Securing Our Water Future: The Role of the Groundwater Master Plan
In August 2024, the Town Council approved the Public Works Department’s new Groundwater Master Plan (GMP). You may be wondering what this document is about, and how it differs from the Water Master Plan (WMP) and the Urban Water Management Plan (UWMP)—three essential water planning documents for our community.
First, let’s understand the difference between these documents and then learn about the 2 main projects recommended in the GMP.
-
Water Master Plan (WMP) – Identifies deficiencies in the water distribution system, storage needs, and operational improvements. It guides Capital Improvement Projects (CIPs) such as new water lines, system upgrades, and infrastructure improvements.
-
Urban Water Management Plan (UWMP) – Provides long-term water supply and demand projections, ensuring effective resource management for future planning.
-
Groundwater Master Plan (GMP) – Evaluates groundwater quality beneath the Town and recommends strategies to enhance our off-river potable water supply. This plan aims to supplement the Russian River well supply, particularly during droughts, emergencies, and peak summer demand.
Key Groundwater Projects - the GMP recommends moving forward with two critical well projects. These projects are vital steps toward strengthening Windsor’s water resilience and ensuring a reliable supply for future generations.

Esposti Water Treatment Plant Project
Construction is scheduled to begin in 2026
This project involves constructing a potable water treatment plant at an existing well in Esposti Park to remove naturally occurring arsenic and manganese in the groundwater that exceeds drinking water standards.
After evaluating various treatment options, the Town is designing an oxidation and filtration system to remove contaminants, ensuring safe drinking water.
The treatment plant will be located in the northwesternmost corner of the park.

|
Los Amigos Aquifer Storage and Recovery (ASR) Well Project
Drilling is scheduled to begin in the summer of 2025
This project includes drilling two shallower wells in northern Windsor on Town-owned land.
A two-year pilot study will assess whether excess potable water can be injected into the aquifer for temporary storage and later withdrawn (ASR) while maintaining drinking water quality standards.
If necessary, a treatment plant similar to the Esposti facility may be added to remove arsenic and manganese.

FIRE SEASON - URBAN WATER SUPPLY SYSTEMS | |
|
During an emergency, especially fire season, the community relies on water resources to combat the flames and limit destruction. The devasting LA County fires brought many questions and concerns about water resources.
To help address and have a better understanding of urban water supply, the Town will feature commonly asked questions released by UCLA Luskin Center of Innovation – “Do Urban Water Supply Systems Put Out Wildfires?”
The UCLA Frequently Asked Questions (FAQ) document is broken down into 5 Sections. This edition of The Insider will feature:
Section 1 - Understanding Wildfires and Urban Water Systems
Next Insider will feature:
Section 2 – The Relationship Between Water Supply and Firefighting
To read the extended version of the document with all the Sections and for more information on the document visit UCLA Luskin Center of Innovation

Time To Change Your Clocks – And Check Your Alarms!
Daylight Saving Time begins this Sunday, March 9, which means it’s time to “spring forward” and set your clocks ahead one hour. This is also the perfect reminder to test your smoke alarms and carbon monoxide alarms to keep your home and family safe.
Smoke and CO alarms play a crucial role in early detection and warning in case of fire or gas leaks. The Sonoma County Fire District encourages residents to:
| | |
|
|
✔ Test all alarms by pressing the test button.
✔ Replace batteries if your alarms use them.
✔ Check the manufacturing date – smoke alarms should be replaced every 10 years, and CO alarms every 5-7 years.
✔ Ensure you have working alarms in every bedroom, hallway, and on each level of your home.
A few minutes of maintenance now could make all the difference in an emergency. Stay safe, Windsor!

SCFD would also like to share that last Saturday at the Polar Plunge, SCFD joined Windsor Police Chief Greg Piccinini and his team in support of Special Olympics Northern California. It was an incredible event for a great cause!

The Windsor Regional Library reopened on March 3 after temporarily closing on January 5 for a modernization project. The project aimed to update the library and improve the community’s experience.
The bright and airy library now features children’s and teen areas in addition to books and seating for adults, plus abundant technology and amenities. On hand to cut the ribbon were (l-r): Division Manager Barbara Maes, Deputy Director Dara Bradds, Branch Manager Phil Hoeft, Library Director Erika Thibault, Windsor Mayor Rosa Reynoza, Windsor Library Commissioner (and Commission Chair) Deborah Doyle, and Windsor Councilmember Sam Salmon. Thibault thanked the Town of Windsor, the Friends of the Windsor Library, and the library staff for the hard work and cooperation that enabled a smooth and successful project.
“We’re really looking forward to the positive changes that this project will bring to the Windsor Regional Library, including a more open floor plan, more seating, seismically stable shelving, and a study pod for patrons seeking a quiet place to read, study or attend a meeting,” said Windsor Branch Manager Phil Hoeft. “Our staff has been working tirelessly to make this all happen, and we are so excited to welcome you all to our renovated space.”
Sonoma County Library offers classes and workshops for all ages throughout the year. Explore events for everyone at sonomalibrary.org/events.
