Janice Lim 2026 Ballot Statement
JANICE LIM City Councilmember/Businesswoman Serving as your Mayor (2025) and Yorba Linda Councilmember, I have worked to preserve the hometown values that make our city the 5th safest city in California. On the City Council, I have prioritized public safety, fiscal responsibility and protecting our quality of life. Together, we have: Balanced every city budget while protecting reserves Maintained the City's prestigious AAA credit rating Opposed high-density housing projects Invested in roads, parks, and infrastructure Expanded public safety staff and invested in fire detection technology. Added two new Heli-Hydrants for fire response. I have partnered with the Sheriff’s Department to promote Scam Stopper programs for our seniors, continued my commitment to Love Yorba Linda, the city’s largest community service day, and served on the Placentia Navigation Center Board, achieving more than a threefold increase in successful housing outcomes. If re-elected, I will continue to use my professional background in business and finance to advocate for our city and fight the unfunded mandates coming out of Sacramento. I will fight to preserve Yorba Linda’s unique character, for my children as well as yours, to protect our neighborhoods and ensure local residents—not state politicians—shape our community's future. I respectfully ask for your vote for re-election to the Yorba Linda City Council.

Government Code section 53091(d)
"Building ordinances of a county or city shall not apply to the location or construction of facilities for the production, generation, storage, treatment, or transmission of water, wastewater, or electrical energy by a local agency."
In plain terms, it exempts local agencies — like water districts or utility agencies — from city and county building codes when they're building water, wastewater, or electrical facilities.

Personal Attacks- Intimidation
Unfounded Accusations
by Patricia Hanzo, Fullerton resident, who supports Carrie Buck
and Barb Buckley for school board
Opinion

Meet Patricia Hanzo
Democrat Party advocate and a prominent member of the Carrie Buck and Barb Buckley campaign team.
Hanzo, Unfounded Accusations
This morning, she sent an email to Todd Frazier, along with the PYLUSD Superintendent and Yorba Linda Police Captain accusing Todd Frazier and myself of stealing Barb Buckley campaign signs. She also brought Todd’s children and mine into the emails. But this isn’t new for Patricia Hanzo. She has sunk even lower before. First responders, take note.
Note: No evidence has been provided regarding this sign theft.
Hanzo Asks for FBI Investigation
My husband is a Fire Captain. Patricia Hanzo sent an email to my husband’s place of employment including his Fire Chief, the Police Chief, the entire City Council, and the City Manager. Patricia Hanzo asked them to investigate my husband for being a “Christian Natiionalist, Proud Boy, White Supremacist” etc. Patricia asked that while they were looking into my husband, that they also investigate other police officers and firefighters as well. She then asked that my husband be turned over to the FBI. Patricia Hanzo went after my husband’s career because she doesn’t like my politics or position as an elected official.
Buck Advocate- Extremist Christian Nationalist Accusation
(She has made) .. it clear that any conservative or Republican is a MAGA extremist, Christian nationalist etc.
This is the behavior Barb Buckley and Carrie Buck believe is acceptable. This is who campaigns for them and knocks on your doors.
Leandra Blades- Continually Harrassed
My children, husband, extended family and others have been harassed since 2020 by this campaign team, yet Buckley and Buck keep Hanzo as a key member of their team.
Stop Lying
Again, Barb Buckley, we are not touching your signs. We do not waste our time or energy around your signs. We ask that you stop lying to the community and tell your hateful campaign team to stop harassing us and our families.

The Only Proven Sign Theft
Opinion

2024- Having had many candidate signs stolen, while union-backed signs remained untouched, Yorba Linda Taxpayers Association (YLTA) attached an AirTag to a sign.
When the AirTag pinged, the sign was traced to the home of Jon Matson, a PYLUSD teacher and union-backed supporter of school board member Marilyn Anderson. Matson admitted to the theft, spent almost a year on administrative leave, was found guilty, and resigned at the end of the 2024-25 school year.

PYLUSD Should Keep Quite

School board candidate Barb Buckley, who is running against incumbent Todd Frazier, is reportedly telling the public that the district should do what Sacramento Democrats recommend. Specifically, parents should not be told when students opt for name changes, gender changes, and personal information.

Barb Buckley (school board candidate in Zone 4, running against Todd Frazier) is telling the community that school board members need to do what Sacramento tells them to do.
Sacramento democrats and the teacher’s union were telling educators and school districts that it was against the law to tell parents information about their children in school such as name changes, gender changes, and other personal information. That made zero sense to me and low and behold, I couldn’t find this so-called law anywhere. I was told a parental notification policy was against the law. I couldn’t find that anywhere either.
Todd Frazier, Shawn Youngbloood and I pushed back and found out the Democrat party and teacher’s union were telling people it was the law when it was simply a recommendation or a suggestion. Had we simply followed Sacramento, we would not have a parental notification policy in our district.
If you all recall, Todd Frazier, Shawn Youngblood and myself voted YES for the parental notification policy…Marilyn Anderson and Carrie Buck (candidate in Area 5, running against Justin Aguirre) voted against the policy.
Everyone should remember Todd Frazier and I voted to keep men out of women’s sports and spaces…Carrie Buck, Tricia Quintero and Marilyn Anderson voted to support men in women’s sports and spaces. (PYLUSD is currently under federal investigation regarding possible Title IX violations.)

