2025 Mayoral By-Election


At 2:00 p.m. on Friday July 25, nominations for the by-election closed. As there was only one candidate that filed, Deputy Mayor/Regional Councillor Michael Jubb is therefore acclaimed as Mayor.


Mayor Elect Jubb took his formal oath on Monday July 28 at 4:00 p.m. in the Clerk’s office to become the 20th Mayor of the Township of Brock.


Congratulations to Mayor Jubb!


A report will be presented to Council in September to outline the processes for filling the Regional Councillor vacancy.

Burn Ban in Effect


Due to the continuation of the extreme heat, lack of rain and poor air quality, a burn ban is in effect immediately and until further notice.


Burning of any type in Brock Township is prohibited.

Mandatory water restrictions during extreme heat ensure adequate water levels for emergency purposes


Mandatory water restrictions are in place for Beaverton, Cannington and Sunderland. Residents and businesses are required to discontinue all non-essential water use during this time. For more information please visit our website.

Low Income Seniors Property Tax Rebate

A $355 Property Tax Rebate is applied to your tax roll, for Taxpayers who meet ALL of the following eligibility requirements:

(1) must own and occupy the property as a principal residence

(2) is 65 years of age or older, and

(3) currently receives the Guaranteed Income Supplement “GIS”.

 (A copy of your GIS renewal award letter must accompany the application)


Applications can be completed online or contact the Treasury Department to have an application mailed to you. Deadline for application is September 30th of each year.

Council Highlights


After every Council Meeting we offer a summary of crucial decisions or agenda items discussed in our Council Highlights. At the July 28, 2025 Council Meeting, the following was discussed.


Council was presented with the Climate and Health Vulnerability Assessment report from Durham Region Health. The report outlined the impacts of solar UV radiation and vector-born disease and some of the highlights were:

  • Solar UVR levels are highest in Durham Region from April to September between the hours of 11 am and 3 pm. June and July have the highest UVR levels.
  • Climate change is expected to increase solar UVR in Durham Region.
  • UVR exposure is the leading cause of skin cancer and the leading cause of environmentally acquired cancer in Ontario.
  • Vector-born disease includes Lyme Disease and West Nile Virus.
  • The highest exposure happens from May to November

Climate change has expanded the exposure season and vector populations in Durham.



Council has approved the purchase of a new Tandem Axle Snowplow Truck to be paid from the Public Works Fleet Reserve - Capital Reserve Fund. This new vehicle includes a power tilt front plow, noise reducing blade and upgraded plow controls.


Council has approved the use of straight salt on sidewalks, subject to budget approval in 2026. Staff will continue with the Minimum Maintenance Standards while performing winter maintenance operations.


Council received a report on the cost and revenue for the late ice that was extended in Beaverton during spring 2025. Council has directed staff to prepare for late ice to continue for the 2025-2026 season.


Council has directed staff to work with the Beaverton, Cannington and Sunderland Legions to install commemorative Veterans Crosswalks within Brock.


The Clerk advised that no by-election for the Office of the Mayor is required and that Mayor Elect Mike Jubb is hereby acclaimed and would be sworn in as the 20th Mayor for the Township of Brock as of 4:00 pm July 28, 2025.


Council re-instated the September 8th meeting in order to get back to the normal meeting cycle and deal with the vacant Regional Councillor seat.

North Durham Agriculture Related and On-Farm Diversified Uses Project 


The North Durham Enabling Agriculture-Related and On-Farm Diversified Uses project has taken another important step forward. Councils in the Townships of Brock, Scugog, and Uxbridge have endorsed the study’s final recommendations.

 

They include clearer and more consistent land use policies, flexibility for diversification, and a more streamlined application process while balancing farmland protection. 

These changes will support farmers with diversifying and expanding their businesses and support the growth of businesses that provide direct products or services to farm operations and support agriculture. Examples include, but are not limited to: 

 

Agriculture-related uses: 

  • Farmers’ market primarily selling locally owned products 
  • Cidery using local apples 
  • Farm equipment repair shop 

  

On-farm diversified uses: 

  • Agri-tourism use such as a corn maze or seasonal event  
  • Home occupation such as a bookkeeper or hairdresser 
  • Café or food store 

  

Brock Township is implementing the recommendations with updates to their Official Plans in 2026.

Funding Available for Small Businesses Through the Rural Ontario Development Program –

Business Stream 

Small brick and mortar businesses in rural Ontario with 1 to 20 employees can apply through the business development stream. This stream offers up to 35% cost-share, to a maximum of $10,000.

The current intake for this funding period closes on September 24, 2025. An information session is being hosted by the Province on August 20, 2025 at 10 a.m. More information available online: Rural Ontario Development Program | ontario.ca
