NORTHPOINT DEVELOPMENT DRIVES GROWTH IN WEST CHESTER WITH INDUSTRIAL AND NEW MULTIFAMILY INVESTMENTS
NorthPoint Development continues to deepen its commitment to West Chester Township, bringing new housing options and high-quality jobs through two transformative projects, Noble Apartments and West Chester Trade Center.
Noble: Luxury Living Arrives in West Chester
NorthPoint’s first multifamily community outside its Kansas City footprint, Noble Apartments, is rising at 6320 Royal Drive. The $80 million luxury development will deliver 331 residences across five buildings, offering a mix of studios, one-bedroom, and two-bedroom homes.
Preleasing began in June, with the first move-ins scheduled for October 2025. Future residents will enjoy resort-style amenities including a heated saltwater pool and courtyard, pickleball and bocce courts, a 24/7 fitness center, a wellness studio with yoga and a dry sauna, a podcast recording studio, and an on-site guest suite. Apartments feature quartz countertops, stainless-steel appliances, custom cabinetry, composite wood flooring, tiled showers, and private balconies or patios.
Township leaders see Noble as a milestone in the community’s housing evolution. “West Chester has grown dramatically in the past decade, so it is critical that our development projects are both smart and sustainable. A diverse housing stock creates a more vibrant community where people at every stage of life can live and thrive,” said Lisa Brown, West Chester Township Administrator.
West Chester Trade Center: A Regional Job Engine
Just a few miles away, West Chester Trade Center (WCTC) stands as a premier industrial hub that began in 2017 and reached full buildout in 2025. Spanning 11 buildings and nearly 2.94 million square feet, WCTC represents a $200 million capital investment that generated an estimated 777 construction jobs and supports more than 1,200 permanent positions.
The park has attracted a dynamic tenant mix including General Electric Company, Amify, Tosca Services, and Cryogenic Equipment & Services, Inc. Its newest anchor, Oats Overnight, recently celebrated the grand opening of its 310,000-square-foot facility, the largest single lease in the park. The fulfillment center serves as the company’s East Coast hub, bringing innovation, new jobs, and national visibility to West Chester.
“Business creates jobs. Jobs create wealth. That builds homes and strengthens communities,” said Mark Welch, Chair of the West Chester Township Board of Trustees at the ribbon cutting last month. “We are proud to support Oats Overnight and NorthPoint Development. Working with you is not work; it’s a pleasure.”

Online Permitting System Celebrates Two Years of Success
West Chester’s Community Development team launched the online permitting system in October 2023. Since then, almost 2,200 permits have been processed. No account is needed, and users no longer have to visit the office to drop off or pick up plans.
Customers say the system is easy to use and convenient, with several developers commenting that is the best online application process they have ever used.
“The new system has greatly streamlined the permitting process and significantly improved communication with customers which in turn reduces overall project development time,” said Bryan Hellard, West Chester Township Property Advisor. “Permit review turnaround times have decreased from weeks to days.”
The online permitting system reduces paper waste, improves processing times, and allows inspectors to use laptops in the field for digital plan reviewing, making the Community Development Department much more efficient and user friendly. The department’s doors are now “open” 24/7 for customers nationwide.
Online Property Complaints Improve Community Upkeep
In January 2025, the Department also took property maintenance complaints online. Property maintenance is vital to maintain a beautiful, vibrant community, and now businesses and residences can submit complaints online for property advisors to investigate. Also, in 2025 the West Chester Fire Department started accepting permits online for fire inspections making the process much more efficient as well.
New Zoning Code Adopted
In May 2025, the West Chester Township Trustees adopted the new and improved zoning resolution. Zoning rules cover issues like building setbacks, landscaping, density, and public safety standards. The update was developed by the Community Development Department in partnership with McBride Dale Clarion.
Zoning is key to maintaining West Chester’s character and property values. It helps guide growth in a way that preserves the community’s upscale image and supports a stable economy.
With a community of more than 66,000 people, this is a vital service to attract diverse businesses and residents and ensure sustainable growth.
“As an employee of local government, ensuring the safety, health, and welfare of West Chester Township properties is my civic duty,” said Senior Property Advisor, Bernie Schroeder. “Property maintenance guidelines are established by state law, so having a robust zoning code to follow is an essential part of the process and greatly benefits both the township and the properties within our jurisdiction. Our day-to-day focus is tackling properties that are in disrepair to prevent neglect from turning into blight.”
He added that the township used to receive more than 300 complaints a year, but that number has now leveled off. “Most of the township is complying and the new system has greatly streamlined communications with customers.”
Builders Praise Online Zoning Permit System
Developers are also benefiting from online zoning applications.
“The West Chester Township Zoning online permit application process has been a wonderful way to streamline and expedite the submission and approval process,” said David Labus, Principal at Foundation Development Group, an Epcon Communities Builder. “It takes us about five minutes to apply and pay for new zoning certificates for our single-family homes. It has been a great step forward for us as developer/builders and the township staff. We really appreciate the team at Community Development very much.”

