Safety Tip: What do you know about the Hazard Communication Standard?
In order to ensure chemical safety in the workplace, information about the identities and hazards of the chemicals must be available and understandable to workers. OSHA's Hazard Communication Standard (HCS) requires the development and dissemination of such information:
  • Chemical manufacturers and importers are required to evaluate the hazards of the chemicals they produce or import, and prepare labels and safety data sheets to convey the hazard information to their downstream customers;
  • All employers with hazardous chemicals in their workplaces must have labels and safety data sheets for their exposed workers, and train them to handle the chemicals appropriately.
Major components of the Hazard Communication Standard
  • Hazard classification: Provides specific criteria for classification of health and physical hazards, as well as classification of mixtures.
  • Labels: Chemical manufacturers and importers will be required to provide a label that includes a harmonized signal word, pictogram, and hazard statement for each hazard class and category. Precautionary statements must also be provided.
  • Safety Data Sheets: Will now have a specified 16-section format.
  • Information and training: Employers are required to train workers on the new labels elements and safety data sheets format to facilitate recognition and understanding.

AGC Mental Health & Suicide Prevention Task Force
AGC of America established a Mental Health & Suicide Prevention Task Force comprised of professionals from across the country. The task force will host quarterly forums to discuss best practices, engage with industry partners and legislators, and conduct needs analyses to develop a comprehensive collection of resources for construction companies and their workers.

The goal of these forums is to provide a safe space where construction industry stakeholders can gather to share success stories, challenges, and seek/share resources and best practices.

New Industry Outlook Survey Shows Contractors Expect Infrastructure and Other Public-Sector Funding Will Help As Growth Slows for Many Types of Private Construction, but Labor Shortages and Supply Chain Issues Persist
Construction contractors are less optimistic about many private-sector segments than they were a year ago, but their expectations for the public sector market have remained relatively bullish, according to survey results released today by the Associated General Contractors of America and Sage. The findings are detailed in High Hopes for Public Sector Funding Amid Workforce and Supply Chain Challenges: The 2023 Construction Hiring & Business Outlook.

5 Factors to Weigh in Coming Years for Infrastructure 
There's good news and bad news (and some that's a little of both) for the road ahead, the coming year, and the decade too

Higher wages available in construction will work in favor of the infrastructure industry as it faces a number of challenges in the new year, according to Brookings Institution. The report examines five key factors for the next decade, including the need to replace 1.7 million workers.
2023 Congressional Calendar from AGC
AGC’s calendar for the 118th Congress is now available, click below. It denotes when the U.S. Senate and House of Representatives are in session in Washington, D.C.

Resources available to our members include, AGC’s jobsite tour brochure, which is a helpful guide for chapters and members that are interested in hosting a local, state, or federal legislator or public policy official on a member’s jobsite. Review the calendar to check when members of Congress will be in the district or state as those dates will be ideal times to invite them to chapter and member offices for policy meetings or to jobsites for tours.

Texas Legislature & the Impact on Construction
January 10 marks the opening of the 88th Texas Legislature - and as in most Session years, it promises to be one to watch. The Texas Building Branch provides advocacy for AGC members through-out Texas leading the way in Austin for advantageous construction laws and policies.

It is important for our commercial construction industry to have a voice and be heard during the 88th State Legislative session. The outcome of each legislative session affects how businesses operate, impact future new business opportunities, as well as redrawing the state’s political maps and our representation.

Our State Legislators will see many more bills than have an opportunity to hit the Governor's desk. Your voice and engagement during this coming year is important and we call you to action. Watch for invitations for the upcoming AGC Legislative Day in Austin on March 8, 2023 followed by the West Texas AGC Chapter PAC Fund Drive (Political Action Campaign) kick off. Let us work together and advocate (with one voice) against burdensome and unreasonable regulations.
Minimum Wage for Federal Contractors Increased to $16.20 for 2023
The U.S. Department of Labor (DOL) recently announced that the $15-an-hour minimum wage for federal contractors under Executive Order (EO) 14026 will increase to $16.20 for 2023 because of inflation. AGC filed comments on the DOL’s original proposed rule implementing the EO.
Workers covered by the EO are:
  • Workers whose wages under the contract are governed by the FLSA, SCA, or DBA
  • Workers employed on or in connection with a covered contract
