Local Construction Updates
The following streets intersecting at N. Coast Highway 101 will be temporarily closed one at a time for road improvements and reconstruction. Construction crews will be lowering the roads to match the elevations of the new N. Coast Highway 101 pavement. Access for businesses and residents will be maintained at all times during the work and temporary detour routes will be in place.
 
Athena Street – Closed from Monday, January 31st to Wednesday, February 2nd

Scripps Health Modeling Predicts Return to Pre-Surge COVID-19 Hospitalization Levels by Early March

SAN DIEGO – Predictive modeling by Scripps Health shows that the current surge of COVID-19 hospitalizations should wind down by early March, with a slow decrease in patient volumes driven by the Omicron variant of the virus over the coming weeks, the San Diego health system said Monday.
 
While that certainly is good news for the San Diego region, health system officials said staffing demands at Scripps facilities will remain high as hospitals stay busy with cases unrelated to COVID and as other patients reschedule procedures that were deferred during the ongoing pandemic surge.
 
“We are finally seeing some light at the end of the tunnel for the Omicron surge, but this pandemic likely isn’t ending,” said Scripps President and CEO Chris Van Gorder. “COVID vaccination continues to play an important role in reducing the severity of surges and offsetting the potential effects of new coronavirus variants that might spread through the population in the future. That includes getting your booster shot as recommended by the Centers for Disease Control and Prevention, which is 90% effective at preventing hospitalizations according to the agency’s most recent research.”
 
Daily COVID volumes at Scripps’ five hospital campuses peaked two weeks ago with 356 admissions, including 62 patients in ICUs. That compared to a pre-holiday volume in mid-November of 78 patients, with 31 in ICUs.
 
Scripps data experts have been using sophisticated and complex computer modeling of the virus in San Diego County since April 2020 to better plan for the use of staffing and critical resources, such as intensive care beds, medical/surgical beds and personal protective equipment.
 
The accuracy level of the modeling, which is updated at least once a week, has been extremely high, running in the low- to mid-90% range during all three of the major COVID surges – the Alpha variant in the winter of 2020, the Delta variant in the summer of 2021 and the current Omicron variant which arrived this winter.
 
“Computer modeling has become a standard and critical tool that we use on an ongoing basis to operate our hospitals and clinics,” said Nathaniel Brown, Scripps director of health data sciences. “Early on in the pandemic, this technology prompted us to shift from a staffing structure that focused on each individual location to one that considered staffing needs across our entire system. We also increased cooperation between Scripps hospitals for transferring patients when needed due to restricted resources. And our modeling has helped hospital directors anticipate how their sites will be impacted over the coming two weeks.”

Governor Newsom, Legislative Leaders Announce Framework to Extend Supplemental Paid Sick Leave, Protecting Workers and Supporting Businesses Amid COVID Surge (Press Release)
SACRAMENTO – Amid the national surge in COVID-19 cases driven by the Omicron variant, Governor Gavin Newsom, Senate President pro Tempore Toni G. Atkins and Assembly Speaker Anthony Rendon today announced that they have reached an agreement on a framework to ensure employees continue to have access to COVID-19 supplemental paid sick leave through September 30, 2022:
 
“California’s ability to take early budget action will protect workers and provide real relief to businesses reeling from this latest surge. Throughout this pandemic, we have come together to address the immediate impacts COVID-19 continues to have on millions of California families, both at home and at work. By extending sick leave to frontline workers with COVID and providing support for California businesses, we can help protect the health of our workforce, while also ensuring that businesses and our economy are able to thrive. We will continue to work to address additional needs of small businesses through the budget – they are the backbone of our communities and continue to be impacted by COVID-19.”
 
Early budget actions will also include restoring business tax credits, including research and development credits and net operating losses, that were limited during the COVID-19 Recession; tax relief for recipients of federal relief grants for restaurants and shuttered venues; and additional funding for the Small Business Covid-19 Relief Grant Program. The framework includes significant funding to bolster testing capacity, accelerate vaccination and booster efforts, support frontline workers, strengthen the health care system, and battle misinformation.
Nominations OPEN for the 2021 Environmental Award Program!
The City of Encinitas Environmental Commission is proud to announce the opening of nominations for its prestigious Environmental Award Program (EAP), now in its seventh year. The EAP seeks to recognize deserving individuals, businesses, and non-profits for their commitment to environmental stewardship and outstanding environmental achievements in the city. Two Excellence in Environmental Stewardship awards have been historically granted to a for-profit business and a non-profit business each year since the program’s founding in 2014 by Environmental Commissioners Jim Wang and Joy Lyndes. In 2019, under the leadership of Environmental Commissioners Christian Adams and Inge Bisconer, a new Environmental Hero category was added to recognize both an adult and a youth that are not necessarily affiliated with a business.
