2025 HOA ASSESSMENT
Most everything costs more today than it did a year ago and the year before that due to the high levels of inflation in our country. Likewise, your HOA’s expenses have increased over the past 12 months.
The annual assessment was due on January 31,2025. If you haven’t paid yet you are late. If you have paid, thank you!! The board established an assessment for 2025 of $286 per home. Homeowners who did not have an outstanding balance on their account as of December 31st, where eligible for a $31.00 discount if their assessment is received by Comsource, our management company, by January 31, 2025. No Exceptions. The HOA continues to fight against increases in all expenses. Our 5-year fixed-cost landscaping contract was recompeted and we very were lucky to lock in the contract with only an 11% increase. The SMHOA BOD is dedicated to keeping assessments as low as possible, and we currently have one of the lowest HOA assessments in Montgomery County. The SMHOA Board of Directors will take all reasonable steps to keep costs in check.
PLEASE PAY YOUR HOA DUES ON TIME
If you have paid your 2025 assessment, thank you! If not, the unpaid account will be turned over to the HOA attorney for collection. If you are having trouble paying your assessment, please contact the BOD, we would be happy to set up a payment plan for you. But you need to contact us. If you fail to pay your assessment and the past due account is turned over to the HOA attorney for collection, the initial assessment can increase very quickly with added attorney fees that the individual homeowner is responsible for. After 12 months of nonpayment your past due account could cost you $760. Gratefully, our yearly non-payment rate is very low. Thank you!

ANNUAL HOA MEETING ROUND UP
The HOA annual meeting was held on January 21st with about 27 households represented out of 450. Turnout is always a challenge for the annual meeting, and we didn’t have a quorum to conduct BOD elections. The elections will be held at the February HOA meeting. Nevertheless, there was a great discussion about our HOA and our community. The BOD also discussed continuing efforts to have the county build a sidewalk along the west side of Tourmaline Ct. There are times when the street is not safe to walk on due to auto traffic. A sidewalk would increase pedestrian safety on the street. There was also an update on street paving in the development. Time was also spent discussing HOA goals and how to improve HOA communications.

ANNUAL SMHOA TREASURER'S REPORT - Neil Pedersen, SMHOA Treasurer
The finances of the association are in very good shape. In 2024 our revenues were above what was budgeted, and our expenses were less than what was budgeted. Our reserve account is fully funded, and we have adequate cash on hand to address any unanticipated expenses.
Our total budget for 2024 was $145,450. Revenues were $7,535.41 more than budgeted, primarily due to two factors. Reimbursed legal fees were higher than what was budgeted because of the board and our attorneys diligently pursuing overdue homeowner accounts. We also had higher interest earnings on our savings accounts than had been budgeted due to favorable interest rates.
Expenses were $11,032.15 less than had been budgeted, primarily due to snow removal and tree maintenance expenses being lower than were budgeted. However, tree maintenance expenses from December carried into 2025.
The net result of revenues being higher than were budgeted and expenses being less than were budgeted was that the association had a net operating income of $18,567.56 in 2024.
As I indicated previously, the board was diligent in pursuing overdue accounts during 2024. As of the end of the year we had 18 accounts with overdue balances. Our attorneys are pursuing these accounts, and homeowners continue to incur additional legal fees when they do not pay their accounts in a timely manner. The 18 accounts represent 3.1 percent of the 582 homes in the association, which is less than the industry average of 5 percent overdue accounts.
For 2025, the board has adopted a budget of $153,843, which is a 4.3% increase over the 2024 budget. The largest changes are due to this being the year that we will need to contract out an update to our reserve study and because our 2025 legal expenses are expected to increase.
To fund the 2025 budget, the board established an assessment of $286 per home. However, for homeowners who did not have an outstanding balance on their account as of December 31st, they are eligible for a $31.00 discount if their assessment is received by Comsource Inc., our management company, by January 31, 2025. The board takes our fiduciary responsibilities very seriously.

ROAD REPAVING
Due to the effort of our Treasurer, Neil Pedersen, the county has agreed to pave some of our bad roads. The county should complete the work sometime before 6/30/25. The initial repaving work started in November but had to be stopped until the weather gets warmer. Some of our roads are in very bad shape. The county patched them last year, but the patches are degrading. Please see the map below to see which roads will get paved. We will continue to work with the county to get our other roads paved in the future.

BIENNIAL COVENANT INSPECTION
The biennial covenant inspection will begin this April. Due to the activities of our BOD and more importantly YOU, our community looks great. THANK YOU!!!

RECYCLING REMINDERS
The items we most often see inappropriately placed in blue recycling bins or mixed paper recycling carts, and that we want to remind residents NOT to put in their recycling bin/cart are:
- Plastic Bags, Plastic Film or Shrink Wrap
- Hazardous or Toxic Product Containers (such as containers for herbicides, pesticides, insecticides, and automotive fluids)
- Electronics (including computers, keyboards, TV’s, etc.)
- Styrofoam® or Polystyrene (packing peanuts or foam blocks used to protect items in shipments, or other items marked #6 PS)
- Home Health Care/Medical Supplies (including needles/syringes, plastic intravenous (IV) fluid bags, plastic respirator and medical equipment tubing, CPAP masks, gloves, etc.)

