Regarding the Tax Increase Approved by the Commissioners Court


Dear Pct. #3 Residents:


I am very saddened to have to report that at the August 28, 2023 Commissioners Court meeting, a majority of the Court voted to adopt the Voter Approval Rate for 2024. The Voter Approval Rate is the highest tax rate that the county could have adopted without having to seek approval from the voters. I know that many of our residents continue to struggle financially and need tax relief, not a tax increase, and so I strongly objected to increasing taxes by adopting the Voter Approval Rate. Instead, I made a motion to the Commissioners Court to adopt the No New Revenue Rate, which means that the County would not collect more in taxes from residents than it did last year. Unfortunately, none of the other Commissioners nor the County Judge agreed with my motion. Instead, they voted to adopt the Voter Approval Rate, which will generate an additional $34 million in property taxes for the County in 2024. I was the only Commissioner to vote no to this tax increase because I believe that raising taxes should be done only if absolutely necessary. I argued that there was still too much unknown information about how the County would end the current fiscal year, and that we should not implement certain initiatives until we know whether we have enough funding available. Unfortunately, the rest of the Commissioners Court did not agree with me, and voted to raise taxes so that all of the proposed initiatives could be implemented without having to wait.


As a result of the Court's action, property taxes will be going up next year. Please know that I understand that many of our residents will suffer as a result of this decision and that I did my best to try to prevent it. I will continue to fight for the No New Revenue Rate in future budget years and am truly disappointed that the Commissioners chose to ignore the pleas of the public and adopt the highest tax rate possible for this coming year.

August 3: A Day of Remembrance

August 3rd is a day to remember and honor the memories of the innocent souls whose lives were tragically cut short on that terrible day four years ago.

Thank you to Border Network for Human Rights for continuing to honor the memories of the victims every year and to County of El Paso staff for the beautiful light display at the Healing Garden representing each of the twenty-three victims.


New All-Abilities Playground at Risinger Park!


The All-Abilities Playground at Risinger Park is officially open! Thank you to all of the students, teachers, and parents who came out to celebrate with us! Sidewalks, walking trails and the new basketball court will be coming soon!

School Supply Giveaway at Escontrias Elementary School in Socorro


I was very happy to have been able to deliver school supplies to the students at Escontrias Elementary School in Socorro along with City Representative Rudy Cruz, who brought pizza for the students! Thank you to all of the teachers and administrators at Escontrias for letting us stop by!


Visiting Precinct #3

City of Socorro Small Business Breakfast Networking Event


It was wonderful to meet so many small business owners at the SOCO Breakfast networking event! I am grateful to the City of Socorro for organizing the event and to the Dusty Tap for hosting! I was also very excited to announce technical assistance funding that will soon be available to businesses along the Mission Trail!

Fiesta de San Lorenzo in Clint



The Fiesta de San Lorenzo in Clint was a true success! I was able to indulge in plenty of yummy gorditas and greet so many of our wonderful constituents within our community! I am truly proud to represent Precinct 3!

Services for Seniors in Fabens


Congratulations to Lilia Quintana and her family on the opening of La Hacienda Adult Daycare in Fabens! Thank you for inviting me to your health fair and for providing much-needed services for our senior citizens in Fabens!

New Fire Truck in Horizon City


Congratulations to Emergency Services District #1 on their new Tiller 401 fire truck, which has a 700 ft. ladder and is the only truck of its kind in the Southwest! Thank you to Chief Menéndez and everyone at the Horizon Fire Department for everything that you do to keep our community safe!

Congratulations to two new Eagle Scouts!

It was my honor to present Michael Martinez and Braun Burford of the Boy Scouts of America Yucca Council Troop 279 with flags that were flown over the Enrique Moreno El Paso County Courthouse in honor of them both having attained the rank of Eagle Scout, the highest rank in scouting! Congratulations, Michael & Braun!
