Happy Holidays from WI-CARH!


We have the snow; we have the cold. It is beginning to feel like a traditional winter in Wisconsin. Likely not any savings from snow plowing and salt for your budget this year. 

 

Thank you to all members of WI-CARH in 2025. WI-CARH celebrated our 26th year in 2025 and we acknowledge this achievement is possible only with your encouragement and support.  

 

This is a great time of year to enjoy the holidays, family gatherings and reconnecting with friends and acquaintances.  We hope your plans include some “downtime” to relax and reflect on all that has happened in 2025. It has been quite a year.

 

 2026 promises to be a challenging year in affordable housing. As anticipated, changes to regulations brought on by HOTMA have finally been implemented. For those attending our spring training and conference training sessions, WI-CARH brought together members with US Housing Consultants to navigate and understand these changes.   Look for additional assistance from US Housing Consultants in 2026.

US Housing Consultants Working With WI-CARH on Compliance Issues

The WI-CARH Board of Directors is happy to announce that we will be continuing our partnership with US Housing Consultants to answer questions on leasing, income and asset compliance issues that members confront due to the Housing Opportunity Through Modernization Act (HOTMA).


The contract with US Housing Consultants will allow you to submit questions and issues to Diane Hamm at WI-CARH, which will be passed along to our housing specialists at US Housing Consultants. This service will be free to all WI-CARH members in 2026.


WI-CARH acknowledges that not all housing management agents and owners have the resources to hire consultants to assist with difficult issues. USDA-RD response times are not always consistent and timely. The service will run through 2026. We encourage every member to contact WI-CARH, diane@wicarh.org if they have questions.


Please note that our spring training, scheduled for April 22-23, 2026 at the Doubletree Hotel in Madison, Wisconsin will also feature training from US Housing Consultants with Gary Kirkman.  Save the date!

The 26th Annual Conference was a Big Success

The annual conference of the Wisconsin Council for Affordable and Rural Housing (WI-CARH) was held on Wednesday, October 22 at the Wilderness Hotel and Conference Center in Lake Delton, Wisconsin. The conference celebrated a successful 26 years of WI-CARH providing education, advocacy, and collaboration with housing providers statewide.

 

Russell Kaney, WI-CARH President, welcomed attendees and provided a brief overview of the day. 

 

The keynote session for the morning featured Amanda Lee Gross from US Housing Consultants. Ms. Gross addressed the current state of affordable housing as it relates to HUD, RD, and the IRS, and what changes have happened and where there are areas of concern. Amanda provided an update on HOTMA implementation and where that stands.


Prior to a break with our exhibitors, we asked all exhibitors to introduce themselves and provide a brief overview of their services and products. Their attendance is appreciated as they connect directly with housing providers from across the state of Wisconsin.

 

After the break, Leah Gubin and Samantha Feryance from Lutheran Social Services of Wisconsin and Upper Michigan conducted a session on "Supporting Mental Health in Housing: A Guide for Housing Professionals." Property managers play a vital role in supporting residents, including those experiencing mental health challenges. Leah and Samantha focused on practical strategies to help managers address this critical issue.

 

Colleen Fisher, Executive Director of CARH and Russell Kaney, President of WI-CARH and 21st Century Communities covered the latest from a national perspective on legislation and funding and a discussion covering key topics including Stand-Alone Rental Assistance (SARA) and decoupling.  

 

Lunch provided an opportunity to network with fellow housing practitioners before the WI-CARH award presentations. Congratulations to the following award winners:

The afternoon sessions started with a property lease review by Kevin Martin, Partner at Michael Best & Friedrich. Mr. Martin is engaged by WI-CARH to review and update the property lease giving property owners and management agents the assurance that all RD and State of Wisconsin regulations are being met. Leases are available for 2026 through WI-CARH in both electronic and paper versions.

 

Rebecca Giroux with WHEDA discussed WHEDA's Housing Resources and an overview of products and programs that can help create and preserve more affordable housing in Wisconsin, including the WHEDA Foundation Grant program.

