Winooski Main Street Revitalization Project

PROJECT OVERVIEW:
The City of Winooski is improving the roadway along the Main Street (U.S. 2/7) corridor, starting at the New England Central Railroad bridge near the intersection with Maple Street and extending to the Winooski-Colchester town line near the Winooski School District. 

The Winooski Main Street Revitalization project will reconfigure the road layout to accommodate all roadway users. The project includes:
  • the installation of pedestrian and bicycle facilities, 
  • upgrades to traffic signal equipment, and
  • enhancements to roadway aesthetics such as street lighting and landscaping.

In addition, the project will significantly improve subsurface infrastructure. The project includes the installation of: 
  • new stormwater infrastructure,
  • sewer and water utilities, and 
  • the relocation of existing aerial power and telecommunication lines underground.

The construction of the Winooski Main Street Revitalization project is anticipated to take place over three construction seasons starting this spring and continuing through summer 2026. A majority of the construction activities are anticipated to take place Monday through Friday during the daytime hours. There will be some instances of night and weekend work when necessary. Construction will require single-lane closures with alternating one-way traffic predominantly, however, there will be instances of short temporary road closures with detours.
PROJECT UPDATE:
COST: In December 2023, the City of Winooski awarded the construction contract of $22.8 million for the Winooski Main Street Revitalization Project to Kubricky-Jointa Lime, LLC.

The total estimated project cost is $28.07 million, which includes engineering fees for preliminary and final design and bid support, land acquisition costs associated with clearing the right of way, the construction contract, direct cost from Green Mountain Power for electrical infrastructure, construction management and inspection services, and short-term interest and project contingencies. 
FUNDING: The project is being funded through multiple sources including a city-approved bond with the Vermont Municipal Bond Bank, the local options tax, rural development loans through the U.S. Department of Agriculture (USDA), a grant through the USDA Forest Service, Clean Water and Drinking Water State Revolving Funds administered by the Vermont Department of Environmental Conservation (VT DEC), the VT DEC Petroleum Cleanup Fund, the Vermont Agency of Transportation (VTrans), and the Federal Highway Administration (FHWA). The remaining funding gap between the engineer’s estimate and the construction contract price will be covered by a $1 million grant from the U.S. Department of Agriculture (USDA) Forest Service and a second loan from the USDA Rural Development Community Facilities Program. 
PUBLIC MEETING:
The City of Winooski invites you to attend a construction public meeting for the Winooski Main Street Revitalization project on Wednesday, March 20, 2024, starting at 6:30 PM.* The construction public meeting will include a presentation comprised of a project overview, construction schedule, anticipated traffic impacts, and ways to stay informed throughout construction. Following the presentation, there will be an opportunity to ask questions of the project team and the contractor, Kubricky-Jointa Lime, LLC.

*In the case of inclement weather, this meeting may be postponed to Tuesday, March 26, 2024, starting at 6:30 PM. Should a postponement occur, an announcement will be sent to the project stakeholder list and posted to the project website.