The snow is here and it is a DOOZY☃️❄️. Please remember to keep your walkways shoveled and salted to limit any slip and fall issues. Also, be mindful of older residents and help them with their snow. When moving the snow, please shovel into the street before the snow removal trucks have cleared. If you have missed that window, please move snow to the closest shared space. This will allow for easy access to parking spaces even after the snow has subsided. Please do not pile the snow in empty parking spaces or around vehicles making it difficult for other residents.
Looking forward to the spring, we are planning on the repainting of assigned parking spaces. The lettering has faded making it hard to decipher visitor or reserved parking spaces. TURKEY TROT AND OTHER SOCIAL EVENTS
The HOA is working to create opportunities for the community to gather and talk with their neighbors. The Thanksgiving day Turkey trot was cancelled this year due to bad weather, but we will do it again in 2025. Stay tuned. If you have any ideas for a community gathering, please let us know.

CRIME UPDATE
We are lucky to live in a relatively safe neighborhood with crime all around us. Since our last newsletter there have been reports of gun shots in the park and items stolen from cars. Please do you best to secure your car every time you leave it. Please don’t leave anything visible in your car. Also, be aware of your surroundings. If you see strangers hanging around your neighborhood, please call the police. They don’t mind coming out to check things out. For all our safety, the BOD asked the police to increase nighttime patrols in our neighborhood. Safety should always be you FIRST consideration!!

PLANNING A MODIFICATION TO YOUR PROPERTY?
Are you about to paint your house a different color, replace the roof with a different color shingle, or build a shed, fence playground structure in the backyard or any other type of exterior modification?
Before you break out the power tools or call the contractor, be sure to submit your plans to the HOA Architectural Control Committee.
The committee’s job is to ensure that the size and style of a project, the building materials and the overall appearance fit the association’s design requirements. The architectural control committee looks out for the entire community – including you.
If the Architectural Committee finds issues with your proposed project, we’ll try to work with you to come up with acceptable alternatives. Also, if an approved design changes, let the committee know: submit revised plans as soon as possible. If you are replacing a door for another door that looks just like the original, no approval is required. Replacing anything that looks like what is currently there doesn’t need approval.
If you undertake a building project without the association’s approval, you may have to remove the structure at your own expense. The association has the legal authority to enforce the architectural requirements, so save money and headaches by getting approval before building. You can obtain the property improvement request form on our website. If you have any questions, about an exterior modification, please let us know. WINTER FOOD

PINTO BEAN STEW
Ingredients
- 1 tbsp olive oil
- 1 medium onion diced
- 1 (14 oz) can fire-roasted tomatoes
- 3 garlic cloves minced
- 2 small carrots peeled and diced
- 1 medium potato peeled and diced
- 1 tsp oregano dried
- 1 tsp ground cumin
- 1 tsp smoked paprika
- Red pepper flakes to taste
- 2 bay leaves
- 2 cups vegetable broth
- 2 (14 oz) cans pinto beans drained and rinsed
Instructions
1. Heat oil in a large pot over medium/high heat. Add onion and sauté for about 4-5 minutes, stirring frequently.
2. Stir in the roasted tomatoes, garlic, carrots, potato, and all spices. Cook for 5 minutes or until fragrant, then pour in the vegetable broth and 2 bay leaves for flavor.
3. Bring the soup to a boil and let it simmer with a lid for about 10-15 minutes. Add in the pinto beans and cook for a further 10 minutes or until the veggies are softened, stirring often. Then turn off the heat.
4. Add more broth or water if too much liquid evaporated.
5. Pour about 50% of the soup into a different pot and blend with an immersion blender to the desired consistency.
6. Combine the pots and stir. Add more salt/pepper/spices if needed.

QUESTIONS TO THE SMHOA BOARD OF DIRECTORS | |
I want to know who, what, where and why?
1.) Can I install a security light in place of an ornamental light on my home?
No. The HOA does not allow homeowners to install security lights in the same location as a builder ornamental light. There are some instances where an ornamental security light was approved. Please contact the HOA if you have any questions about this.
2.) Who is the HOA’s landscaper?
We are asked frequently who is the HOA’s landscaper. The answer is DEL Landscaping. David Lee owner of DEL Landscaping has been our landscaper for 5 years. He was also the lowest bidder, saving the HOA and ultimately saving you money. His company also has a certified Arborist who does some of our tree work. The HOA is getting service and great value from this contractor.
3.) Why did you remove the trees on common land?
The HOA doesn’t cut down HOA trees without cause. We have three arborists that we commonly work with. When there are potential issues with a tree, we ask them to look at them. They will give us their opinion on the condition of a tree. On a few occasions, they have informed the HOA that a tree is in good health and doesn’t need to be cut down.
4.) Who is supposed to shovel the county owned sidewalk in front/side of my home?
Maryland, property owners and tenants are responsible for removing snow and ice from sidewalks and walkways abutting their property. The county has a snow removal law that requires sidewalks to be cleared within 24 hours of a precipitation event. The cleared path must be wide enough for safe pedestrian and wheelchair use. Violators receive a written warning and 24 hours to correct the violation. After that, there is a $50 fine.
