Shutdown risk stalls wildfire legislation, could have limited impact on existing federal action

With time running out for Congress to find a path forward on government funding, observers think it is increasingly likely that the government will shut down when current funding expires at the end of the month.


Appropriators in the Senate are still at an impasse, as a so-called "clean" Continuing Resolution (CR) passed earlier by the House of Representatives failed to pass the upper chamber on September 19. The Continuing Resolution would authorize funding from October 1 to November 21, 2025, at the same level as stipulated in the previous budget approved by Congress.


Each federal agency has significant latitude to determine what staff and services it may retain in the event of a government shutdown. Wildfire staff and services are generally considered essential and required to remain available even without pay if a shutdown occurs. Wildfire-related grants and permit reviews, including reviews of requested exceptional event designations, would likely not be considered essential. A government shutdown could delay grant-related services, including payment and reimbursement processing and grant agreements, and further delay exceptional event approvals.


Wildfire legislation, including the Wildfire Emissions Protection Act (WEPA) and the Fix Our Forests Act (FOFA), is unlikely to receive Congressional attention until a government funding agreement has been reached.

Stanford wildfire smoke study indicates smoke exposure deaths could rise dramatically

A study by Stanford University's Doerr School of Sustainability released on September 18 found that increased exposure to wildfire smoke could kill an additional 30,000 people in the United States per year by 2050. The conclusions of the study, which will be published in the scientific journal Nature, indicate a nearly 75% increase in wildfire smoke deaths (up from just over 41,000 deaths annually currently).


The study relies on a new wildfire smoke PM2.5 model, available as an interactive graphic, to characterize the impact of wildfire smoke on individual communities across the United States.


Analysis based on this model, alongside other data, suggests that the drastic increase in wildfire smoke-related deaths will result from an increase in the number of wildfire events. The study does not specifically indicate that exposure to the same amount of wildfire smoke is expected to be more deadly in the future, but does suggest that weather at atmospheric conditions related to climate change could increase exposure.


Though stark, the study’s findings reinforce the Wildfire Alliance’s position that improved forest management, such as mechanical thinning and prescribed fire, which can be timed with weather and wind forecasts to minimize the impact of wildfire smoke to populated areas, is a critical aspect of wildfire readiness and prevention.
