ABOUT STAND UP FOR CHILD CARE ADIRONDACKS
Stand Up for Child Care Adirondacks is a child care advocacy group created as a follow-up to the October 2019 North Country Business & Education Forum: THE CRISIS OF CHILD CARE NEEDS AND THE WORKFORCE. The group is composed of the following organizations:
· Adirondack Birth to Three Alliance ǀ Adirondack Foundation
· Adirondack Community Action Program (ACAP)
· Child Care Coordinating Council of the North Country (CCCCNC)
· North Country Community College (NCCC)
· North Country Workforce Development Board (NCWDB)
· YMCA of Plattsburgh and Malone
· Workforce Development Institute (WDI)
In September 2020, Stand Up for Child Care Adirondacks hosted a child care legislative round table with Congresswoman Elise Stefanik, then NYS Senator Betty Little and Assemblyman D. Billy Jones. The presentation revolved around the importance child care plays in the North Country’s economy. Child care IS economic development!
The group unveiled three recommendations for the North Country, including the following:

Support Families - Facilitated Enrollment to expand child care subsidy for working families.

Support Child Care Programs—Advocate for increased investment in professional development, program investments, and higher subsidy rates. Additionally, streamline government assistance funds to make it easier for providers to access critical dollars for long-term investment.

Support the Profession - Streamline and solidify a pipeline for the development of child care businesses, beginning with recruitment of new providers.
Additionally, the group has asked our NYS elected officials to commit to creating a legislative add of $1.5 million for facilitated enrollment in Clinton, Essex and Franklin counties as well as advocate for CARES money to go directly to child care professionals.

EIDL Borrowers NOW ELIGIBLE & More Changes for the New York Forward Loan Fund!
New York Forward Loan Fund (NYFLF) is a new economic recovery loan program aimed at supporting New York State small businesses, nonprofits and small residential landlords as they reopen after the COVID-19 outbreak and NYS on PAUSE. It targets the state’s small businesses with 50 or fewer employees (90% of all businesses), nonprofits, and small residential landlords that have seen loss of rental income. The working capital loans of up to $100,000 are timed to support businesses and organizations as they proceed to reopen and have upfront expenses to comply with guidelines (e.g., inventory, marketing, refitting for new social distancing guidelines) under the New York Forward Plan.

Governor Cuomo Announces State Vaccination Sites to Begin Opening
Governor Andrew M. Cuomo announced five state-run vaccination sites have begun accepting appointments and are scheduled to open this week. The sites - the Jacob K. Javits Center, Westchester County Center and New York State Fair Expo Center - opened yesterday (January 13th) at 8 a.m. Sites at Jones Beach and SUNY Albany will also open today (January 14) and 15, respectively, with more vaccination sites to be announced in the coming days.
Since federal supply severely limits the ability to distribute vaccine, New Yorkers are encouraged to remain patient and are advised not to show up at vaccination sites without an appointment. New York's vast distribution network and large population of eligible individuals far exceed the vaccine supply coming from the federal government, which is arriving at a rate of approximately 300,000 doses per week. As such, eligible New Yorkers should be prepared to receive an appointment date as far as 14 weeks or further in the future.

LEAD THE NATION IN THE COORDINATION OF ECONOMIC AND WORKFORCE DEVELOPMENT
New York’s economic recovery must lay a foundation for a robust, diverse economy. As the state emerges from the health crisis, we must create the conditions for growth and “deliberately address the vulnerabilities the crisis has exposed.” For New York to lead the nation, the state must balance the need to invest in new strategies and modify existing approaches, with the goal for creating a stronger, more equal, and resilient economy
ACTION BY 2021: Require coordination between Empire State Development and the NYS Department of Labor, to develop metrics that track mix of employment opportunities regionally, including but not limited to: number of full- and part-time jobs, job retention, wages and wage growth over time, economic mobility and employer investment in worker upskilling, and variation by industries.
New York has an opportunity to learn from the last recession, and reshape its regional economics by understanding and focusing on growing better jobs across the state as it recovers. Back in 2014, the National Employment Law Project found that the Great Recession wiped out high-wage and middle-wage jobs across the county, only to be replaced with low wage work. In New York, 9 out of the top 10 fastest growing occupations paid less than $32,000 in 2019. In an effort to better understand and target economic incentives, we urge the Governor to require coordination between Empire State
Development and the NYS Department of Labor to produce and publicly share a series of metrics that track the mix of
employment opportunities regionally, including but not limited to the volume and mix of jobs being created and retained, but also the wages and wage growth overtime, resident poverty and employer investment in worker upskilling. This will enable local workforce professionals and economic developers to coordinate on job attraction and retention, upskill workers to attain higher wage employment, equity, and track this coordinated effort over time.
