Budget Updates

JFC votes on agency budgets

The Joint Finance Committee met on Thursday to consider nine agency budget requests. The motions approved included the sections of the budget for:



JFC voted unanimously to increase bonding authority by $732.2 million to allow for more revolving loans for clean water and safe drinking projects. The decision would qualify for the state’s requirement for providing matching funds to qualify for federal grants. The clean water fund gives assistance to municipalities for wastewater treatment facilities, and the safe drinking water programs has low-interest loans for public drinking water systems. JFC Co-Chair Sen. Howard Marklein (R) said the programs impact communities represented by every member of the committee.


JFC will next meet on Tuesday, June 10 to take action on additional sections of the budget. This includes:

Evers and GOP legislature stop negotiations

Republican legislative leadership and Governor Tony Evers (D) announced in separate statements they will no longer continue with budget negotiations. Governor Evers, Senate Majority Leader Devin LeMahieu (R), and Assembly Speaker Robin Vos (R) initially met in March and did not meet again until recently. The group had meetings every day this week, but now GOP leadership is turning to the Joint Finance Committee to draft their proposal.

Leader Devin LeMahieu and JFC Co-Chair Howard Marklein (R):

“Both sides of these negotiations worked to find compromise and do what is best for the state of Wisconsin. However, we have reached a point where Governor Evers’ spending priorities have extended beyond what taxpayers can afford.”

Speaker Robin Vos and JFC Co-Chair Mark Born (R):

“Assembly Republicans remain open to discussions with Governor Evers in hopes of finding areas of agreement, however after meeting until late last night and again this morning, it appears the two sides remain far apart.”

Governor Tony Evers:

“I told Republicans I’d support their half of the deal and their top tax priorities—even though they’re very similar to bills I previously vetoed—because I believe that’s how compromise is supposed to work, and I was ready to make that concession in order to get important things done for Wisconsin’s kids.”

Administration Updates

DPI withholds funds from MPS

The Wisconsin Department of Public Instruction announced they are withholding funds from Milwaukee Public Schools (MBS) after they missed two deadlines to file their financial reports to the state. DPI Deputy State Superintendent Tom McCarthy said, "Withholding funding is a last resort and comes after countless hours spent supporting MPS. Meeting key deadlines is critical to ensure the DPI can accurately and efficiently calculate general aid estimates for school districts across Wisconsin." MPS spokesperson told WISN they understand DPI’s action and expect the funds to be released quickly when they submit the reports in the coming days. Last year, MPS failed to report their financials on time and did not receive a $16 million special education aid payment from the state. 

Supreme Court Updates

GOP wants SCOWIS to reject congressional lines lawsuit

Republican state lawmakers and Wisconsin’s Republican congressional delegation requested the state Supreme Court deny an original action request for a lawsuit that seeks to redraw Wisconsin’s congressional district lines. The lawsuit was filed by the Campaign Legal Center and argues the current map improperly splits up counties and fails to adhere to standards for districts to have the same populations. Six districts have 736,715 people and two have 736,714. Some districts had 736,716 people when they were initially drawn.


The defendant, the Wisconsin Elections Commission, has not taken a position on whether SCOWIS should accept the suit. The commission wrote they are concerned for any litigation to be finished in time to effectively administer the 2026 election calendar, explaining the maps need to be in place by March of an election year for implementation.


This lawsuit is seperate from the petition filed by the Elias Group last month.