 

After an afternoon break with the exhibitors, Badger State Housing Alliance Anne Michels, Green Pastures Living and Todd Mandel, Wisconsin Partnership for Housing Development explained what Badger State Housing Alliance (BSHA) is all about: its objectives and some highlights, such as the advocacy day at the state capitol, and its CURDS of Wisdom webinar that brings awareness of Wisconsin housing issues.

 

The final session of the day was titled, Unlocking Federal Resources – Navigating Grants and Loans for Rural and Affordable Housing in Wisconsin – Miranda Wojciechowski-Hardman and Liz Humrickhouse, Baker Tilly. We found out about grant opportunities across the affordable housing spectrum covering where to look for funding and what to prioritize and tips for success.  

 

The always popular door prizes closed out our conference along with a complimentary spring training voucher for a free registration in April 2026. There was also a social hour for more networking opportunities.

There were multiple nominations for the WI-CARH awards this year. We were pleased to announce the following award recipients at our 2025 annual conference in October. If you would like to submit a nomination for the 2026 conference, please fill out this form.


Property of the Year: Greenspire LIHTC Apartments, LLC, Stoughton, Wisconsin. Managed by Broihahn Management & Consulting, LLC

Congratulations to Greenspire LIHTC Apartments, LLC, for winning the 2025 WI-CARH Property of the Year Award. Greenspire Apartments provides essential affordable housing subsidized by RD and HUD for low-income seniors aged sixty-two and individuals with disabilities. Greenspire has six buildings and ninety-two units.  Greenspire is managed by Broihahn Management & Consulting, LLC.


Greenspire Apartments recently completed a $25 million dollar renovation and serves as a model for affordable, environmentally friendly, and resilient living, setting a new standard for outstanding affordable housing developments in the state. Greenspire is the proud recipient of the Green and Resilient Retrofit Program (GRRP) from HUD’s Inflation Reduction Act of 2022. It is the first project in the Leading-Edge cohort to have been fully completed since the inception of the GRRP, making it the flagship project nationwide. 


Greenspire was a landmark achievement to utilize a combination of funding sources. The successful collaboration involved a list of vital partners led by Sunny Side Development, Broihahn Management & Consulting and Crown Court Properties includes WHEDA, PNC Bank, Impact Seven, Couillard Solar Foundation, the Disability Opportunity Fund, FHLBank New York, the USDA, and the City of Stoughton. 


The community underwent a 100% Net Carbon Zero Renovation. This means that Greenspire will produce all its own energy from renewable sources, entirely offsetting its current electrical demand. The new Solar-Powered Heating & Cooling systems are expected to reduce house utility bills by 40%. The project incorporated state-of-the art technology including an extensive solar array covering all existing rooftops. They installed four new car ports, featuring two timber-framed solar canopies that include bi-facial solar car ports, making them 10% more efficient. 


Greenspire ensures resident health and safety through improved indoor air quality, energy recovery ventilation with HEPA filters supply fresh filtered air. They also did enhance climate resilience to mitigate physical risks, the property has stormwater management using rain gardens, rain barrels, and native vegetation. 


Receiving the award is Chris Brickman, Maintenance Technician, Wendy Skoien, Property Manager, and Jim Skoien, Maintenance Technician (retired).

Maintenance Person of the Year: Jake Lindner, Pine Court Terrace – ACC Management Group

Congratulations to Jake Lindner for receiving the 2025 WI-CARH Maintenance Person of the Year. Jake has been a maintenance technician for four years at Pine Court Terrace managed by ACC Management Group located in Neillsville.


Jake provides maintenance for four different properties. In 2023, Jake took on major projects including the construction of a rental office and a large landscaping overhaul. In 2024, Jake continued his impressive work by tackling complex projects such as moving a shed from one property to another, remodeling a common area bathroom, building a smoke shack, and most recently, performing a comprehensive apartment remodel. Jake dedicated countless hours to modernizing and perfecting the design, and the result was nothing short of spectacular. The apartment now boasts an updated, aesthetically pleasing look that has greatly improved the living experience for residents. 


