Wisconsin DOT Announces Jan/Feb Project Solicitation

The state is preparing for the federal Bipartisan Infrastructure Law (BIL) funding and time is of the essence. While we don't know the exact amount Wisconsin will receive, it will be significant and planning must begin! Federal Fiscal Year 2022 funding will have to be "obligated" by September 30, 2022. In a letter sent yesterday, DOT is providing local governments the opportunity to submit projects for two separate, yet overlapping project solicitations.

January Project Solicitation

This opportunity is for construction projects only, design will not be considered for funding. Design must already be completed or near completion. DOT also recommends avoiding projects with complexities such as significant environmental, real estate, utility, or railroad issues.

In January, projects will be accepted in the following programs
  • Surface Transportation Program (STP)
  • Local Bridge Improvement Assistance Program

February Project Solicitation

This opportunity is for design and construction or construction only projects.

In February, projects will be accepted in the following programs

Application Processing and Section to occur June and July 2022
Selection anticipated August 2022

All projects in either the January or February call must be eligible for federal funding. Both solicitations are meant to provide DOT with a list of candidate projects when the new BIL funding becomes available. It is expected that funding amounts will be posted to the DOT Local Programs website when the funding has been federally appropriated and DOT has the Wisconsin Legislature’s approval to utilize federal dollars. For more information see the DOT Letter from January 19 or the DOT Local Programs Action Plan Presentation (regional contacts are listed in the concluding slides)
