Recognizing that some populations were not adequately represented in planning processes, this project sought to bridge this gap by engaging stakeholders and community leaders. Led by a steering committee representing various sectors, the project conducted online focus groups involving diverse Utahns. Expert working groups then focused on key areas such as housing, transportation, economic opportunity, recreation, and public outreach to shape recommendations.
The resulting guide presents best practices for planners, government leaders, and community stakeholders to engage all Utahns in the development process, fostering economic opportunity and creating more welcoming communities.