In addition to large-scale projects, Jake excels at his day-to-day maintenance duties. Whether it is building retaining walls, constructing office spaces, or addressing minor repairs, he produces high-quality work. Jake’s commitment extends beyond his own responsibilities. This past year, Jake has helped at seven different properties and covers emergency calls for properties 30 minutes away. He is flexible and willing to step in whenever he is needed. 


Jake’s skills and knowledge in various maintenance areas has allowed a reduction in project costs as he can complete tasks in-house otherwise hiring outside contractors. 


Jake is a vital part of the team with his work ethic, versatility, and dedication to excellence. The residents say that he is always friendly, approachable, and willing to go the extra mile to make sure things are taken care of. Jake makes the community a better place to live.

 

Jake was unable to attend the conference, but accepting his award is Jen Morris, Regional Manager and Chelsie Gomez, Manager. 


Manager of the Year: Nick Mitchell - Genesis Housing – Wisconsin Management Company

Congratulations to Nick Mitchell, at Genesis Housing, managed by Wisconsin Management Company for receiving the 2025 WI-CARH Site Manager of the Year award. Since 1972, Genesis Housing Inc. serves seniors and individuals with disabilities, offering a well-managed and well-maintained community by a dedicated staff. Genesis Housing is committed to offering housing that promotes independence, compassion, and dignity.

Nick Mitchell has been the property manager for one year and four months. Nick consistently goes above and beyond in managing the property, ensuring smooth operations and tenant satisfaction. Nick demonstrates a high level of professionalism in all aspects of his role, including communication, decision making and compliance. Nick actively engages with the community, fostering a positive environment for residents. Nick makes sure that residents are active and engaged, making Genesis a truly wonderful place to call home.

Join the Badger State Housing Alliance for our next Curds of Wisdom webinar on Wednesday, December 10 from noon-1pm, which will highlight one of our policy priorities for this year: addressing how evictions and CCAP create lasting barriers to stable, affordable rental housing across Wisconsin. Even when eviction cases are dismissed, the visibility of these records on CCAP can undermine tenants' ability to secure future housing, reinforcing cycles of housing instability that disproportionately affect marginalized communities. 


We'll hear from Jill Kastner of Legal Action of Wisconsin and Cayana Amaguana Cachiguango of the Tenant Resource Center, who will share insights from Milwaukee and Dane County, including eviction defense strategies, record redaction and expungement work, and emerging opportunities for statewide policy change. This conversation will give advocates, service providers, and community partners a deeper understanding of why sealing eviction dismissals on CCAP is essential and how we can move this work forward together.

Government Shutdown Ends After 43 days—USDA Receives Full Year Funding



On November 12, 2025, after 43 days of the federal government being shut down, President Trump signed into law legislation that temporarily reopens the government until January 30, 2026. The 43-day shutdown made history for the longest period that the federal government was not open due to a lapse of funding for federal agencies and their respective programs. During the shutdown, essential agency personnel were permitted to continue working under federal law, but without pay. The short-term Continuing Resolution (CR) provides that backpay will be given to employees.

 

A CR was needed prior to the start of the Fiscal Year (FY) 2026 on October 1, but because Congress could not pass any appropriations bills, a stopgap measure was required to avoid a shutdown. In September, the House of Representatives passed and sent to the Senate a temporary CR that would have kept the government open through November 21. However, because 60 votes were required for passage, the Republican-led Senate needed backing from seven Democrats. In the end, eight Democrats supported the measure, and the CR passed. Most Senate Democrats objected to passage of the bill because they wanted the CR to include the extension of enhanced Affordable Care Act subsidies that are due to expire at the end of 2025. The enhanced subsidies were enacted temporarily as part of COVID-related legislation that passed the Congress four years ago. The bill signed by President Trump on November 12 does not contain extension of these subsidies. However, Senate Majority Leader John Thune (R-ND) has promised that a vote will be taken on the issue before the end of the year.

