Last month I had the opportunity to serve as "Principal for a Day" at Wilbur Middle School, 340 N. Tyler Road. This is a program administered through the Greater Wichita Partnership Business Education Alliance to collaborate with area school districts and increase business involvement. The idea is for leaders to experience first-hand what happens inside our local schools.
Principal Mark Joliffe does a great job leading a staff of approximately 115 to educate, motivate and inspire 835 students on a daily basis. The school is not without its challenges (older building, 60% of students on free/reduced lunch, 10-15% annual staff turnover, 150 special education students), but you wouldn't know it by the dedication and pride demonstrated by the teachers & students.
My hat is off to everyone at Wilbur Middle School. Thank you for everything you do to keep our next generation of leaders dreaming, believing & achieving.

Update and Discussion
District V Advisory Board Meeting

For the past 10 months, 12 citizen volunteers have worked to understand the needs, aspirations, and options for performing arts in our city and recommend a path forward. The issues with the 50-year-old performing arts facility include structural problems, worker safety risks, and functional issues. The committee is weighing the choices: renovate vs. build new, preserve the round building vs. create more gathering space for the community, etc. No matter what, this will be a large investment - perhaps $200 million or more - in the core/river area. The committee will discuss its findings to date, hoping to both inform and engage citizens in this pivotal community initiative. Road Construction Updates
13th Street North, 119th Steet West to Maize
This project will perform street repairs in preparation of a surface treatment along 13th Street North, between 119th Street West and Maize. 13th Street North will be one lane in each direction throughout the area of construction. Estimated completion is late 2018.

Outsourced Pavement Preservation Program (OP3)
The City of Wichita's paved street network is comprised of more than 5,100 lane-miles of residential, collector and arterial streets and expressways, representing a total paved area of more than 325 million square feet. In order to cost effectively maintain this vast network of assets, the City supplements the critical preventive, corrective and emergency maintenance efforts of its internal staff by leveraging the resources and expertise of private contractors. Each year outsourced pavement maintenance efforts are proposed and submitted for approval in the Outsourced Pavement Preservation Program (OP3).
WICHway traffic alerts available by text or email
WICHway, the Intelligent Transportation System (ITS) on Wichita's highways, offers a new feature sending subscribers texts and/or emails that share special traffic alerts created by operators at the WICHway Traffic Management Center. The alerts are created when a traffic problem such as a major crash, a highway closure or a similar event causes a significant disruption on a Wichita highway. The alerts are an extension of the WICHway website (
www.WICHway.org), an informational resource the public can consult before traveling on Wichita's highways.
The website adjusts to the type of device being used - a computer, a tablet or a smartphone - and can be bookmarked on a smartphone so that it performs similarly to an app. A short video showing how to bookmark any page from the site can be viewed at
KDOT's YouTube page.
WICHway shares information that is gathered from 55 roadside cameras and 63 traffic sensors. Messages are displayed on 25 electronic message signs, shared on the website and can now be sent to subscribers so that travelers, commuters, freight operators and others using Wichita's highways can make informed decisions about their route.

Gunshot Detection System
Coming to Wichita
The City of Wichita is launching a Gunshot Detection System (GDS) pilot project which uses sensors to locate where gunfire occurs. Wichita is the first city in the world to use this particular technology system.
The acoustic sensors will be installed next week throughout Wichita. The locations were chosen based on crime data collected over the past three years and requests from residents in the selected areas. The exact locations are not being disclosed to help ensure the pilot project results are not skewed.
The sensors can pinpoint gunfire within a one-square-mile area. When a gunshot is detected, multiple sensors will determine the location, time, date, type, and direction of the gunfire. This information will be transmitted within seconds to Sedgwick County 911 Dispatch and officers will be directed to the area.
The one-year pilot project will consist of several phases. The accuracy of the sensors is expected to improve after each phase of the pilot project.

PW&U Participates in Energy Audit Funded by US Department of Energy
The US Department of Energy is funding no-cost energy assessments of utility operations via several university-based centers across the country. Last week, a team from WSU's Industrial Assessment Center toured Wastewater Treatment Plant #2, the City's largest wastewater treatment plant, to conduct such an assessment The team is comprised of two engineering faculty and four doctoral students. Their mission is to help clients reduce energy and waste and increase productivity, while educating and training the next generation of professionals focused in energy, waste, and productivity. During the tour, led by City staff, the audit team placed meters around the plant which will record energy-consumption data for one week. After collecting the data and gathering additional information about the treatment processes in place at the plant, the audit team will develop a confidential report detailing the analysis and provide specific recommendations including energy and cost savings, implementation costs, and payback periods. The recommendations will then be reviewed by City staff to determine which of the recommendations would be the most feasible for the City.
It is expected that this team will conduct a similar process at Wastewater Treatment Plant #1.

