With the 2023 legislative session behind us and the holiday season quickly approaching, our Weekly Update newsletter will now go on hiatus until January. Our office will remain open and we will notify you should any pressing news emerge.

It's been an eventful year for CBPA and the commercial real estate industry. There's been legislative highs and lows, and two successful events with the California Commercial Real Estate Summit in August and last month's Strategic Issues Conference. We recently released the 2023 Legislative & Regulatory Report, and members will receive a full Annual Report detailing CBPA's all of CBPA's activity in December.

The California Public Utilities Commission (CPUC) is currently facing an issue regarding future solar regulations, particularly concerning the requirement for solar installations on all non-residential buildings. The recent draft proposal released lacked Virtual Net Energy Metering (VNEM) for multifamily and commercial properties, potentially causing challenges for solar installations in buildings with multiple tenants. While the multifamily aspect was addressed, a similar resolution was not extended to non-residential properties. 

This specific issue should only impact multi-tenanted buildings. However, please consult with your development teams and provide any feedback you may have to make sure we are reading this correctly and so we can course correct if needed. We will keep you informed as more information is available.
