Next week we return to Springfield every week until we finish our session, which ends on May 19th. I hope that everyone had a wonderful Easter holiday for those who celebrate and have enjoyed the warm weather. I know that I am happy to see Spring, it is my favorite season of the year.


Luckily, there were no reports of anyone being hurt by the extreme weather events we had recently, and I was amazed by all the large hail pictures on Facebook, my house had some big hail as well. If your property was damaged, be careful of Home Repair Fraudsters. Check out the Illinois AG's Website for recommended steps to plan for and secure a contract for home repairs.


On April 4th, we had the consolidated general election for local municipalities (some were partisan and some were non-partisan) along with school board elections. Thank you to everyone who took the time to vote! It is so important to vote in all elections, big and small.


Congratulations to all the candidates who put their name on the ballot and participated in our Democracy. I look forward to working with all the individuals who were elected or re-elected.

Around the District

On Wednesday, I joined U.S. Senator Dick Durbin as he announced $700,000 in federal funds for the Aurora Area Interfaith Food Pantry.  $700,000 of U.S. Housing and Urban Development Fiscal 2023 Economic Initiative money had been earmarked for a pantry program - one not only new to the pantry, but possibly new to the entire area. With Mobile Meals, as the program is called, the pantry will expand to build a commercial kitchen to prepare hot meals. Those meals will be put on food trucks that will go into area neighborhoods where people experience insecurity about where they will get food, but might be shy about coming down to the pantry.


This week we celebrated the opening of yet another new business in Aurora! Little Leilani Asian Fusion is a A fast-paced casual dining eatery serving Asian Fusion Cuisine. Aurora is becoming home to more and more small businesses every month as folks decide to pursue their dreams in our community. Congratulations to Little Leilani, I can't wait to stop by!


This week we also wrapped up "Spring Break" in Springfield -- a short hiatus in the General Assembly calendar meant as a time for lawmakers to prepare for the busy second half of the legislative session. On the table in the next few weeks are final FY2024 budget negotiations, the wrapping-up of more complicated pieces of legislation that did not make it out of the House last month, and revising or approving bills sent to us from the Senate and getting them on the Governor's desk.

The Village of Oswego kicked off the first phase of the Wolfs Crossing improvement project! This project, a decade in the making, will upgrade Wolfs Crossing to a modern, four-lane road to help ease traffic congestion, improve safety and accommodate current and future growth.


I was proud to help deliver, along with my fellow lawmakers, millions of dollars in Illinois state grant funding that went towards this long-needed project.

Makes it illegal to drive while video conferencing or accessing social media unless the device is in hands-free or voice-operated mode. ilga

Creates the Office to Prevent and End Homelessness to facilitate the implementation of a strategic plan and initiatives aimed at decreasing homelessness and unnecessary institutionalization in Illinois, improving health and human services outcomes for people who experience homelessness, and strengthening the safety nets that contribute to housing stability. ilga

State Charter Act

Creates the Veteran Service Organizations State Charter Act. Provides that a veteran service organization shall be considered state chartered when the organization meets all of the requirements listed in this Act and the organization's application for state charter status has been approved by the Attorney General. ilga

Requires the Secretary of Transportation to establish and convene the Zero Traffic Fatalities Task Force to develop a structured, coordinated process for early engagement of all parties to develop policies to reduce traffic fatalities to zero. ilga

Charter Schools Union Neutrality Act

Amends the Charter Schools Law of the School Code. Provides that any renewal of a certified charter must include a union neutrality clause. Requires a union neutrality clause to be included in a charter school proposal. Defines "union neutrality clause". Effective immediately. ilga

Provides that, in determining the lowest responsible bidder, a county board of a county with fewer than 2,000,000 inhabitants may take into consideration the bidder's active participation in an applicable apprenticeship program registered with the United States Department of Labor. ilga

Notice of Lead Pipe Replacement

Owners or operators of a community water supply must provide a consumer notice when replacing lead pipes, and the City of Chicago must publicly post data related to progress in replacing publicly-funded lead service lines. ilga

Digital Forgeries Act

Creates a cause of action for individuals depicted in a digital forgery without their consent against any person who creates or distributes such forgery with malicious intent or willful negligence. Contains exceptions for clearly marked parodies and satires. ilga



HB 2132

Rust Belt to Green Belt Pilot Program Act

Will allow Illinois to pursue part of the $17.1 billion for ports made available through the federal bipartisan infrastructure package. Through the legislation, the funding would go towards constructing and maintaining an offshore wind port on Chicago’s Southeast Side, bringing jobs and economic development to Black and Brown communities that have long been overlooked and subject to environmental racism. ilga



HB 2189

Access to Affordable Insulin Act

Provides that each manufacturer of insulin shall establish procedures to make insulin available to eligible individuals who are in urgent need of insulin or who are in need of assistance to access an affordable insulin supply, and caps the price of insulin at $35 a month. ilga



HB 2147

Helps address the teacher shortage by allowing retired teachers return to there classroom on a limited basis through 2026 without impairing their retirement status. ilga


$500,000 Relief for Naperville Tornado

The Naperville Tornado Relief program was established when an EF-3 tornado touched down in Naperville in June of 2021. On Febuary 28, 2023, Naperville was again struck by a tornado, and the Naperville Tornado Relief Program is ready to assist. The Naperville City Council is poised to provide up to $500,000 to assist with yard restoration for homeowners who suffered significant damage.


APPLICATIONS ARE NOW LIVE and must be completed by homeowners by May 26.
