We continue to highlight one of our designated industry sectors each month. Last month we featured the agriculture industry. This month we are featuring the healthcare industry. We also include information about the new Microbusiness COVID-19 Relief Grant Program, Homeless Hiring Tax Credit, and introduce the Pathway Home 2 Grant we received. As pandemic numbers decline, many events are in-person so we have included those that are in-person and still virtual under our Upcoming Events section. Please feel free to share this newsletter with anyone that can benefit from the information and resources provided.
This is the second month we are focusing on one of our nine designed industry sectors. It is meant to inform our community and acknowledge the wonderful work each of our industry contributes to workforce, our community, and the world. This month highlights the healthcare industry.

We begin with the healthcare labor market data to emphasize healthcare as the second largest industry in Santa Barbara County and the need to fill positions. As you'll notice with the following articles, many of our healthcare businesses are hiring in different areas such as hospitals, care facilities,
Just the (Healthcare) Data
The charts and key takeaways were provided by Andriy Moskalyk, California's Labor Market Consultant for our region.
In Santa Barbara County, there are a total of 27,400 jobs in healthcare (25,282 private and 2,118 public). This number of jobs represents 13 percent of the total all industry employment in the County, placing healthcare as the second largest industry, just after agriculture (31,596 jobs). Healthcare consists of a variety of occupations, but the largest are registered nurses (3,250 jobs), medical assistants (1,560 jobs), and nursing assistants (1,400 jobs). The charts below refer to the changes in new job ads for these occupations. It is worth noting that at an industry level healthcare had 106 new job advertisements in March 2022, an increase of 19 percent over the year. Between 2012 and 2021, healthcare went from having 672 to 1,032 new job advertisements, a 54 percent increase. In 2019 healthcare had 1,958 new job advertisements.

Hospital Association of Southern California (HASC) Addresses Diversity in Health Care Leadership & Executive Levels

Diverse and low-income communities were hardest hit throughout the pandemic. Hospital Association of Southern California's (HASC’s) response is to expand the health workforce pipeline and increase diversity as a solution to the current economic challenges we are facing.
 
It is important for health care organizations to draw their leadership from a richly diverse talent pool, reflecting the gender, racial and ethnic mix of the community. Having a variety of opinions and perspectives among top leadership leads to deeper discussions, more thoughtful and intentional strategies, and better decision-making. That, in turn, improves operational performance.
 
In 2018, HASC developed the College to Career Diversity Internship Program (CDIP) in partnership with Health Career Connection (HCC). CDIP is a 10-week, full-time summer internship that exposes talented, diverse college students to the health care workforce. CDIP also provides our members the opportunity to meet broader diversity and workforce initiatives and serves as an efficient means of integrating new talent into open positions.
Currently, we are seeking hospitals in the Santa Barbara region to serve as host organizations for the CDIP 2022 summer cohort by April 8. In an ideal placement, host organizations and their intern supervisors, or “preceptors,” provide firsthand learning experiences through opportunities to shadow key executives, interview staff and stakeholders, and work on projects that help interns understand how both the organization and the health sector work.

Career Opportunities with Career Association of Health Facilities and Long-Term Care Providers

On behalf of the California Association of Health Care Facilities and all long-term care providers in Santa Barbara County, I am honored to bring to your attention the many local nursing homes, long-term care/skilled nursing facilities, and intermediate care/developmentally disabled (ICF/DD) homes that are seeking employees desiring to work in health care. We will bring you on to our team, train you, and support your career development - all you have to bring is your heart and desire for a fulfilling career.

Health-oriented career pathways often steer interested individuals to nursing. Nursing is, in fact, a great career option, and it affords many rewarding specialty choices and work flexibility. The world of post-acute care, focusing specifically on long-term care and skilled nursing and ICF/DD homes, offers a wide variety of careers that include nursing. But also consists of dietary, social services, activities, rehab and back office career tracks, such as medical records, billing, human resources and administration.

Additionally, there are other career paths highlighting facility management, including laundry, housekeeping, janitorial services and facility maintenance. The post-acute workplace provides a healthcare microcosm and is a wonderful starting place for individuals that are not sure where they want to end up, but know that they want to have a positive influence on people’s lives.
Starting work as a housekeeper can lead to becoming a certified nursing assistant (CNA), licensed vocational nurse, registered nurse, nurse practitioner or Director of Nursing Services. A dietary aide or dishwasher can continue in the dietary department becoming a cook, chef, Dietary Services Manager or Registered Dietitian.
Many nursing home owners started as CNAs, became licensed nursing home administrators and then pursued ownership opportunities. Post-acute care is a special place to work because of the staff and the residents. Each facility is a unique environment, employees will share that the job requires hard work, dedication and compassion, but that the personal and professional rewards are never-ending.

Employment opportunities are located in almost every community. These facilities are looking for a diverse team and hiring individuals from all walks of life, from all backgrounds and ages. The words come from Martin Jimenez, Hillside’s Director of Dietary. Since 1988, he has worked in the kitchen preparing meals for 59 individuals living with intellectual and developmental disabilities in Santa Barbara. During his 34 years, Jimenez has served the residents much more than food. He has shared large helpings of laughter, wisdom, and love. For Jimenez, working at Hillside has enriched his life.
Hillside currently employs 85 individuals in the following areas:

Many employees have worked at the Veronica Springs Road location for over 30 years. Consequently, they have formed long-term bonds with the residents. IES provides job development and placement for job seekers with disabilities. We match the talents of workers with the needs of employers. Once hired, we provide the worker with ongoing supports such as on- or off-site job coaching, when needed.
Paid Internship Program
The PIP allows employers to fill positions or create internships at no cost to the employer. A Paid Internship typically last six months to one year.

