Marilyn Anderson and Carrie Buck- NO Vote
In a 3-2 vote, with Marilyn Anderson and Carrie Buck voting NO, the Placentia Yorba Linda Unified School Board (PYLUSD) at the February 13 meeting approved a Universal Sports Institute (USI) beginning in the 2024-2025 school year. USI will work to maximize athletic pursuits including personalized exercise programs, sports therapy, sports mental acuity training, and nutrition planning for a carefully curated diet. USI will occupy the now greatly under-used facility at 4933 Casa Loma at Yorba Linda Blvd.
Funded by Developer Fees
Superintendent Alex Cherniss gave an in-depth presentation regarding the implementation of USI and how State Grant Funding for Developer Fees must be, and will be utilized. Developer Fees can only be used for new schools and new programs and cannot be used for existing repairs, maintenance and other miscellaneous expenditures.
Accelerating Learning Opportunities
Chermiss pointed out that parents now seek school specialization that will be provided both by USI and the new Charter School that will be located at Bernardo Yorba Jr High.
Enrollment is now in decline, and both programs are expected to bring new life and student opportunities to PYLUSD. With an increase in enrollment, both programs are expected to bring additional enrollment and revenue to the school system. For example, the enrollment at Bernardo Yorba Middle School has jumped by nearly 100%, with the establishment of the new PYLUSD computer science charter school (OCSCS). Both will utilize existing teachers and staff.
Marilyn Anderson Filibusters and "Sushes" Superintendent
Anderson who voted NO, along with Carrie Buck, read a long, prepared list of needed repairs and problems that have not been fixed over the years. Mayor Leandra Blades asked more than once that Anderson quickly finish her remarks but she continued to filibuster. At one point, Chermiss attempted to speak and clarify misinformation, but was rudely "shushed” by Anderson.
Anderson spoke about being conservative with school money but did not mention or address the now illegal Credit Access Business (CAB) bonds that created a massive future school debt, created by a previous union-backed board that included Carrie Buck. See details below.
Anderson, was elected as a grassroots candidate in 2020 but now appears to be aliened with the teachers union. Her term is up in November and she is expected to run for re-election in the fall 2024 election.

History of Massive Union-Backed Spending
In February 2011, School Board Members Karin Freeman, elected 1989, and Carrie Buck, elected 2010, were part of a unanimous board vote to spend $282 million taxpayer dollars on what are now illegal Credit Access Business (CAB) bonds. There was no public discussion of the outrageous terms of the bond and irresponsible decision that ultimately mortgaged our children’s future for years to come. This 2011 bond issuance came on the heels of a 2009 bond issuance that committed the taxpayers of the district to pay a total of $157 million in bond repayments.

2002- George K Baum & Company helped the Placentia Yorba Linda Unified School District (PYLUSD) pass a $102 million bond measure.
By 2006, PYLUSD realized that they were not going to have enough money for classrooms, athletic fields and administrative offices. They turned to Baum for help.
In 2009 – George K Baum & Company helped the PYLUSD pass a $26.5 million bond that will incur $131 million in interest payments for a total bond repayment of $157.2 million.
In 2011, with the assistance of Baum, residents received slick flyers that promoted Measure A, a $22 million school bond, that will incur $260 million in interest payments for a total bond repayment of $282 million.
The bond money was to be spent on new schools, ballfields, science labs and modern classrooms. The public was falsely told that “their money would be spent wisely”. The crushing debt was not mentioned nor was the public told that investment bankers would make hundreds of millions in interest.
