The Administrator's Brief is a monthly update issued by the County Administrator’s Office regarding various activities and developments of your County Government. The County Board of Commissioners has established a Strategic Plan that communicates the goals and direction that your county is moving in. 


This report is not a comprehensive list of all activities that your county engages in, but rather a select amount of projects and information to help inform the public of the county’s initiatives. The information is organized under specific headings, which align to the Strategic Plan of the county, as well as departmental updates.

Camden County Welcomes New Deputy County Administrator

The Camden County Board of Commissioners is pleased to announce the hiring of Seth Collins as the Deputy County Administrator for Camden County. In this role, Mr. Collins will provide oversight to specific county departments, including Animal Control, Code Enforcement, Curbside Collections, Facilities Maintenance, Grants Management, Information Technology, Solid Waste, and Two Rivers Gun Range.


“We are excited for Seth to join the Camden County team,” said Camden County Administrator Shawn M. Boatright. “His knowledge of the area and experience in local government make him a valuable addition to our leadership staff.”

Annual Kids Fishing Derby

Get a kid hooked on fishing! The Camden County Solid Waste Authority is pleased to announce that the 29th Annual Kids Fishing Derby will be held on Saturday, June 10, 2023. From 8:00 a.m. until 11:00 a.m., children 16 years and under are invited to participate in this year’s event at the SR-110 landfill in Woodbine.

Camden County Partners w/PSA for No Cost Summer Day Camp

At their May 16, 2023, regular meeting, the Camden County Board of Commissioners unanimously approved partnering with the Camden County Public Service Authority (PSA) to send 30 local children to one week of Summer Day Camp 2023 at no charge.


“We feel this is an excellent opportunity for some children in our county to participate in this valuable experience,” said District 2 Commissioner Martin Turner. “We appreciate our community partners joining us to work together and make this program available.”

Camden County Job Fair

Join Camden County for a Job Fair Monday, June 5, 2023! There are two opportunities to meet with local government officials. The first session is 8:00 a.m. until 10:00 a.m. and the second session is 4:00 p.m. until 6:00 p.m.

District 1 Commissioner Lannie Brant Selected for Leadership Position

Vice-Chair Lannie Brant has been re-appointed to serve as Chair of the Association of County Commissioners of Georgia (ACCG) Natural Resources & the Environment Policy Committee for the 2023-2024 policy year. This committee is one of ACCG’s seven standing policy committees.


“It’s an honor for me to continue representing Camden County through serving on the ACCG Policy Council,” said District 1 Commissioner Lannie Brant. “This is another opportunity to ensure that Camden County’s voice is heard at the state level.”

New Firefighters Join Camden County Fire Rescue

New Firefighters and Camden County Fire Rescue Leadership and Training Staff 

The Camden County Board of Commissioners is pleased to announce that the members of Recruit Class 2022-13 and 2023-15 have completed their Basic Firefighter requirements. Matthew Conn, Ashlie Fagen, Braeden Graves, Alexander Lawrence, Kelly Polley, Ashton Sweatt, Nathaniel Tanner, Grant West, Stephen Maladrino, Areana McGlocking, Jason Padgett, and Kenneth Pelzer were recognized at a graduation ceremony held earlier this week.


In his keynote address, Fairfax County, Virginia, Battalion Chief (retired) Roy Nestor encouraged the new firefighters to always strive to leave a positive impression on the public. His speech was particularly poignant as he is the grandfather of firefighter recruit graduate Grant West. Dozens of colleagues, family, and friends listened as similar sentiments and instructions were expressed by Camden County Fire Rescue (CCFR) Chief Terry Smith and others throughout the ceremony.

Animal Control Staff Achieves Certifications

The Camden County Board of Commissioners is pleased to announce that all Animal Control field staff have achieved Animal Control Officer (ACO) Level I from the National Animal Care & Control Association (NACA).


“We are proud of the efforts of our Animal Control Staff to achieve these certifications,” said County Administrator Shawn M. Boatright. “Their dedication to continuing education is a tribute to their hard work on behalf of Camden County residents and animals.”

Petie Kemp Achieves Commercial Building Inspector Certification

The Camden County Board of Commissioners is pleased to recognize Ernest “Petie” Kemp for achieving Commercial Building Inspector Certification through the International Code Council (ICC).



“Petie is an asset to our Planning & Development Department,” said County Administrator Shawn M. Boatright. “We are proud of his dedication to improving his knowledge to provide excellent service to the citizens of Camden County.”

Sarah Long Attains Floodplain Manager Certification

The Camden County Board of Commissioners is pleased to announce that Sarah Long completed the necessary steps to become a Certified Floodplain Manager (CFM) through the Association of State Floodplain Managers (ASFPM).


“Sarah is an asset to unincorporated Camden County property owners,” said Planning & Development Director Joey Yacobacci. “We are proud of her latest achievement.”

COVID Test and Go Kiosk Now Available in Camden County

Free PCR testing for COVID-19 is now available 24 hours a day, 7 days a week in Camden County. The Coastal Health District has installed a test-and-go kiosk outside Coastal Community Health at 202 Lake Shore Drive in St. Marys.



The kiosk will dispense a testing kit that allows you to collect your own specimen using a nasal swab, similar to at-home testing kits. The specimen is then repackaged and placed back into the kiosk. Unlike rapid at-home tests, these specimens are picked up from the kiosk daily and sent to an accredited lab for PCR testing with results by email or text, usually within 48 hours.

Camden County Represented at Georgia Climate Conference

Chuck White, Emergency Management Agency (EMA) Director, represented Camden County at the Georgia Climate Conference earlier this month. The conference, held May 15-17, 2023, at the University of Georgia Center for Continuing Education in Athens, Georgia, sought to support and accelerate Georgia’s efforts to take practical steps to minimize the risks and maximize the opportunities associated with a changing climate.


“This was a great opportunity to learn from others across Georgia,” said EMA Director Chuck White. “We were able to highlight Camden County’s efforts to build a resilient community to partners throughout our state.”

Hurricane Season

NOAA forecasters with the Climate Prediction Center, a division of the National Weather Service, predict near-normal hurricane activity in the Atlantic this year. NOAA’s outlook for the 2023 Atlantic hurricane season, which goes from June 1 to November 30, predicts a 40% chance of a near-normal season, a 30% chance of an above-normal season and a 30% chance of a below-normal season.

 

NOAA is forecasting a range of 12 to 17 total named storms (winds of 39 mph or higher). Of those, 5 to 9 could become hurricanes (winds of 74 mph or higher), including 1 to 4 major hurricanes (category 3, 4 or 5; with winds of 111 mph or higher). Know Your Evacuation Zone


Camden County now features four zones to better reflect risk and evacuation management. The new hurricane evacuation zones are the first updates since 2013 and use the Sea, Lake and Overland Surges from Hurricanes (SLOSH) model from the National Hurricane Center (NHC). Storm surge risk areas were identified using the Maximums of Maximums water levels to determine the updated zone boundaries.


Evacuation zones were developed in concert with data developed by the US Army Corps of Engineers with coordination from the Georgia Emergency Management Agency (GEMA), Federal Emergency Management Agency (FEMA), and the National Oceanic and Atmospheric Administration (NOAA).


While there are new evacuation zones, it is important to note that the evacuation routes have not changed. More information, including links to maps and evacuation routes, is available on the Camden County website at: camdencountyga.gov/Evacuation.

Juneteenth Observance, June 19th

Camden County offices and courts are closed on Monday, June 19, 2023, for Juneteenth and will re-open with regular hours on Tuesday, June 20, 2023.


Camden County Landfills and Curbside Collection service for unincorporated Camden County will maintain a regular schedule.

COVID-19 Vaccine Opportunities

Free COVID-19 Vaccines and Booster doses are available in Camden County through a variety of sources.




The Moderna COVID-19 vaccine for children aged 6 months – 5 years is available at the Camden County Health Department in St. Marys.


Appointments are REQUIRED and can be scheduled online.

Two Rivers Gun Range

The range is located on GA Hwy 110, approximately one mile north of the intersection with GA Hwy 40 in extreme southwest Camden County. Two Rivers Gun Range is open six days a week.


Mortgage Assistance Program

Assistance for mortgage or housing expenses may be available for Georgia homeowners who suffered a financial hardship caused by the pandemic. Visit: https://georgiamortgageassistance.ga.gov

Flood Awareness Tool

A Flood Awareness Tool is available on the Camden County website to assist users with making educated decisions about potential flooding. Approximately 35% or 17,000 of Camden County’s residents live within the 100-year floodplain. Three coastal rivers flow through the County, and 50% of the land is classified as wetlands. Camden experiences the effects of sea level rise, storm surge, regular riverine flooding, and king tides.

All Camden County residents are strongly encouraged to sign-up for CodeRED online at www.camdencountyga.gov/codeRED to receive emergency notifications and location-specific severe weather warnings. Notifications may be sent to cell phones or landlines and through email and text. The service is TDD/TTY compatible.

Certificate of Achievement for Excellence in Financial Reporting

Since 2006, Camden County has received the Certificate of Achievement for Excellence in Financial Reporting each year for its comprehensive annual financial report (CAFR). The Government Finance Officers Association of the United States and Canada (GFOA) bestows this achievement award to less than 1% of all governments. It is the highest form of recognition in the area of governmental accounting and financial reporting and its attainment represents a significant accomplishment by a government and its management.

Distinguished Budget Presentation Award

Annually since 2015, Camden County has obtained the Distinguished Budget Presentation Award. This represents a noteworthy achievement by Camden County as it reflects the commitment of the Board of Commissioners and staff to meet the highest principles of government budgeting. Nationally recognized guidelines for effective budget presentation had to be fulfilled in order for Camden County to receive this budget award. These guidelines are designed to assess how well Camden County’s budget serves as a policy document; a financial plan; an operations guide; and a communications device. Budget documents must be rated “proficient” in all four of these categories, and the fourteen mandatory criteria within those categories, to receive the award.

2022 County Excellence Award

In collaboration with Georgia Trend magazine, ACCG hosted the 2022 County Excellence Awards to highlight counties' innovative efforts to address negative economic impacts in their communities as a result of the COVID-19 pandemic. The program recognizes innovative county initiatives in the areas of health care, infrastructure and transportation, public safety, sustainability, and technology. In 2022, Camden County’s Rural Transportation Collaborative Partnerships achieved recognition. More information on Camden County’s program was featured in the June 2022 issue of Georgia Trend magazine.

2022 NACo Achievement Award Winner

Since 2009, Camden County has been nationally recognized with twenty-seven (27) Achievement Awards from the National Association of Counties (NACo). The Annual Achievement Award program was designed to honor and recognize innovative, effective county government programs that enhance services for residents. Each nominee is judged on its own merits and not against other applications received NACo recognized Camden County’s Rural Transportation Collaborative Partnerships in the Transportation category in 2022.
