Stakeholders Unite in Sacramento to Advance Prop 36

Supporters of Proposition 36—including the California District Attorneys Association, CBPA, Californians Against Retail and Residential Theft, and other key partners—came together yesterday for a pivotal Proposition 36 implementation meeting in Downtown Sacramento.


The event featured a diverse lineup of speakers from multiple sectors, including prominent public officials who shared their insights. Among those in attendance were Senators Tom Umberg and Roger Niello, Sacramento County Sheriff Jim Cooper, Yolo County District Attorney Jeff Reisig, and Sacramento County District Attorney Thien Ho, along with representatives from major retailers such as Target, Walmart, and Home Depot.


CBPA President & CEO Matthew Hargrove, CBPA Board Chair Rob Cord, and BOMA California President Glenn Good were also present, representing commercial property owners and tenants committed to supporting the successful implementation of this new law.

CBPA Sponsors Bill to Boost EV Fire Safety

AB 588 (Patel; D-San Diego) creates a lithium battery safety working group to provide clear fire safety guidance as EV charging and battery storage expand across California. With no statewide standards, property owners and officials face inconsistent regulations and risks.


This bill ensures experts develop best practices to enhance safety, streamline compliance, and support smart clean energy investments in commercial real estate. The bill is currently in the Assembly Committee on Emergency Management.

CA Seeks FEMA Aid for Commercial Fire Debris Cleanup

California requested FEMA expand wildfire debris removal in Los Angeles to include commercial properties and multi-family housing, which are typically ineligible for federal cleanup. Governor Newsom’s push aimed to ease the burden on businesses, non-profits, and property owners.


Though the March 31 deadline has passed for submitting Right-of-Entry (ROE) forms, the request for federal aid continues to shape the ongoing recovery efforts for businesses and property owners affected by the fires.

Last week, CBPA President & CEO Matthew Hargrove, Board Chair Rob Cord, and Board Members (present and past) Doug Wiele, Michael Foley, Jim Hill, and Chuck Shaw were in Washington, D.C., for ICSC's Federal Fly-In, where they met with lawmakers to push for policies that directly impact California’s commercial real estate industry. Top priorities included extending key provisions of the Tax Cuts and Jobs Act and protecting the C-SALT deduction—both essential for keeping businesses strong and investments flowing. Special thanks to ICSC and their amazing advocacy team for making this trip a success!

CBPA Provides Legislative Insights to OC Leaders

CBPA’s Senior Director of Government Relations, Skyler Wonnacott, delivered a legislative update to Orange County Business Council last week during their 2025 Advocacy Trip to Sacramento.


A key focus of the discussion was Assembly Bill 98, the newly enacted law restricting warehouse development, and CBPA’s ongoing efforts to refine its language for greater clarity and practicality. We appreciate the Orange County Business Council for their continued collaboration and dedication to advocating for a thriving business environment in Orange County.

CCDA Webinar: Accessible Guide to Parking

CBPA partner California Commission for Disability Access (CCDA) is hosting a webinar on their Accessible Guide to Parking for Business Owners and Operators, a toolkit that promotes awareness, summarizes requirements, and offers resources to help avoid those complaints involving issues with accessible parking and accessible routes. 


The webinar will take place on April 22nd at noon and will be an educational opportunity for business owners and operators to learn more about accessibility parking compliance.