OHIO LIFE SCIENCES INVESTS IN BUTLER TECH TO LAUNCH NEW BIOMANUFACTURING TRAINING PROGRAM
Ohio Life Sciences (OLS) is proud to announce its investment in Butler Tech’s new Current Good Manufacturing Practice (cGMP) Fundamentals program, designed to prepare students for high-demand careers in biomanufacturing and the broader life sciences industry.
The free eight-week course will provide students with training in FDA regulations, pharmaceutical product manufacturing, cleanroom processes and industry-standard lab equipment. By expanding access to this specialized training, OLS is helping build a stronger talent pipeline to meet the growing workforce needs of life sciences companies in West Chester and across Ohio.
OLS has committed $235,000 to help Butler Tech launch the program, which will provide funding for classroom furnishings, safety equipment, PPE and lab essentials need for certification. In addition, OLS member Precision Environments donated cleanroom supplies and installation services, giving students hands-on training in a space that mirrors real-world industry standards.
“Ohio has become an attractive destination for new biopharmaceutical manufacturing facilities and now we must ensure we develop a strong statewide workforce to satisfy the talent needs of this growing sector so we can remain attractive and compete with other states who are making big investments directly into biotech,” said Eddie Pauline president and CEO of Ohio Life Sciences. “Our investment in Butler Tech is part of a larger strategy to build out a statewide network of educational partners who can deliver cGMP certifications and other bio-related trainings to ensure more Ohioans can find good-paying jobs in a growing industry that saves lives throughout the world.”
In its first year, the cGMP Fundamentals program will train up to 100 students, with the ability to scale as interest grows. Butler Tech is only the second institution in Ohio to offer this specialized training, making it a model for how education and industry collaboration can accelerate workforce readiness.
Manufacturers in our community, such as West Chester’s biopharmaceutical company, Resilience, are recruiting talent with cGMP skills into high-growth jobs. This short-term, no-cost program will equip adults with the technical and professional skills required to pursue a rewarding career in pharmaceutical, food, beauty, and personal care product manufacturing.

West Chester remains one of the area’s hottest communities. While the township may have fewer large commercial sites available, families are still moving here, businesses are expanding, and our community is thriving.
Oats Overnight recently grew into nearly 300,000 square feet, adding almost 300 new jobs. Vincent Comerford, COO of Oats Overnight, said the company chose West Chester not only for its ideal location, but for the community and partnerships that have supported their success.
I recently visited CTL Aerospace, a company that epitomizes the growth and innovation happening in our backyard. I got a firsthand look inside an autoclave. (Yes, the giant machine that solidifies multiple polymer layers for aircraft wings and fuselages. And, yes, I forgot and wore heels on a manufacturing tour – again!) Seeing how this family-owned aerospace company continues to transform and improve makes it clear that creativity and growth are happening here every day.
And it’s not just our businesses that are evolving: Our public spaces are also seeing investment. The USS Cincinnati Peace Pavilion is under construction, The Square at Union Centre is getting a $3.6 million refresh as part of our focus on parks and amenities, and Butler Tech’s new Bioscience Center will train the next generation of healthcare and biotech talent. With zoning permits up 12% from last year, West Chester is building a community where people, ideas, and businesses can thrive.
For companies looking to grow, there are helpful tools like the new JobsOhio Relocation Incentive, which supports businesses in attracting out-of-state professionals, particularly in STEM and technical fields. Companies of all sizes can receive $15,000 for each qualifying new hire, with up to $225,000 in funding available per company. There are no restrictions on how the funds can be used, making it an easy way to bring top talent into our community.
