The Partnership is pleased to announce our new Director of Grants & Public Policy, Tim Lawther, MPH, MA! 


As a leader in local, county, and state community health improvement, Tim has spent his career focusing on evidence-based health and wellness programming and policy making, with an emphasis on equitable community transformation. 


In both government and nonprofit health improvement organizations, he has developed and nurtured trusting relationships across all types of communities with people and organizations who have historically lacked a seat at the tables where community health policies and programs are created and implemented. Health Equity Series: Strengthening Collaboration

You are invited to the next session of our Health Equity Learning Series. The December installment centers on strengthening collaborations to advance health equity. This session will provide insight to the various ways leaders can strengthen collaboration for transformation and positive health outcomes. The December digital session is part of a larger series focused on Health Equity, a value of the Partnership for Better Health: "We improve health and amplify the voices of those who are not always heard to ensure that all people have the chance to enjoy healthy lives." Partnership Updates

December 1 Grant Deadline Approaching

Our December 1 grants deadline is approaching! Three funding options are available: General Operating Grants, Project Grants, and Spark Grants. We receive many questions about our three grant types, and some details are provided below:


Spark Grants support community needs quickly. Grants are limited to $5,000/year for short-term specific needs, such as programs in schools or meeting expenses.


Project Grants to Address Root Issues are intended to address root causes of one or more social determinants of health. These grants cover specific program needs and can range from $5,000.01 to $100,000/year. If you have a specific program or project in mind, a project grant can fill that need.


General Operating Grants for Organizations Leading in Equity Work provide flexible funds that can be used by organizations at their discretion. Grant sizes are from $10,000-50,000/year, and have additional eligibility requirements.

  • General Operating grants provide unrestricted funds that support your overall mission, rather than a specific program or service to your participants.
  • This funding is flexible and can be used to help sustain your daily operations.
  • You are the experts in what you do! General Operating Grants allow you to use the funds however you see fit to achieve your overall mission.


If you are not sure if you should apply for a Spark Grant, Project Grant, or General Operating Support grant, rule of thumb is if you have a specific need or project in mind, it is likely not a General Operating Support Grant.

Congratulations to Dr. Taylor!

On October 3, Dr. Marcellus C. Taylor, our Director of Health Equity, received the "People to Watch" award from the Penn State Harrisburg Alumni Association. We are grateful for Dr. Taylor's commitment to our community and for all he does here at the Partnership! Award excerpt below:


Marcellus Taylor, class of 2012 and 2014, bachelor of science in sociology and master of education in training and development, School of Behavioral Sciences and Education, serves as director of health equity at the Partnership for Better Health. He joined the foundation in 2021 and leads a portfolio of grants and initiatives focused on advancing health equity.


Taylor has 10 years of experience in engaging diverse populations in leadership development. He completed his dissertation on the experiences of Black males in educational doctorate programs and he is the author of “Don’t Box Me In: 9 P’s of Creative Leadership.” He is a co-founder and CEO of Blossburg & Cedar, a leadership and learning consulting firm based in Harrisburg.

Congratulations to Jack Carroll!


We would like to thank Jack Carroll for his ongoing collegiality in substance use treatment and prevention and service and time spent as a committee volunteer.


After 44 years of service to his community, Jack is celebrating his retirement. Jack Carroll started a career at the Drug and Alcohol Commission spanning 44 years, most recently for nearly three decades as Executive Director.


For those of you that worked with Jack, you are invited to celebrate his many years of service at a retirement party on December 12 from 2:00 PM to 4:00 PM at the Cumberland County Allen Road Building (310 Allen Road, Carlisle). Light refreshments will be served. Park and enter at the back and look for balloons!