 

Final passage in the Senate for the temporary CR was 60-40 and in the House 222-209. While a majority of agencies will receive temporary funding until January 30, it was agreed that the United States Department of Agriculture (USDA) would receive full-year funding for all its programs, including those administered through the USDA’s Rural Development (RD). USDA, together with Military Construction programs and funding for the Legislative branch, will all be funded for the entire remaining months of FY 2026.

 

Funding for RD’s housing related programs include the following levels of funding:

 

  • $1.715 billion – Section 521 Rental Assistance (RA). Language has been included that allows for RA contracts to be for 20 years, subject to annual appropriations.
  • The Stand-Alone Rental Assistance (SARA) pilot program, which permits properties to continue receiving RA when a Section 515 mortgage matures, would continue. The program would be expanded from 1,000 units in FY 2025 to 5,000 units in FY 2026, allowing an owner to preserve properties, without the regulatory and servicing issues surrounding a Section 515 mortgage.
  • $50 million – Section 515, of which $15 million can be used for new construction.
  • $400 million – Section 538 Guaranteed Multi-Family Housing Loan program.
  • $48 million – Section 542 Rural Housing Voucher program.
  • $30 million – Multifamily Revitalization and Preservation (MPR) program.
  • $75 million – IT expenses. This last item is of paramount importance for the multifamily portfolio and so that the SARA pilot program can be successful.

 

During the 43-day shutdown, employees at agencies were barred from responding to emails or performing work, including RD and the Department of Housing and Urban Development’s (HUD’s) transaction functions, resulting in a pause in deal closings. CARH is aware that there are many members who are facing end of the year deadlines. We have been told that agency staff are currently reviewing the pipeline of transactions to determine ability to close by year end. RD and HUD staff have already resumed responding to emails and we expect that both agencies should have more information for stakeholders in the coming weeks. CARH urges all members to follow up with your multifamily contacts as soon as possible.

 

Efforts are currently underway to garner agreements on other agencies’ appropriations bills. The HUD’s funding plays a crucial role in supporting and preserving rural housing properties throughout the country. CARH will be working with other housing groups to urge Congress to pass a full year funding bill so that programs will not be impacted by the January 30th deadline set forth by the CR signed into law this week.

 

There will undoubtedly be detailed discussions about the shutdown’s impact on rural housing programs at CARH’s Midyear Meeting, scheduled for January 26–28, 2026, at the Cheeca Lodge & Spa in Islamorada, Florida.

MADISON , Wis. – The Wisconsin Housing and Economic Development Authority (WHEDA) announced that 14 HUD-certified housing counseling agencies will receive $4.7 million in grant funding to expand financial education, pre-purchase homeowner education, and foreclosure prevention counseling services for thousands of Wisconsin families. 

 

“Housing counseling gives people the knowledge they need to navigate the path to homeownership and make informed decisions. The Federal Home Loan Bank of Chicago’s investment ensures current homeowners and first-time buyers have the support to secure a stable home,” said Elmer Moore Jr., CEO and Executive Director of WHEDA. “Homeownership provides working families with stability and strengthens community connections. This partnership is a game-changer, and we are so very grateful.” 

 

The Federal Home Loan Bank of Chicago (FHLBank Chicago) created and funded the Housing Counseling Resource Program (HCRP) to expand capacity for housing counseling to serve low- and moderate-income and underrepresented home buyers and existing homeowners. The 2025-2027 HCRP builds on a prior three-year program that awarded $3.5 million in funds to nine HUD-certified agencies throughout Wisconsin, supporting thousands of Wisconsin households in learning important skills and accessing critical resources that set them on a path to owning a home. 

 

“Together with WHEDA, we’re expanding pathways to successful and sustainable homeownership across Wisconsin,” said Katie Naftzger, Senior Vice President and Community Investment Officer at FHLBank Chicago. “Housing counseling provides families with the knowledge and confidence to make informed decisions and create stability that lasts.” 

 

HCRP grantee agencies serve communities across the state, providing in-person and virtual education, counseling, and access to supportive resources that equip residents with the practical tools to: 


  • Build credit readiness and financial literacy 
  • Access down payment assistance and affordable mortgage programs 
  • Understand property taxes and insurance, and gather helpful tips on home maintenance 
  • Protect homes through foreclosure prevention counseling 


This grant enables awarded agencies to build capacity and increase their impact by expanding staffing, implementing new engagement and outreach strategies, upgrading critical technologies, and expanding program offerings. 

