Annual Audit Work Plan Released

Today, I am proud to release my Office’s Annual Audit Work Plan for Fiscal Year 2025-26.

Each year, we carefully determine what to audit by balancing our mandated responsibilities with the community's concerns, available resources, and pressing issues. This plan provides transparency into how we identify and prioritize audits that will have the greatest impact.

Our commitment remains steadfast: to focus on the issues that matter most to Oaklanders and City employees while holding our government accountable to improve operations and deliver essential City services more effectively, efficiently, and equitably.

I would like to extend my heartfelt thanks to Oakland residents, City, community, and business leaders, Councilmembers, and City employees. Your participation—through interviews, meetings, surveys, and direct communication—has been invaluable. As your City Auditor, it was essential to me that your voices shape this Audit Work Plan.

Exciting Update Our Team is Growing

I'm excited to share that Jielin Huang joined our Team as a Senior Performance Auditor this past April. She brings a strong foundation in audit and financial reporting, along with a sharp analytical mindset that’s already proving to be a valuable asset.

Before joining us, Jielin spent nearly three years as an Associate Auditor at KPMG LLP, where she conducted comprehensive audit procedures for a diverse portfolio of public, private, and nonprofit clients. Her work adhered to AICPA and PCAOB standards, and she played a key role in two pre-IPO audits, ensuring compliance with U.S. GAAP and SEC reporting requirements.

Among her many accomplishments, Jielin contributed to the audit of a company with over $59 billion in revenue—an experience that speaks volumes about her capability and professionalism.

A Certified Public Accountant, Jielin holds a B.A. in Economics from the University of California, Berkeley.

I’m thrilled that Jielin has chosen to bring her expertise to our Team and look forward to you all meeting her soon!
