Building a Better Villages of Westcreek: Why Your Actions Matter
I am deeply grateful for the exceptional individuals in our community who generously dedicate their time and energy to serving others. Whether through volunteering on Board or committees, coaching in our youth sports program, or simply lending a helping hand to those in need, your selfless actions embody the spirit of community and generosity. Your contributions and good deeds enrich the lives of those around us, and I am sincerely thankful for your ongoing efforts to make our community a better place.
In our community, minor issues like road trash, tree trimmings, and overgrown grass around construction areas are easily noticed, especially on one of the most trafficable roads in the community. While expressing concern is natural, taking action instead of just voicing concerns can make all the difference. Our neighborhood thrives when we work together, and every resident has the power to contribute to its success.
Why your actions matter: By addressing minor concerns before they escalate, we maintain the aesthetic and value of our homes and foster a positive, welcoming environment. When you take that first step to fix a problem, whether picking up litter or trimming overgrown areas, you inspire others to do the same. This spirit of cooperation strengthens our community and builds a sense of pride in where we live. Below are three simple ways you can make a difference:
1. Set a Positive Example: Actions speak louder than words. When others see you taking initiative, they’re more likely to get involved. Your leadership could be the spark that encourages someone else to take action, too.
2. Communicate the Benefits: When everyone understands the positive impact of a clean, safe, and well-maintained neighborhood, they’re more motivated to contribute. Remember that neighbors don’t have to live next door, just someone who lives in Westcreek. It could be as simple as a mom who helps out by picking up a child from school, a neighbor who cuts your yard for you just because, or brings in your trash cans. It does not have to be a grand gesture, just something that made your life easier, made you happy, or was just thoughtful.

FINANCE COMMITTEE MEETING
The VWOA Finance Committee assists the Board in developing an operating budget, a schedule of capital repair and replacement expenditures, and a budget for projected capital improvements. The Finance Committee will conduct its Annual Meeting to review the preliminary 2025 Budget before it's submitted to the Board of Directors for their review and approval. This meeting will be held via Zoom on Wednesday, September 11, 2024, at 2:30 PM.
We are looking for VWOA homeowners interested in joining the Finance Committee in this essential duty. Homeowners, please email your request to join this important committee to the following link:

VWOA BOARD OF DIRECTORS EXECUTIVE SESSION OUTCOMES AND DISCUSSIONS
The following issues were discussed and/or voted on at the VWOA Board of Directors Executive Session held on August 14, 2024.
Deed Restriction Violations: The Board approved sending (1) account, (2) violations to the attorney for deed restriction violations, and (17) accounts to the attorney for collections.
Mailboxes: Due to financial constraints, the Board prioritized replacing mailboxes where homeowners must go to the post office to pick up mail. The first replacement phase has been completed, totaling 4 cluster mailboxes, with 3 in The Woods and one on the Summit. Sixteen primary cluster replacements are remaining from the original list, and the Board will provide updates on the progress through the community newsletter. Westcreek has approximately 300 mail clusters throughout the community.
Office Hours 2025: Maria Robinson proposed changing the office hours from 9:00 AM - 6:00 PM to 8:00 AM - 5:00 PM for the convenience of homeowners. The Board agreed to investigate this change, and if implemented in 2025, the community will be duly notified.
Spectrum Update: Elaine Maurer informed the Board about the recent meeting with Spectrum Association Management. Spectrum leadership is working on addressing a glitch with site violations that cause errors when sending out violation notices. They have assured the VWOA that it will be reimbursed for any mailings sent in error and are actively seeking solutions to rectify the issue.
These were the key outcomes and discussions during the Executive Session.
HOMEOWNER FORUM
At the August 15, 2024, Open VWOA Board of Directors Meeting, a diverse array of questions were fielded by the Board and Staff during the open Homeowner Forum. The discussion encompassed several important and pressing topics, offering valuable insights and information for residents. Here's a comprehensive rundown of the queries raised and the corresponding answers provided by the Board Members and Staff:
1. Mailbox Replacements: Homeowners inquired about the status of mailbox replacements, expressing concerns about tampering. The Board President acknowledged the need for a re-evaluation, particularly prioritizing those who are currently retrieving mail from the post office due to mailbox issues.
2. Graffiti Removal: Questions were posed regarding graffiti on mailboxes and the removal process. The Community Manager emphasized the need to report such incidents to the Bexar County Sheriff's Office, considering the mailboxes are government property. Also, the Board President assured homeowners that reporting to the office can prompt maintenance staff to make efforts towards removal, though painting the mailboxes will not be pursued because of previous complaints.
3. Property Maintenance: Concerns were raised about the state of the yards in The Gardens. The Board President addressed the issue, indicating that while individual accounts cannot be discussed, the Standards Manager is actively monitoring these concerns. Homeowners were also advised to contact Bexar County Code Compliance for further assistance addressing safety and health concerns like hoarding.
4. Monument Replacement: The query about replacing monuments prompted the Board President to clarify that financial constraints prevent the replacement of monuments for the current and upcoming year. All monuments along Westcreek Oaks were refreshed last year, and we will look at full replacement in the future.
5. Promotion of Soccer: Questions arose regarding promoting our Youth Soccer Program in schools. It was clarified that soccer is currently not advertised in schools, prompting further discussion about potential outreach strategies.
6. Road Maintenance: Homeowners expressed concerns about road maintenance in The Gardens. The Board President mentioned that while maintenance is not scheduled for the current year, the VWOA Maintenance Department actively tracks the issue.
7. Pool Deck Repairs: Inquiries were made about the warranty for pool deck repairs. The Board President disclosed that the previous company responsible for the repairs had gone out of business, rendering the warranty invalid. However, the new company enlisted for the repairs comes highly recommended and will be closely monitored, though specific warranty details were not immediately available.
8. Community Newsletter Feedback: A commendation was expressed for a newsletter article submitted by Board President Elaine Maurer, highlighting its positive reception and feedback from the community.
9. Accountability for Concrete Overspray: Concerns were raised about Harper Brothers' concrete overspray onto fences during sidewalk widening. The Board President assured homeowners that the maintenance team would assess the affected areas post-construction, allowing the HOA and homeowners to file claims for necessary repairs and hold Harper Brothers accountable.
The open exchange at the VWOA Board of Directors Meeting's Homeowner Forum demonstrated a commitment to addressing homeowner concerns and fostering transparency within the community. The in-depth responses provided valuable clarity and actionable insights, ensuring that residents remain informed and empowered in shaping the future of the neighborhood.

