Message from the Director

Later this month, I will be stepping down from my position as Director of Memphis and Shelby County Division of Planning and stepping up into a new position with the City of Memphis as the Chief of Development and Infrastructure. Serving as Director of DPD has been such a rewarding experience, but it's due largely to the strong team of professionals I have had the pleasure of working with over the last 7+ years in DPD, leadership in city and county government, and the support of community partners and customers who have helped us achieve so much since I started.


While I'll be moving to a new position, the mission is the same: to support thriving, livable neighborhoods and connected communities throughout Memphis. In the weeks and months to come, you should expect the same level of professionalism, service, and results from DPD that we have achieved to this point. You should expect the same commitment to improvement of the city, county, and our own operations as we have worked to advance over the years. It has been an honor leading, supporting, and being a part of the DPD team as Director. 


But I won't be going far. We will continue to work together, to achieve new goals, and create more value for our city and county. I'm proud of the work we've done together and look forward to seeing what DPD accomplishes next. I want to extend my thanks to Shelby County Mayor Lee Harris, City of Memphis Mayor Paul Young, the Shelby County Commissioners, and the Memphis City Council for your support and faith in my leadership of the division. I want to extend my gratitude to the outstanding employees of DPD for your hard work, dedication, and comradery. And to so many others who have been a part of our success - thank you.

The Building Beat: New Episode!

A new episode of our division podcast, The Building Beat, is available now! This month’s episode is another installment of our Inside the Division Staff Spotlight Series.


Producer Breana Miller spoke with Nicholas Wardroup, a Planner II within the Land Use and Development Services department, about his day-to-day duties, the knowledge he’s gained in transitioning from a graduate intern to this full-time land use planner role, and what he appreciates about Memphis as an East Tennessee transplant.

Lead Hazard Reduction Program

If you or someone you know lives in a home built before 1978 and also has a child or children (6 years or younger) who spend time in the home, then contact the SCDH Lead Hazard Control Program about a free lead inspection at (901) 222-LEAD. Eligible residents may receive free lead paint removal services. For more information about the program, visit this site.


Applications are now accepted online via the website Neighborly. Use this site to register and create a new account before beginning an application.


Program Manager Anita Tate was interviewed for a recent FOX13 investigation concerning the hazardous effects of lead found in older homes and how this phenomenon affects children’s growth and development. The interview and article can be found here.


The Lead Hazard Control Program is continuing to get the word out about lead remediation with their new MATA bus advertisements, shown below.

Staff Announcements

Gavin Hough joined the division as a new Planner II for the Office of Sustainability and Resilience.


Makaree Lomax joined the Administration department for the division as the new Administrative Services Specialist II – Outreach.


Truus Abuosi, formerly an Intern for the Office of Sustainability and Resilience, joined the division as a new Planner I for the Land Use and Development Services department.


Senior Mechanical Inspector James Dodson, Plan Examiner Faith Dennis, Chief Mechanical Inspector Tim Montgomery, and Plan Examiner Erica Rodgers attended the 2025 Tennessee Building Official Association (TBOA) Educational Conference held in Gatlinburg, Tennessee. State Fire Marshal Assistant Director Mike Bell and City of Gatlinburg Mayor Mike Werner were both in attendance as speakers and to answer members’ questions. TBOA members heard from International Code Council board members about updates coming in 2026 and also honored local code official A.B. Crawford of Bartlett, Tennessee with a Lifetime Achievement Award.  Senior Mechanical Inspector James Dodson was elected and sworn in as the 1st Vice President of TBOA..
