It’s time once again to complete your TIER II reporting and submit your Chemical Emergency Response Plan (CERP). Please ensure that both documents are sent via email to the Will County Local Emergency Planning Committee (LEPC) at lepc@willcountyillinois.com no later than March 1, 2025.

TIER II forms must have an ink-signature at the bottom of Page 1.

When submitting chemicals on your Tier II form in HazConnect, please include their CAS numbers whenever possible. Last year, 61% of reported chemicals in Will County were missing this important identifier.
Chemical Emergency Response Plan (CERP)
Who needs to submit a CERP? Any facility that produces, uses, or stores hazardous chemicals in quantities equal to or exceeding the Threshold Planning Quantity (TPQ) established by the EPA for each Extremely Hazardous Substance (EHS) must participate in emergency planning. The list of EHS chemicals and their TPQs can be found in 40 CFR Part 355, Appendix A and Appendix B.
CERP Reminders:
- Provide the contact details of the individual responsible for handling inquiries about your plan. This may include third-party contractors involved in its creation or updates.
- Make sure your plan addresses the worst-case off-site impact, which may not necessarily be linked to your extremely hazardous substances.
- If you prefer, you may submit your facility’s full Emergency Response Plan/Emergency Action Plan instead of the LEPC’s template. However, please review the CERP template to confirm that all required information is included.
Plan Review Meetings

While all CERPs will be reviewed, plan review meetings will only be scheduled for select facilities.

Facilities that are either new or classified as Risk Management Program (RMP) facilities can expect plan review meetings to begin after May 1, 2025.
