HELLO BOATERS,

I hope you are doing well and have weathered the snow and cold this winter. We have had snow, rain, wind, and some wonderful sunny weekends this winter, and some say even a "false spring" at times. Boating during the winter offers different benefits of crisp, clear days and open waterways with less marine traffic. During this special time of year, you can relax and truly enjoy nature, the maritime vistas, fewer crowds at local guest docks, and a winter appreciation of our local maritime waterways.  

At the Port of Bremerton, our goal is simple: provide accommodations and services that will make the Bremerton and Port Orchard Marinas your favorite ports of call in Puget Sound. We want to thank you for visiting or keeping your boat at Port of Bremerton Marinas. The Bremerton and Port Orchard Marinas endeavor to provide boaters with first-rate moorage, state-of-the-art facilities, and professional service. This marina update is a quarterly resource for tenant updates on projects and other happenings at the Port Orchard and Bremerton Marinas.

STATE OF WASHINGTON COVID-19 CHANGES

With dropping hospitalization rates, improving vaccination rates, and broad access to masks and tests, Governor Jay Inslee announced Washington State will be lifting statewide masking measures on March 12, 2022, and large outdoor gatherings will no longer require vaccinations. Port marina office doors will be unlocked during regular business hours, and masks will no longer be required. 

Note: Federal law still requires face masks in certain settings such as public transportation, including the foot ferries.

MARINA SQUARE CONSTRUCTION UPDATE

Construction has progressed steadily on the Marina Square Project. The project's construction was temporarily delayed in 2020 due to COVID-19.  As of the last update, electrical, plumbing, HVAC, and fire life-safety equipment installation is underway. When open, this facility will provide the Bremerton Marina with up to 75 spaces of tenant parking next to the waterfront. The project is estimated to be open and operational in late summer 2022. Regular updates will be provided as the project parking is made available for marina tenants.   
FUNDING SECURED FOR ELECTRIC FOOT FERRIES

Washington's legislative leaders introduced a transportation package to significantly increase the state's commitment to public transportation, including Kitsap Transit. The package would provide Kitsap Transit with just over $3.5 million annually for operations and $6.5 million to support the design and construction of an all-electric passenger ferry as a sistership to Kitsap Transit's M/V Waterman, a hybrid-electric foot ferry that operates on the Port Orchard-Bremerton route. The package also includes substantial funding for electric buses and charging infrastructure. 
PORT OF BREMERTON VESSEL AUCTION SCHEDULED FOR MARCH 8–14, 2022

Stokes Auctions will be conducting an online vessel auction from March 8-14 on behalf of the Port of Bremerton. Vessels are in an as-is condition, located on the public breakwater, and no onboard inspections will be provided. All sales will be final and will be made for cash or credit card.  New owners must remove the boat or vessel from Port of Bremerton property within seven days of the sale. The Port of Bremerton gives no warranty of any kind concerning boats or vessels included in the sale.
AMERICAN CRUISE LINES SAILING ITINERARY FOR 2022

American Cruise Lines offers a Grand Puget Sound cruise with the American Constellation vessel that includes the Bremerton Marina as a port of call. The 11 day/10-night cruise starts and ends in Seattle and visits small ports throughout the Puget Sound, including Anacortes, Friday Harbor, Port Townsend, Poulsbo, Tacoma, and Port Angeles. The American Constellation is scheduled to visit the Bremerton Marina on Saturday, April 16, Wednesday, May 4, and Friday, May 6. Up to 179 cruisers will disembark to enjoy the USS Turner Joy Museum and the Puget Sound Navy Museum.  
LIVEABOARD PRIVILEGE: MARINA RULES AND REGULATIONS SECTION 4.1

The Port of Bremerton rules and regulations allow a maximum of 25 vessels to be liveaboards each at the Port Orchard and Bremerton marinas. A "Liveaboard" refers to those individuals who have been granted a license to stay overnight aboard their vessel for more than three nights in any seven-day period. Liveaboards are required to have a current Liveaboard Agreement on file with the Port, and the liveaboard privilege is limited to immediate family (spouse, domestic partners, children, grandchildren, siblings) members only. Presently, there are waitlists at both marinas for tenants interested in a liveaboard agreement. Please refer to the Marina Rules and Regulations, Section 4.1 regarding the liveaboard privilege at the Port of Bremerton marinas.  
TRASH COLLECTION AT THE MARINAS: MARINA RULES AND REGULATIONS SECTION 3.14

