WEST CHESTER LAUNCHES 2025 SPARK GRANT PROGRAM
Small businesses can receive up to $10,000 for exterior improvements
West Chester Township honors its entrepreneurial roots with the return of the Spark Small Business Revitalization Grant program for 2025, providing grants ranging from $1,000 to $10,000 to qualifying local small businesses with 20 or fewer employees. Applications opened June 1 with the deadline to apply of August 31, 2025 at 11:59 p.m.
This small business grant program funds exterior improvement projects such as exterior painting or lighting, upgrades to outdoor public space, landscaping, signage, or demolition of an existing building.
“The Spark Grant program is a smart investment in our small business community that helps strengthen our tax base and enhance the appearance of our township," said Mark Welch, West Chester Township Trustee and President of the Board. "This year, we’ve made improvements to the program to ensure it delivers real, lasting value for our neighborhoods while responsibly investing taxpayers’ dollars.”
This year, updates to eligibility requirements include reducing the maximum number of employees to 20 or less and excluding non-profit organizations. While small businesses throughout the township may apply for grants, the scoring criteria is weighted to target specific neighborhoods and business districts for reinvestment.
In 2024, the inaugural SPARK grant program approved funding for 18 projects, awarding a total of $114,081 to help local business owners improve the exterior of their business. Last year’s recipients used these grants for projects such as exterior painting, improved landscaping, new signage, and walkway and parking lot improvements.
“The Spark grant program has truly sparked pride in our local business community, as well as led to addition investment beyond the money provided by these grants,” said Director of Community Development Katy Kanelopoulos. “Last round, we saw more than $300,000 invested by the small business owners who received Spark grants, which has had a ripple effect on the surrounding community.”

WEST CHESTER FIRE DEPARTMENT PROVEN TO BE GREAT RESOURCE FOR WEST CHESTER'S 3,500+ BUSINESSES
The West Chester Fire Department is more than an emergency response agency—it’s a proactive partner in business success, public safety and community development. As West Chester grows into one of the most dynamic commercial hubs in Ohio, the fire department continues to evolve its services to meet the needs of our expanding and diverse business community.
One of the most impactful resources offered by the fire department is its Fire Prevention and Inspection Services. These services are designed to protect life and property while minimizing business disruptions. Inspectors regularly visit businesses to ensure compliance with fire codes and they do so with a collaborative approach—educating owners, explaining code requirements and working together on timelines for corrections. Importantly, these efforts are aimed at prevention, not penalties. In addition to commercial inspections, the department offers free residential home fire safety checks.
These voluntary assessments are designed to identify potential hazards in the home and to teach safer practices. There are no penalties for issues found—only education and support. The program also includes home inspections required for foster care and adoption licensing, further reinforcing the department’s commitment to public safety and community service.

The Plan Review Program for New Construction and Renovation plays a critical role in facilitating smart, safe development. Offered at no cost, plan reviews ensure that fire protection systems, building access and water supply infrastructure are adequate and code-compliant. To streamline the process, the department invites developers and project teams to schedule pre-submittal consultations, helping to identify concerns early and avoid costly delays. This proactive partnership with builders promotes a smoother construction process while ensuring safety from the outset.
The department’s Fire Safety Training Programs provide hands-on education to help businesses and residents prevent fires and respond effectively in emergencies. Topics include fire extinguisher use, evacuation planning, cooking safety, electrical and heating hazards, smoke alarm education and fire safety best practices for seniors and children. These tailored programs are delivered at workplaces, schools, residential communities and public events, strengthening the community’s readiness and resilience.
For business owners and facility managers, Emergency Preparedness and Business Continuity Planning are key services the department proudly supports. Fire personnel work directly with organizations to develop emergency plans that address potential threats, coordinate evacuation routes and identify key operational needs during a crisis. These services not only improve safety but help ensure business continuity during and after an emergency, reducing downtime and promoting faster recovery.
The Fire Department also supports economic development through its professional Fire Investigation and Risk Reduction efforts. NEW WEST CHESTER SPLASH PARK OPEN IN BECKETT PARK
Just in time for summer, West Chester Township made a big splash with the opening of its new Splash Park at Beckett Park late May.
Located at 8545 Beckett Road, the West Chester Splash Park is the largest of its kind in the State of Ohio and is free to the public. Designed with inclusivity in mind, the new park features interactive water elements for all ages and abilities, including a water slide, a giant tipping bucket, ground sprays, and plenty of shaded seating for families.
“This project is a reflection of West Chester’s commitment to invest in beneficial amenities and inclusive public spaces that bring our community together,” said Township Administrator Lisa Brown. “We wanted to create a place for our families to enjoy while being fiscally responsible with our investment. This is part of our long-term plan to reinvest in our parks infrastructure in a strategic and thoughtful way.”
Beckett Park serves as a regional destination for recreation and community connection. The Splash Park compliments Beckett Park’s existing amenities, which includes the boundless playground, paved walking trails, fishing ponds, and the historic Muhlhauser Barn. "This splash park is just another great amenity for West Chester Township residents and businesses to enjoy," says Katy Kanelopoulos Community Development Director.

Smarter Spaces, Better Data
We’ve officially gone high tech. With new tools like Placer.ai, we’re gaining clearer insights into how people experience our public spaces —helping us to focus on what really matters most to the people who live, work and spend time in West Chester.
Case in point: over 8,200 splash pad visits in just two weeks— that’s a lot of sunscreen and wet footprints. The Takeover concerts at The Square? More than 3,000 attendees and counting. And at Keehner Park, the summer concert series has already drawn over 2,000 music lovers to the lawn.

One Hardworking Building Gets and Update
Our Community Development Building is getting a much-needed facelift. Home to West Chester’s Police Department, Community Development, Community Services and Butler County Area III Courts, if you’ve ever asked “Can I build this?” “How do I report a pothole?” or “Who is buried in West Chester Cemetery?” — chances are, the answer came from someone in that building. The renovation is all about making it more welcoming, accessible, and efficient. Because buildings need love too.
