Statewide Building Performance Standards

Update On SB 48 - The Building Energy Savings Act

CBPA is closely tracking the new California Building Performance Standards regulatory process that will begin in earnest this year. Authorized by California Senate Bill 48 (Becker; D-Menlo Park) and known as the Building Energy Savings Act, the effort aims to enhance energy efficiency and reduce greenhouse gas emissions in the state's largest commercial buildings – new and existing. The law signed in 2023 directs the California Energy Commission (CEC) to develop an implementation strategy by July 1, 2026, meaning specific requirements and enforcement measures will roll out over time.


As an industry group we are working with allied stakeholders and looking for financial support to engage technical experts in this process. We must engage early to make sure technical and economic considerations are baked into the discussion to support good policy. If you are interested in more information, please let us know.

CBPA Team in Action: DC to SV

Last week, CBPA President & CEO Matthew Hargrove represented NAIOP California at the NAIOP Chapter Leadership & Legislative Retreat in Washington, D.C., where he engaged with legislators on key commercial real estate issues. Hargrove met with several California congress members to discuss critical industry priorities, including tax policy, adaptive reuse, and energy. Meanwhile, CBPA’s Director of Communications and Marketing, Will Hixson, represented BOMA California at BOMA Silicon Valley’s annual awards event in San Jose. We deeply appreciate our continued collaboration with affiliated organizations—our industry’s voice is strongest when we unite around shared goals.

Tejon Ranch Company Announces New President & CEO

CBPA member Tejon Ranch Company is preparing for a leadership transition as Matt Walker steps in as President & CEO on March 31, 2025. With more than two decades of experience at Lowe Enterprises, he brings a background in large-scale real estate development and strategic planning. A fifth-generation Californian, Walker aims to focus on balancing growth with conservation while driving the company forward.


As Tejon Ranch moves into this next phase, the company has recognized the contributions of current President & CEO Gregory S. Bielli, who has led the organization for the past decade. His tenure saw major developments like the Outlets at Tejon and the expansion of the Tejon Ranch Commerce Center. With a strong foundation in place, the company is set for continued growth under Walker’s leadership. Congratulations Tejon Ranch!