Trash collection at the marinas is offered with waste cans on the docks for household waste only. Recently dumped debris on docks is inconsistent with marina rules and regulations section 3.14. Construction refuse, large parts, lumber, fixtures, and other waste are directed to be taken to the local recycling center (dump) and not deposited at the marina docks and floats. Dumpsters are located at the Port Orchard Marina at the G dock near Sidney Avenue and the library. 
SAFETY AT THE BREMERTON MARINAS

The Bremerton Police Department community relations representative officer met with marina tenants and Port staff regarding the formation and police coordination for a newly formed tenant-based Neighborhood Watch program for the Bremerton Marina. Discussions about local safety in downtown Bremerton, safety on the boardwalk, and incidents in nearby parking garages occurred. In all cases, 911 was identified as the key communication means for marina occupants to convey suspicious criminal activity, emergencies at the marina, or potential safety issues. The Bremerton Police Department identified a new crime mapping tool for the downtown area. https://www.bremertonwa.gov/344/Interactive-Crime-Map 

The Bremerton City Council voted unanimously to double the city's contract with Merchant Patrol Security Services to boost security at the city's parking facilities in an attempt to increase safety downtown. "This increased security presence, as well as the other safety and security improvements that the city is making ... will deter crime, vandalism, and other unauthorized loitering issues that we have been experiencing at the city's parking facilities," said Chris Mottner, a facilities supervisor in the city's public works department.
TALL SHIP LADY WASHINGTON SET TO VISIT PORT ORCHARD MARINA AGAIN

The tall ship Lady Washington wintered at the Port Orchard Marina over 2021 and will be returning in spring for adventure sails, evening sails, and education in 2022. She will be at the Port Orchard docks, preparing for the season in March and open to the public during the weeks of May 4 -11 and June 7-21. 

The Lady Washington is a full-scale replica of the original 1776 vessel and is a U.S. Coast Guard inspected and certified passenger sailing vessel offering historic maritime education and outreach for local waterfront communities. She has appeared in several motion pictures, including Pirates of the Caribbean: The Curse of the Black Pearl. Over the years, the Lady Washington and the benefit she provides to the local community has been a welcome addition to the Port Orchard waterfront.

BREMERTON MARINA FINGER PIER REPAIRS

A finger pier float located at the Bremerton Marina A dock is under repair and will be out of service through March. Construction to repair the float is mostly offsite, but temporary local impacts may occur during the reinstallation of the repaired finger pier float. More information on the exact dates of those construction impacts will be conveyed as the repairs progress.  
PORT ORCHARD MARINA BREAKWATER REPLACEMENT SECURES $ 1.2 MILLION IN GRANT FUNDS

The Washington State Recreation & Conservation Office awarded the Port of Bremerton a Boating Infrastructure Grant (BIG) for $1,200,000 for the construction of the Port Orchard Marina Breakwater Replacement. The grant helps fund the project construction, which includes the replacement of the 1,500-foot-long public breakwater that provides eligible transient moorage, public maritime access, and protects the Port Orchard Marina. The 48-year-old breakwater project is scheduled to begin construction in late 2023 and be complete by the end of 2024.
AQUA DIVE SERVICES COMPLETED UNDERWATER MAINTENANCE OF PORT MARINE FACILITIES

Aqua Dive Services was the successful bidder for the underwater maintenance of Port marine facilities and has now completed their annual maintenance work on the pilings and cathodic protection in both the Port Orchard and Bremerton Marinas. The Port of Bremerton appreciates the patience exhibited during this important project that keeps our marinas maintained and safe.  
NEW FUN PORT ORCHARD DESTINATION GRAND OPENING: BRICK ALLY

Brick Ally, a new, fun LEGO store located at 812 Bay Street in Port Orchard, held their grand opening on February 26-27. In addition to exclusively selling LEGO sets, figurines, and specialty items, the colorful Brick Ally store will be set up to accommodate events and birthday parties.
