CBPA Provides Testimony on the Importance of Warehouses and Logistics Centers to Goods Movement

CBPA President & CEO Matthew Hargrove provided testimony on the critical role that warehouses and logistics centers play in the goods movement system at today’s Assembly Select Committee Meeting on Ports and Goods Movement. Committee Chair Assemblymember Mike Gipson (D-Gardena) represents the Port of Los Angeles.


CBPA’s upcoming Strategic Issues Conference will focus on goods movement issues with the backdrop of Long Beach and Los Angeles. The event will take place on October 26th-27th in Long Beach in partnership with the CA Building Industry Association, CA Business Roundtable, CA Manufacturers & Technology Association, and Inland Empire Economic Partnership.

CBPA Joins Rally to Protect Proposition 13

CBPA represented the commercial real estate industry yesterday at a rally to protect Proposition 13 and oppose Assembly Constitutional Amendment 1 (ACA 1). The proposed legislation would lower the voter approval threshold to increase taxes from Prop. 13’s current two-thirds requirement to just 55%, making it even easier for local governments to impose new taxes on businesses and home owners. Protecting Proposition 13 has long been a top priority for CBPA given the drastic tax increases commercial real estate would be subjected to should Proposition 13's protections be reversed.

Standards Commission Reduces Stringency of Mandatory Carbon Reporting/Reduction

In response to strong objections from industry and local building officials, the CA Building Standards Commission (CBSC) has significantly reduced the stringency of their proposed mandate for “embodied carbon” reporting and reduction.


The CBSC had initially proposed a trigger for carbon reporting on new commercial buildings greater than 25,000 s.f. After objections for industry and building officials, this threshold was later raised to 50,000 s.f. At the Code Advisory hearings, the BSC agreed to increase further the trigger to require carbon reporting for new buildings greater than 100,000 s.f. A similar mandate is being proposed for additions and alterations of existing commercial buildings when the area under construction exceeds 100,000 s.f. This change will apply to new commercial buildings of more than 100,000 square feet for which the permit application is submitted to the building department on or after July 1, 2024.