The construction on the Military Drive West project continues to progress, although the end date is not what we originally anticipated in our community meeting in April or the previous updates we’ve provided since then. The previous dates discussed have shifted due to several factors, including weather, unanticipated conflicts with existing utilities, and additional subsurface conditions differing from pre-construction geotechnical reports. We’ve encountered hard rock in some of the areas we are currently working in, which has slowed progress.
The contractor is currently installing a new 16” SAWS water main between Westcreek Oaks and Pinafore and moving towards the installation of a new 20” main along Westcreek Oaks. As we near the end of the SAWS work, some lane closures and detours will be required to construct the facilities in a safe manner; however, two-way traffic will remain on Military Drive West. Notice on the timing of the detours will be sent out once specific dates have been set. This work is the last piece of the joint-bid utility relocation associated with the project. Upon completion of the SAWS work the contractor will begin installation of a new storm drain system from Courtland Oaks to Pinafore. Storm drain installation is expected to continue through the end of September, with expected final paving operations set for late October, which will complete the project.
We have also received feedback on traffic delays traveling eastbound along Military Drive West now that school has started again. We will continue to monitor this concern as well. Thank you again to the community for your patience as we complete this project.

Residents are reminded that signs expressing support for individual political candidates, parties, local bond issues, or referendums may be placed in a private front yard no sooner than August 7, 2024, for the November 5, 2024 Election. Unless the candidate is involved in a runoff election, these signs must be removed by November 15, 2024.
It is important to remember that such political signs should be at most five (5') square feet and must be professionally produced. Homemade signs are not permitted. The limit for political signs is one (1) per candidate or ballot item per lot.
Lastly, it should be noted that the ARC may approve banners on a case-by-case basis. Remember to respect our neighbors whose political leanings may differ from our own.

Mosquitoes Carrying West Nile Virus Found in Bexar County
Recent news reports indicate that mosquitoes in Bexar County have tested positive for the West Nile virus.
With recent rains and the rise in the mosquito population, we ask that all residents take the time to eliminate breeding areas within the Villages of Westcreek by following these simple steps.
- Keep mosquitoes from laying eggs in and near standing water.
- Once a week, empty and scrub, turn over, cover, or throw out items that hold water, such as tires, buckets, planters, toys, pools, birdbaths, flowerpots, or trash containers.
- Check inside and outside your home.
NOTE:
- Female mosquitoes lay several hundred eggs on the walls of water-filled containers.
- Eggs stick to containers like glue and remain attached until they are scrubbed off. When water covers the eggs, they hatch and become adults in about a week.

As we approach the holiday season, it's important to be aware of the rules and regulations regarding the display of decorations in our community. The newly revised Standards state that holiday decorations may be displayed on the premises without ARC approval. However, specific guidelines must be followed regarding when and how long decorations can be displayed.

