Hello Windsor!

In recognition of National Preparedness Month, I encourage our community to commit to being prepared. This doesn’t only mean wildfires, this is for any emergency event, an earthquake, flood, severe weather conditions, planned or unplanned events. 

The Windsor Ready! Emergency Preparedness Guide was released to the Windsor community in the September water bill to reach all residences and our business community. The Town is actively distributing copies of the Windsor Ready! Guides to all Town offices, and will work with our community groups, partners, and staff to hand out at events. A dedicated webpage was created providing electronic access allowing the webpage URL and links to be referred to others at any time in either English or Spanish. Please visit Windsor Ready! Human Resources (HR) by definition “takes care of the organization’s most valuable asset; its employees. HR professionals make sure that employees have everything they need to perform their day-to-day tasks and they’re also responsible for creating a healthy work environment that attracts and retains qualified people”. 

The Town’s HR team consists of five full-time employees supporting over 200 full-time and part-time staff.  The team provides customer service with a wide range of functions throughout the Town. The team handles the administration of multiple programs that include and are certainly not limited to benefits, employee and labor relations, recruitment, training and development, safety, and worker's compensation.

“We have such a great, well-rounded, HR team. They bring a tremendous amount of experience from all different areas of HR, and have an unmatched work ethic”, commented Director James Leon.

HR is unlike any other department in that they are allowed to interact with each Town employee, from an employee’s first day and throughout the employee’s career with the Town. HR will assist with all major events like marriage, birth of a child, leaves of absence, bereavement, promotions, retirement, etc.

“We often say we work side-by-side with employees through their entire “work-life” with the Town.”, says Mr. Leon

The Town's HR department thrives on supporting staff and achieving organizational success. Mr. Leon stated, “Human Resources staff recognize that people are the Town’s greatest asset and are committed to serving as a strategic partner to the Town of Windsor. Human Resources is dedicated to providing exceptional customer service in the areas of recruiting and selection, compensation, benefits, training and development, employee and labor relations, legal compliance, and strategic management. Our team is very fortunate in that we get to have such a significant impact on the organization. HR is not always provided a seat at the executive table; so, we are grateful to be entrusted to serve as a strategic partner to various divisions and departments throughout the Town.” 


The Press Democrat published the notice of Environmental Assessment and Draft Conformity Determination for the Koi Nation of Northern California Shiloh Resort and Casino Project on September 12. The public comment period will be open for 45 days, ending on October 27, 2023.

On August 30, Councilmember Wall and Vice Mayor Salmon, staff from Senator Feinstein’s office joined Town staff along with staff from other local partner agencies at Silicon Valley Clean Water in Redwood City to tour the Bioforcetech Bio-Drying and Biochar Facility.

This is the second tour that the Town has arranged. The Town is exploring constructing a similar facility to turn the biosolids in our wastewater into Biochar, a carbon product that can be used as a beneficial soil amendment in gardening and agriculture, or a myriad of other uses like ink or as a concrete additive. The proposed facility would sequester the carbon from biosolids, cut greenhouse gas emissions by 90%, and help control escalating costs.

Seeking youths who would like to help make Windsor an art destination!

As a Youth Commissioner, you could help educate, innovate, and participate through community engagement, and cultural exploration. The Town is accepting applications to fill two (2) seats with a one-year term. Youth Commissioners must have a junior (11th grade) or senior (12th grade) status. Youth seats will be appointed by Council majority vote, will hold a non-voting status with an “input only” capacity, and will serve a one-year term commencing in October.

Celebrate Fiestas Patrias & Hispanic Heritage Month 

Come join us on Saturday, September 16 at the Fiestas Patrias & Cultural Celebration with live music by Rocio la dama de la Cumbia and an official ceremony by Mexican Consulate. The event will be held on the Town Green from 4-8:30PM.

On behalf of the Town of Windsor Public Art Advisory Commission and the Certified Farmers Market, you are invited to the revival of the Tomato and Art Festival on the Town Green! On Sunday, September 24, the Windsor Farmers Market will be highlighting a vibrant celebration of art and agriculture from 9:30AM to 12:30PM. 

Local artists will be exhibiting their works for display and for sale along with heirloom tomato tasting, salsa tasting, Kidz Dig It cooking class and mimosas, and Mary's brunch and BBQ.

Join us on September 30 for the Windsor Day Parade Festival and Concert!

The parade begins at 10AM at Windsor High School and ends at the Town Green. The Festival and Concert kicks off immediately following the parade with not just one, but TWO live bands Gas Money and WONDERBREAD 5!

The Trick or Treat Trail is returning this fall on October 21 from 12 - 4PM at Keiser Park. The Parks & Recreation Department needs your help! Currently, the department is accepting applications from community groups, non-profits, and businesses who want to host a booth to pass out candy along the Trick or Treat Trail.

Town of Windsor Trick or Treat Trail is a free trick-or-treat experience designed for children under the age of 12 and their chaperone. Pre-registration is required, and space is limited.

Windsor resident registration opens on Tuesday, September 26 at 10AM and non-resident registration will open on Wednesday, September 27 at 10AM.

October 4 - THIS IS ONLY A TEST!

Nationwide Emergency Alert Test

A nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) will occur on Wednesday, October 4 at 2:20 p.m. ET. The test will be sent to all Televisions, Radios, and Cell Phones in both English and Spanish.

What to expect on October 4

Televisions and Radios will receive a message lasting for up to 1 minute.

  • The message will read: "This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 14:20 to 14:50 hours ET. This is only a test. No action is required by the public."

Cell towers will broadcast the test for approximately 30 minutes.

  • If cell phones are within range of cell towers the message will read: "THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed."