 

“The Housing Counseling Resource Program has helped the United Community Center build capacity to provide critical support and services that have served as a lifeline for first-time buyers trying to enter the housing market,” said Fernando Campos, Director of Neighborhood Development, United Community Center serving Milwaukee and Racine. “In addition to HCRP, with support from Federal Home Loan Bank of Chicago’s Downpayment Plus® Program and our network of participating lenders, nearly two hundred households received the critical $10,000 boost that made homeownership possible. Help they simply could not have secured on their own. In total, 278 families have crossed the threshold into their first home, a milestone that strengthens not only their financial futures but the stability and vitality of the neighborhoods they now call home.”

WI-CARH 2026 Residential Lease is Available

The WI-CARH Lease is available and is approved for use in any Rural Development supervised property. Using this lease for your property will ensure that you comply with Wisconsin law and RD regulations while saving you the expense of hiring a lawyer to do the same thing. Just like last year, it is available in three formats:


FHA Software Generated Lease - WI-CARH has teamed up with Simply Computer Software to give FHA Software users the access and ability to generate their WI-CARH Residential Lease and Amendments forms within their FHA Software program. Users of this program can generate the lease through the RD 3560-8 Tenant Certification - PRINT options window. All of the applicable project, unit and tenant information will automatically be inserted.


Stand-alone WI-CARH Lease Generation Program - A link will be sent to you from Simply Computer Software that will allow you to download and install the WI-CARH Lease Generation Program which includes pre-entered property listing information you provided. To produce a lease, just open the program, select the property, enter pertinent tenant information, and print.


Paper Lease - A package of 10 leases and 10 amendments will be shipped to you which you will use to handwrite all pertinent tenant information.

Youth Grant and Scholarship Opportunities

Wisconsin Council for Affordable & Rural Housing (WI-CARH) is accepting applications for the Youth Grant and Scholarship program.  

WI-CARH is expanding the opportunity to not only current residents, but now to property employees, or a direct family member of a property employee of a WI-CARH member affordable housing community.

 

Please spread the word and help us make a difference in a student's future! Youth grants not exceeding $500 per student per year, until all funds are used, will be awarded to enable students in grades 3-12 to participate in an academic enrichment activity. Eligible activities include but are not limited to, Driver Education, Little League, Soccer, Volleyball or Basketball Leagues, 4H Camp, Music or Band Camp, Sports Camp, Cheerleading Camp, Girl Scouts or Boy Scout Camp, and an International Youth Exchange Program. These activities are on a year-round basis and not limited to the summer.

 

Help your residents achieve their educational goals. A $500 scholarship will be awarded to a graduating high school senior or adult wishing to further their education. Eligible applicants can use the scholarship at any two (2) year or higher accredited public or private school in the State of Wisconsin that offers an associate or undergraduate degree or a vocational/technical

program.

WI-CARH is dedicated to assisting you in the rural housing industry.  

Through your membership, you help support an organization made up of your peers and housing professionals both within the State of Wisconsin and nationally. WI-CARH members include builders, developers, lenders,   

management companies, owners, non-profit agencies, and vendors. You also have the opportunity to meet industry leaders and align yourself with a diverse group of businesspeople involved in every sector of the affordable housing community.


When you become a member of WI-CARH, you gain access to important tools, information, and services. The monetary benefits range from discounts on conferences, training, and leases to savings through the CARH Preferred Buyers Club program.

WI-CARH's Spring Training - Save the Date



WI-CARH's Spring Training will be held on April 22-23, 2026, at the DoubleTree in Madison. Gary Kirkman from US Housing Consultants will be the trainer. More information will be available soon.

WI-CARH's 27th Annual Fall Conference will be held on November 4, 2026 at the Wilderness Resort in Wisconsin Dells, Wisconsin. More information will be available at a later date.