As the summer days come to a close, it's important to remember that school is now back in session. With the start of the school year, it's essential for residents of the Villages of Westcreek to take extra precautions when driving through school zones.
School zones are designed to ensure the safety of our children as they walk or bike to school. These zones are marked with special signs and are typically located near schools or other areas where children are likely to be present.
When driving through a school zone, it's important to slow down and be aware of your surroundings. Keep an eye out for children crossing the street or walking along the sidewalk. Avoid distractions such as cell phones or loud music, and be prepared to stop at any time.
Remember, it's not just the speed limit that's important in school zones. You should also pay attention to other rules of the road, such as stopping for school buses with flashing lights and yielding to pedestrians in crosswalks.
By following these simple tips, you can help keep our children safe as they head back to school this fall. Let's work together to make the Villages of Westcreek a safe community for all.

MARBLE FALLS
Marble Falls is an historic lake town on the Colorado River just under 100 miles from Villages of Westcreek and 58 miles northwest of downtown Austin. Founded in 1887, it is a welcoming destination for adventures on land and lake. The walkable Downtown is known for its restaurants, independent retailers, art galleries, and friendly locals. The town is surrounded by state parks, lakes, rivers, natural wonders, caverns, and dozens of local wineries.
One of the most popular attractions in Marble Falls is the beautiful Lake Marble Falls. This scenic lake is perfect for swimming, boating, fishing, and other water sports. Visitors can rent boats or jet skis from local rental companies, or simply relax on the shore and soak up the sun.
For outdoor enthusiasts, Marble Falls is home to a number of great hiking and biking trails. The Balcones Canyonlands National Wildlife Refuge is a popular destination for hikers and nature lovers, offering stunning views of the surrounding hills and valleys. Other great hiking and biking trails in the area include the Colorado River Trail and the Marble Falls Hike and Bike Trail.
Hidden Falls Adventure Park is a 2800-acre family friendly off-road park. This outdoor adventure park has more than 200 miles of ATV/UTV, Jeep, motorcycle and 4-wheeler trails. It's a great location to test your off-road vehicles. https://www.hiddenfallsadventurepark.com
Spider Mountain Bike Park is on the banks of Lake Buchanan. It is home to Texas’ first and only lift-served mountain bike park. The lift provides mountain bikers with 350 vertical feet of gravity-fueled fun. There are nine trails you can choose from. https://www.spidermountain.com
If you're interested in history, be sure to visit the historic downtown area of Marble Falls. Here, you can explore a variety of historic buildings and landmarks, including the Old Oak Square Courthouse, the historic 1893 Marble Falls City Hall, and the Marble Falls Heritage Trail. You can also take a guided walking tour of the downtown area, which will give you a fascinating glimpse into the town's rich history and culture. And don’t miss all the fantastic "Sculptures on Main."
Market Day on Main will be Sept. 7 and Dec. 7 on Main Street. You’ll find dozens of unique vendors and artisans from 10:00 AM-4:00 PM.
Sweet Berry Farm in Marble Falls is the original, biggest (152 acres), and best laid out Central Texas Strawberry and Pumpkin Patch. Finally, no visit to Marble Falls would be complete without a trip to the local wineries. The area is home to a number of award-winning wineries and vineyards, including the Flat Creek Estate Winery and the Spicewood Vineyards. GAZEBOS
As Homeowners become more interested in outdoor living spaces, gazebos have become popular additions to many properties. However, it is important to follow the new standards the Architectural Review Committee set forth.
According to the standards, gazebos must be freestanding and cannot be attached to houses or other approved structures. The size is limited to a maximum of 144 square feet and a height of 10 feet. When it comes to materials and color, wood, wood composite, powder-coated metal, or resin materials with the appearance of wood are acceptable. Untreated wood must be stained or painted. The roof must be solid and complement the dwelling.
Additionally, homeowners must obtain approval from the ARC (Architectural Review Committee) before constructing a gazebo. This ensures that the design and materials are in compliance with the new standards.
Multiple foundation options are available, including concrete, pavers, bricks, decking, or skids. It is important to choose a foundation suitable for your gazebo's size and weight.
By following these new standards and obtaining the necessary approvals, homeowners can add a beautiful and functional gazebo to their properties while ensuring that it is safe and visually appealing. So, if you're considering adding a gazebo to your property, do your research and consult a professional to ensure that your project meets the requirements.

Villages of Westcreek Fall Soccer Season: Important Community Update
The Fall Soccer Season is just around the corner, and we are excited to announce that practices have officially begun. For the coming weeks, the soccer fields will be buzzing with activity as our teams prepare for a fantastic season ahead.
Practice Schedule:
- Days: Monday - Friday
- Time: 5:30 PM - 8:30 PM
Game Schedule:
- Days: Saturdays
- Time: 7:00 AM - 3:30 PM
As our fields will be in heavy use throughout the week, we kindly ask for your cooperation and understanding. Whether you’re a player, parent, or park visitor, please be aware of the increased activity and adjust your park plans accordingly.