The Christmas Tree
It is one of the most joyful and enthusiastic times of the year; but without the proper care, a decorated, natural tree can make Christmas a nightmare for your home. Each year across the nation,
Christmas trees account for 250 fires, resulting in 14 deaths, 26 injuries, and more than $13.8 million in property damage. This is a statistic the Wichita Fire Department would like to improve by extending information about Christmas tree safety to your home.
The National Institute of Standards and Technology has done extensive research on the potential dangers of a tree that has not been properly cared for, and the results are astonishing. In under a minute, a dry tree can turn a family room into a room of flames. This leaves no time for the escape of your family. Therefore it is extremely important to review the tips for Christmas tree safety and care provided by the National Christmas Tree Association. These tips, along with the due diligence of your family will ensure your holidays are merry and safe.
A few of those tips are:
- To display the trees indoors, use a stand with an adequate water holding capacity for the tree. As a general rule, stands should provide 1 quart of water per inch of stem diameter. Devices are available that help maintain a constant water level in the stand.
- Use a stand that fits your tree. Avoid whittling the sides of the trunk down to fit a stand. The outer layers of wood are the most efficient in taking up water and should not be removed.
- Keep displayed trees away from sources of heat (fireplaces, heaters, heat vents, and direct sunlight). Lowering the room temperature will slow the drying process, resulting in less water consumption each day.
- Check the stand daily to make sure that the level of water does not go below the base of the tree. With many stands, there can still be water in the stand even though the base of the tree is no longer submerged in water.
- Use of lights that produce low heat, such as miniature lights, will reduce drying of the tree.
- Do not overload electrical circuits.
- Always turn off the tree lights when leaving the house or when going to bed.

With over two million lights, Illuminations transforms every single garden area into a different themed holiday display or uniquely lit botanical setting. Thousands of luminaries light your way as you stroll through the paths and gardens, entertained by carolers and live music every night. Larger than life flowers and bugs are placed throughout the Wildflower Garden. Oversized fish and sea creatures turn the Shakespeare Garden into a magical underwater setting. Huge floating trees provide colorful reflections in the main pond.
Santa is here every night before Christmas, visiting and taking pictures with all of the children. Enormous sweet treats are a huge hit in Candy Cane Lane and Candy Land! New for 2018 will be the addition of snow to accompany the fantastic light show synchronized to beautiful music that is installed in our main meadow. The Downing Children's Garden brings smiles to young and old with lit monster trees, fairy lights in the musical maze, and fun holiday scenes lighting up every corner. Visitors can even enjoy roasting marshmallows for S'Mores over the fire pit in the amphitheater! Hot drinks, popcorn, dinner and treats are sold throughout the gardens and an adult hot toddie bar is available every night as well.

22nd Year for The Arc's Lights
Thanksgiving Night thru December 28
More than 1 million lights with dozens of displays make up this drive-through lights display. This is the most unique light display in Kansas. Nearly all of the displays and features are handmade by our volunteers. We couldn't do this without hundreds of exuberant volunteers sharing their talents and energies, giving thousands and thousands of hours to make our display bright to brighten the lives of those we serve. All Aboard for a Magical Journey!
The fun begins with a reading of Chis Van Allsburg's The Polar Express and is followed by a craft and a train ride to visit the North Pole.
Enjoy s'mores and hot chocolate at the campfire circle, while singing holiday songs.
Kids are encouraged to wear pajamas. An adult must also attend and register. Ages 2+.

There's a New Crew in Town!
The City mascots have joined forces to create a fun new kids program called the City Crew!
Barry the Bison of Wichita Park and Recreation, Sparky from Wichita Fire Department, and Sgt. Justice from Wichita Police are inviting kids 12 and under to join their crew.
Once you are a member you will be invited to exclusive events held in each district of Wichita, such as a barbeque, pool party and ice skating, to name a few.
Plus, there will be other events that pop-up throughout the year as an extra bonus, such as a free ticket to a local sporting event!
