages, and benefit packages for each company. A total of 37 different measurements are analyzed. Each participating company receives a confidential, personalized report detailing how they compared with other companies in the area and suggestions for improving their work environment. Additionally, based on the results, the WDB will recognize the businesses who received the top ratings.
 
There is no cost to the company to complete the survey. All employers in Dakota and Scott counties are encouraged to participate. Winners will be announced in August.
Court Rules Against Minnesota State Chamber in Minneapolis Lawsuit

The city of Minneapolis can now enforce its earned sick and safe leave ordinance against employers based outside its boundaries, the Minnesota Court of Appeals ruled Monday, May 6, 2019. The court had previously upheld the ordinance for businesses located within the city. The Minnesota Chamber was the lead plaintiff in the lawsuit that was filed in 2016 when the ordinance took effect.

The ruling makes it very clear that the Legislature should pass a law that explicitly prevents local governments from enacting their own wage and benefit mandates. This is the only way for there not to be competing and conflicting city-based mandates on these matters. The Minnesota State Chamber is evaluating whether to appeal the decision to the State Supreme Court.
 
This has major implications for businesses that conduct business in the City of Minneapolis. This will be problematic as trying to account and keep track of employees spending time in the city will take additional resources. The City’s Department of Civil Rights is accepting comments on the proposed rule changes and FAQs through June 7.