Mentor Alliance Program (MAP)
MAP is a community-based initiative to match a business owner or other professional with an active job seeker. The mentor shares their vital knowledge and experience of their industry or line of work on a one-time, weekly, or monthly basis.

Homeless Hiring Tax Credit
Overview
California’s governor signed Assembly Bill (AB) 150 establishing the Homeless Hiring Tax Credit (HHTC). The credit is available for taxable years beginning January 1, 2022 through December 31, 2026. Employers may receive $2,500 to $10,000 in tax credit per eligible employee based on the actual hours worked in the taxable year. Employers may claim up to $30,000 of credit per taxable year.

To be eligible, the employee must be certified by a certifying organization. Employers must make a tentative credit reservation with us to claim the credit. Employers will claim the credit when they file their tax return. A total of $30 million of credit is available annually.

Eligible employer information
To claim the HHTC, employers will need to:
  • Obtain an HHTC certificate for each eligible employee from a certifying organization.
  • Pay wages equal to or greater than 120% of their California minimum wage.
  • Make a tentative credit reservation within 30 days of completing the New Hire reporting requirement with the Employment Development Department.
Employers must keep the certificate and provide a copy to the Franchise Tax Board (FTB) upon request.

Employers can get certification for eligible employees through a certifying organization.

Homeless Hiring Tax Credit Tentative Credit Reservation
  • You will need an HHTC Tentative Credit Reservation (TCR) from us to claim the credit. This will require a reservation for each eligible employee. You must submit your information online. You will receive an immediate confirmation. You must request a TCR within 30 days of completing your Employment Development Department (EDD) New Hire Reporting Requirements.
Pathway Home 2 (PH2) Grant
The Santa Barbara County Workforce Development Board (WDB), in partnership with the Santa Barbara County Sheriff’s Office applied for and was awarded $2,499,999 to implement the PH2 project in Santa Barbara County. The program will provide 250 individuals, incarcerated in the local jails, with workforce services prior and after release; transition participants into education, employment, and training programs in the communities to which they will return.
 
The PH2 project will collaborate with the Santa Barbara County Sheriff’s Office, local community colleges (Allan Hancock and Santa Barbara City College), local public and non-profit organizations. Partners will be utilized to support program operations and ensure that all required services are available to all program participants. Additionally, partners will work together to ensure each of the performance outcomes, as established by DOL, are met.

SBCWDB Business Services
The SBCWDB Business Services assist businesses through transitions of growth, downsizing or closures. When a Worker Adjustment and Retraining Notification (WARN) is received, SBCWDB contacts the business to offer assistance and also present information to the affected workers during a downsizing or closure of a company. On the other hand, with new businesses coming into the county or growing, SBCWDB offers innovative strategies to meet their needs.

As an example, with many companies recently downsizing and closing due to COVID-19, we offer to share free resources and webinars to the affected workers. We are also available to try to answer questions for the businesses or connect them to the appropriate resource. Business Services continues to stay connected through virtual events and committees. Customized Training, On-the-Job Training, Work Experience and Incumbent Worker Training are available to businesses to meet your needs (click here for a PDF of chart below). NO-COST Human Resources Hotline for Businesses in Santa Barbara County
SBCWDB is excited to offer businesses in Santa Barbara County a no-cost Human Resources (HR) Hotline. The California Employees Association (CEA) is providing the services and works with many other counties throughout California.

The HR Hotline is available Monday - Friday between the hours of 8 AM - 5 PM with a live person to answer questions regarding COVID-19, hiring, firing, disciplinary, employee handbook, etc.

In addition, we will be offering webinars throughout the year. We will also share newsletters and emails from CEA regarding other Human Resources topics.

Virtual Targeted Recruitment
As we continue to move forward with this pandemic more and more business continue to struggle to find qualified participants for their positions. At the SBCWDB we have been assisting agencies and businesses in sharing their services and resources. For example, the SBCWDB offers targeted virtual recruitment services, where businesses can promote their job openings and talk in detail about what it is that they are looking for in an applicant. Along with this, businesses also have the opportunity to share more about sign up bonuses if any and share more about what their positions are all about.

The America's Job Center of California (AJCC) offers a comprehensive range of no-cost employment and training services for employers and job seekers.

There are several types of services available at an AJCC:
  • Workforce Innovation and Opportunity Act (WIOA) funding provides career, training, and supportive services.
  • the Trade Adjustment Assistance (TAA) program is a federal program that provides training, case management and employment services, job search allowances, relocation allowances, and income support to individuals who have been laid off, or threatened with layoff, due to foreign trade.

The AJCC also provides:
  • Career planning
  • Skills assessment
  • Workshops such as résumé writing and interviewing techniques
  • Labor market information, which is provided by the Employment Development Department on its website and includes occupational profiles (and projections of employment) for occupations and industries throughout California.

Job seekers and businesses can take advantage of free services at two America's Job Center of California (formerly called the Workforce Resource Centers or “One-Stops”) to help find work or new employees. Programs include employment services for job seekers, the latest labor market information and regional workforce research for businesses, as well as training that specialize in helping people gain the skills and confidence necessary to find and obtain a job. The America's Job Center of California (AJCC) are open Monday - Friday from 9 AM - 4 PM and are located at:
