ABOUT JIM

Jim dedicated over 34 years of his life to VOA Chesapeake & Carolinas, leaving an indelible mark on our organization and the lives of those we serve.


Jim was born and raised in central Pennsylvania and graduated from Pennsylvania State University. After serving our country for four years in the U.S. Army, Jim worked for the Maryland Department of Corrections. He began working at our organization in 1989 at our Residential Reentry Center in Baltimore to provide justice-involved men and women a second chance.

Jim later became Vice President of Housing & Asset Management overseeing the acquisition, development & redevelopment, management, risk management, and maintenance of our housing properties for low-income and homeless individuals and families.


Jim became a VOA-commissioned minister in 2002 and served our church without walls well. He had the gift of listening to concerns and providing wisdom and spiritual direction.


Jim passed away on March 3, 2023. The loss of Jim is felt by his family, our staff, and those who had the honor of knowing him. We will miss his sense of humor, compassionate leadership, and the heart he gave freely to those in need of help.

ABOUT THE PACA HOUSE

First launched in 1996, Paca House has been a cornerstone in our mission to address homelessness in Baltimore City and surrounding areas.


In July 2018, Paca House underwent a significant redevelopment and expansion, doubling its capacity to

better serve our community. Today, Paca House offers 92 apartment units to adults and veterans experiencing homelessness.


The Paca House Library, a vital space for residents, embodies Jim's spirit of dedication and service. It is a place of learning, relaxation, and community building. Preserving a piece of Baltimore's history, the library features original mosaic wall tiles and arch entryway from its past life as a firehouse.


Additionally, it serves as a computer lab, empowering residents with resources for computer literacy training, resume building, and more.
