Message from the Director

The Develop 901 Citizen Portal is a helpful tool not only in submitting applications and scheduling inspections online but also in searching public records. Any completed and submitted applications as well as any enforcement cases are available to search in the Portal. And even applications that were submitted through previous permit systems have been digitized and made available through an historical permit and land use/zoning case archive and permit retrieval archive.


If you’re looking to learn more about a construction project or just curious about building or planning applications filed around your neighborhood, then you can use the Develop 901 Project Locator to read a brief project description or retrieve an application/record number to search in the Portal. This map is especially useful whether you have an exact or relative location. Dots on map will signify a filed application that you can click to learn more about.


With an application/record number or an exact address, you can easily search multiple sections of the Develop 901 Citizen Portal. To find a specific record, an application/record number is all that’s needed. To yield the more results, use only the property address for your search criteria. Here’s a video tutorial on how to best use the General Search for Planning & Zoning, Construction Enforcement, Engineering, Memphis Fire Department, and additional sections of the Portal.


Whether you’re looking to perform research regarding a property you’d like to purchase or just curious about upcoming development in Memphis and Shelby County, application and inspection records are available for you to search at any time. To see or download documents associated with any application, be sure to log in to the portal beforehand.

Shelby County 2025 Solid Waste Management Plan

The Solid Waste Management Plan will serve as a blueprint of best practices and strategies for Shelby County and its municipalities to implement over the next 30 years. This plan will identify key considerations that allow local government to set data-driven goals balancing the operational and financial impacts of implementing programs that support long-term environmental benefits of sustainable materials management.


Your input on this quick 5-minute survey will inform goals on reducing waste generation, increasing the diversion of materials from landfills, ensuring Shelby County is a clean community, and identifying opportunities for collaboration at both the regional and local levels.

The Building Beat: New Episode!

A new episode of our division podcast, The Building Beat, is available now! For this month’s episode, Producer Breana Miller interviews Chief Plumbing Inspector John Bowman about his work experience in the plumbing trade, the common types of inspections that Plumbing Inspectors handle, and what homeowners need to consider before deciding to begin any plumbing-related home projects.

Need some assistance in more effectively using the Develop 901 Citizen Portal? Want to train your team on the most relevant sections of the Portal? The Citizen Portal Training Academy features recorded training videos and printable quick reference guides for your convenience, allowing for portal training on your time and within your schedule.

Lead Hazard Reduction Program

If you or someone you know lives in a home built before 1978 and also has a child or children (6 years or younger) who spend time in the home, then contact the SCDH Lead Hazard Control Program about a free lead inspection at (901) 222-LEAD. Eligible residents may receive free lead paint removal services. For more information about the program, visit this site.


Applications are now accepted online via the website Neighborly. Use this site to register and create a new account before beginning an application.


Program Manager Anita Tate was interviewed for a recent FOX13 investigation concerning the hazardous effects of lead found in older homes and how this phenomenon affects children’s growth and development. The interview and article can be found here.


The Lead Hazard Control Program is continuing to get the word out about lead remediation with their new MATA bus advertisements, shown below.

Staff Announcements

Last month, Christina Edingbourgh was promoted from Planner III to Project Manager within the Comprehensive Planning department.

 

Alana Baker joined the division as a new Sign/Zone Inspector for the Signs and Zoning Enforcement team.


Kimberly Johnson started as a new Permit Technician for the Downtown Service Center.

 

Building Official Rita Anderson (pictured left) was recognized by Shelby County Mayor Lee Harris as the March 2025 Leader of the Month.


Bernard Miller joined the Electrical section of Construction Enforcement in April as a new Electrical Inspector.

 

Justin Harris joined the Comprehensive Planning department last month as a new Planner I. He previously worked as an Intern with the Land Use and Development Services department.
