Hot Issues 

Taxation
A plan to increase property tax bills for California businesses qualified for the 2020 ballot. The initiative would tax commercial and industrial properties at their market values.

Ballot Measures
Los Angeles Mayor Eric Garcetti announced his support for Proposition 4, which VICA supports. Proposition 4 will authorize a $1.5 billion bond to expand and upgrade California's 13 children's hospitals.

Affordable Housing
To keep state funding, the Los Angeles City Council will eliminate a disputed requirement that gave city politicians the power to block funding for homeless housing in their districts.

Filming
Filming continues to rise in LA as Hollywood features drive production and jobs. The Film Tax Credit program, which VICA advocated for, is credited with the boost in employment and production the the Greater LA area.

Earthquakes
A new seismic era begins as earthquake warnings are readied to ring in California. The U.S Geological Survey began the rollout of its earthquake early warning system in California, which will give people crucial seconds of warning before shaking from a major quake strkes.

Election 2018
On Wednesday, California's candidates for Senate met for the sole senate debate. Senator Dianne Feinstein and State Senator Kevin De Leon sparred over immigration, climate change, and healthcare.

Xavier Becerra Discusses California Leadership on the National State

On Thursday, VICA members enjoyed lunch at Sportsmen's Lodge with California Attorney General Xavier Becerra at the VICA Leaders Forum speaker series. Becerra discussed a wide range of topics including his experience as Attorney General, lawsuits filed, and California's position as a leader on the national stage. When discussing the numerous lawsuits filed by the state, he noted "We are fighting and winning for the state of California, and we're not going to stop." The Attorney General said "my job is to protect you, our values, and our resources." Becerra concluded by emphasizing the need to keep fighting for our values, saying that California's progressive policies will ensure that "the 21st century is going to be bright for this country."

Los Angeles County Board of Supervisors Votes on Anti-Housing Measure
On Tuesday, VICA urged the Los Angeles County Board of Supervisors to oppose Proposition 10. Prop 10 will make it more difficult for renters to find affordable housing in the San Fernando Valley and across California by repealing the Costa-Hawkins Act. Unfortunately, the Board voted 3-1 to support Prop 10.


San Fernando Valley Council of Governments Votes to Oppose Attack on Transportation Funding
On Thursday, VICA urged the San Fernando Valley Council of Governments to oppose Proposition 6. Prop 6 will eliminate more than $5 billion annually to maintain, repair, and make safety improvements to state highways, local streets, bridges, tunnels, and overpasses VICA applauds the Council's decision to oppose Prop 6 and protect vital transportation funding. 
Assemblymember Nazarian Talks Legislative Priorities 
Assemblymember Nazarian addresses the Government Affairs Committee

On Wednesday, VICA members were joined by Assemblymember Adrin Nazarian at the Government Affairs Committee. Assemblymember Nazarian discussed the end of the legislative session and his priorities for the 46th Assembly District. Nazarian addressed a wide range of policy issues ranging from water and transit to homelessness. The Assemblymember commented that "we need to focus on making the investment now" in our critical water and transit infrastructure and take meaningful steps towards addressing the homelessness crisis. Nazarian also expressed the need for greater focus on seismic safety, saying that ensuring the survivability of residential and commercial structures is a top priority. The Assemblymember took questions from the audience on earthquake insurance, minimum wage requirements, and more. 
Los Angeles City Council Takes Up Sidewalk Vending
On Wednesday, VICA provided comment on the proposed Sidewalk Vending ordinance at a Los Angeles City Council Special Joint Committee hearing.  VICA urged the committee to move forward with a policy that includes restrictions for entertainment venues and suggested that the city consider distancing requirements for sidewalk vendors to best ensure safe passable walkways for pedestrians and to limit disruption for brick-and-mortar businesses. The committee moved to draft a new ordinance with restrictions for entertainment venues and distancing requirements as VICA suggested. The new ordinance will be considered on November 15th.
