NDLTAP Welcomes New County Highway Superintendents and Road Foremen in
North Dakota

NDLTAP will be highlighting new County Highway Superintendent's/Foreman throughout the year. Please reach out to the new County Highway Superintendent's/Road Foremen and welcome them to the County Highway Superintendents' World.

Mark Allery is the new Road Foreman at the Rolette County Highway Department, has been acting in that capacity for a little over 3 months. Until then, the Rolette County road crew did not have an official road lead.

Mark has worked with the highway department for more than 10 years. His experience in dirt work ̶ building roads and operating heavy equipment ̶ goes back 25 years. He previously worked for Ron Harris Construction and Byron Construction.

Mark’s plan as road foreman includes having thorough knowledge of all county and township roads; expanding his knowledge in gravel, structures, and signing; and, providing a positive and supportive work environment for his road crew. Mark’s motto: “There is always opportunity to learn more.”

Mark and his wife, Cora, have 4 children and 2 grandchildren. Mark and Cora raise and run foundation-bred and thoroughbred quarter horses. They also raise Corgi dogs (the queen’s dog).

Bryon Belile is the new Sheridan County Road Foreman. Bryon has been employed at Sheridan County for 11 years, first as an operator then becoming County Road Foreman in January. Bryon graduated high school in Bismarck and continued his education at the U.S. Air Force’s Air University for air mechanics and Devils Lake Regional Community College for auto mechanics. His career has included being an owner of bar and restaurant, employment with Bobcat in Bismarck for 10 years, 9 years with the United States Air Force and 3 years working in residential and commercial construction. He enjoys hunting, fishing, carpentry and working on old cars.

One of Bryon’s goals as the Sheridan County Road Foreman is to have the county road department operations become more organized and streamlined. Bryon’s focus for Sheridan County residents is to get them home safely every day.

Jason Johnston has been Walsh County Highway Superintendent for almost a year. Jason earned his B.S. in Agriculture and Biosystems Engineering from NDSU.

Jason wants to provide Walsh County with a safe road system while keeping employees safe on the job. He also wants to reduce the counties number of bridges and ensure the bridges are all safe for the driving public. As the highway superintendent his goal is to maintain a great work environment where people enjoy coming to work even with the daily challenges the crew faces. He plans to increase efficiencies by updating equipment and technology.

Jason was previously employed at ND Parks and Recreation as a project and maintenance coordinator and was also a project superintendent for B+B Dredging Company. In his free time, Jason enjoys spending time with his wife, Sarah, daughter, Aria, and son, James. His hobbies include micro-farming, raising Appaloosa horses and elk, and deer hunting.

Skyler Prellwitz is the new Emmons County Highway Superintendent. He has been employed at Emmons County for a little more than a year. Originally from Willow City, ND, Skyler enjoys traveling, hiking and waterfowl hunting. Outside of work, he enjoys watching his son grow and learn to master his dirt bike adventures.

Skyler was previously employed at Burleigh County Highway Department as a Maintenance Worker II. He was also the previous co-owner/operator of a landscaping and earthmoving business with his brother in Minot, ND.

One of Skyler’s goals as the Emmons County Highway Superintendent is to build relationships with county residents. He wants residents to know that his door is always open for discussion on road issues in the County.  His focus will be on properly graveling and reshaping county roads to make them safe for the traveling public.
