CHANGES IN HHF-DPA PROGRAM

US Treasury requires all states that participated in the Hardest Hit Funds (HHF) measure the impact to the communities utilizing the funding. In the Hardest Hit Funds Down Payment Assistance (HHF-DPA), $15,000 in down payment assistance was offered in 62 ZIP Codes that were identified based on continued stress after the mortgage recovery had begun. All HHF states are required to measure the same indicators going forward every six months in order to continue the funding where it is most needed and remove ZIP Codes that have seen a marked improvement.

Recent analysis of the HHF-DPA distress indicators has shown that there are several ZIP Codes in Tennessee that have seen positive results based on the current data.

The following 10 ZIP Codes in Davidson, Jefferson, Robertson, Rutherford, and Shelby Counties were removed from the HHF-DPA Program effective January 1, 2019

37037, 37073, 37086, 37172, 37207, 37208, 37218, 37877, 38018, 38133

The following 3 ZIP Codes in Davidson, Jefferson, and Knox Counties will be removed from the program effective March 18, 2019 . Complete loan applications must be submitted to THDA by March 17, 2019.

The THDA Single Family Mortgage Programs Division continues to work very diligently to create a more “lender friendly” atmosphere. In an effort to continuously provide excellent customer service, THDA is introducing a monthly conference call with both our Underwriting and Closing Managers, Sarah Sisler and Caroline Rhodes .

Sarah (Underwriting) and Caroline (Closing) will be available via conference call on the third Tuesday of every month from 1:00 p.m. to 2:00 p.m. Central Time to discuss frequently asked questions from staff of our participating Lenders.  

MARK YOUR CALENDAR--
The first call will be held on Tuesday, February 19, 2019 . To join, please call the THDA conference line at 1-877-727-6537 , and place your phone on mute. A roll call will be done at the beginning of the call, and we will then jump into any frequently asked questions that we are seeing most often. 

If you have a question that you would like addressed, please feel free to email it in advance to either ssisler@thda.org for Underwriting, or crhodes@thda.org for Closing. You can also utilize the SFAsk@thda.org inbox with any immediate questions as well.  

REMINDER ABOUT HHF-DPA LOANS ON DISCONTINUED ZIP CODES:
Loan applications and purchase agreements for HHF-DPA loans dated prior to December 31, 2018 in the following ZIP Codes must close before February 28, 2019 . See Memo to Lenders dated 11/15/18.

REMINDER ABOUT SRP:
As a reminder, all final closing documents must be received by THDA prior to 120 days after closing to ensure payment of Service Release Premium (SRP) . See Memo to Lenders dated 10/8/18..

PROCEDURE FOR NEW THELMA USERS


Requesting access to THDA's loan portal THELMA

In an effort to continue to provide excellent customer service and turnaround time, we are implementing a new process to requesting log-in credentials to our THELMA loan portal. 

  • If you have a staff member that needs new access to the portal, please continue to email the SFAsk@thda.org email address. 

  • Please include the full name, email address, contact phone number, branch location, and job role for the person needing access.

  • Once your email is received, you will receive a response email instructing the requester to complete a short training webinar pertaining to their job function in the THELMA loan portal. This will give instructions on how to either create a loan and upload new loan documents into THELMA or provide instructions for uploading closing and trailing documentation. 

  • Once the training has been completed, THDA will receive notification, and will then grant log-in credentials.

  • Manager Role will still have new user creation access. New Log-in credentials will be monitored by THDA and the initial set-up emails will be sent within 20 days of creation. These users will have 10 days to complete the webinars.

This process will start immediately.