Spending Your CA Tax Dollars
CA spent about $20 million to fight the acquisition of CNN
Opinion
_______________
Billionaire David Ellison has won a major legal fight with 12 states, clearing the way for a $110 billion takeover of Warner Brothers Discovery.
Led by California, twelve states sued to block Paramount’s takeover of Warner Bros, The 11 other states include Arizona, Colorado, Connecticut, Massachusetts, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, and Washington. The group settled for an independent editorial board. The deal could close within weeks.
The takeover will put CNN, CBS News, HBO, Warner Brothers, Paramount, Discovery, HBO Max and Paramount+ under the same company, along with franchises such as Harry Potter, DC, Game of Thrones, Top Gun and Mission: Impossible.

________________________________
Dear people of Yorba Linda and Placentia,
Send me these people’s names so I can personally visit with them. This type of behavior and election cheating will not stand in our community. These people are not authorized to touch these signs or to place their preferred candidate’s signs directly in front of them. The candidates they represent should also call on them to stop this immediately and they should apologize to their opponents.
A couple years ago, a former PYLUSD ‘teacher of the year’ was dismissed due to legal actions that resulted from them removing a campaign sign. These people could be brought up on similar charges. With your help, we will learn who they are and give them a chance to repent, cease, and desist.
Thank you to the vigilant resident who caught them in the act today and shared it on social media.

Sign Theft-Tampering is a Misdemeanor
Blocking Freedom of Speech
Opinion
______________________________________
Political sign theft in Orange County is commonplace, especially around election time. The perpetrator is usually charged with petty theft, which is a misdemeanor under California Penal Code 488, as the signs are usually worth under $950. A misdemeanor can result in up to six months in jail and a thousand-dollar fine.
California's specific political-sign statute, Penal Code 490.2, explicitly includes the acts of moving, taking, damaging, and reusing signs. Shifting a sign to a different spot without the owner's permission is covered, if the intent is to block or alter the message.
In 2024, Orange Unified school board trustee Madison Miner used an Apple AirTag to track down people who had stolen over 400 of her "No on Recall" signs. She tracked the signals to the front of the suspects’ residences and was able to hear the AirTag chiming. Miner located the missing signs and made a citizen's arrest against three anti-recall activists.
As technology continues to expand, more perpetrators may be caught in the act of sign stealing or tampering.

CA's Boondoggle High-Speed Rail
The world's third most expensive
infrastructure project in the history of the world.
Opinion
_______________________
In 2008, voters approved California’s high-speed rail. It was estimated to cost $33 billion and would connect Los Angeles to San Francisco.
The distance of the rail has been greatly downsized. The project that is currently under construction is now a 171-mile stretch in the Central Valley, between Merced and Bakersfield. No track has been laid to date.
CA's rail project is expected to be the third most expensive infrastructure project in the history of the world. First is the 48 state, interstate project in the 1950's. Second, is the international space station. The CA high-speed rail project is expected to come in third.
The California High-Speed Rail Authority decides the route and exact construction locations based on engineering studies, environmental reviews, and public input. They then forward detailed plans and corridor construction locations to contractors. The authority splits the Central Valley into fixed design-build packages, so the winning team knows exactly where the viaducts, grade separations, and track go before breaking ground.
Due to delays and confusion regarding the location of where the infrastructure is to be built, change orders have caused repeated delays. Whether work is done or not, contractors are paid a $170,000 a day or $5 million a month for every single day that they cannot work. In February, the largest settlement in a delay was awarded for over half a billion dollars.
One can only imagine the many ways this money could have been spent to improve California, such as restoring and improving our highways. If past is prologue, the construction costs may climb even higher. And now that California has lost $4 billion in federal funding, the overall future looks bleak.

A heads up to voters in Yorba Linda and Placentia.
Reasons for Endorsement
The California Teachers Association/Association of Placentia Linda Educators have endorsed Carrie Buck and Barb Buckley for Placentia-Yorba Linda School Board. Why? Because Carrie Buck and Barb Buckley stand for men in women’s sports and spaces, critical race theory, DEI, keeping secrets from parents, bonds and higher taxes.
Supporting Boys in Girls' Sports
Both Barbara Buckley and Carrie Buck supported my opponent, Misty Janssen, in 2020 and 2024. Janssen supported the same left wing ideologies as do Buck and Buckley. We all remember Janssen’s wild speech supporting the transgender male athlete competing against our female athletes. That’s what these women support and stand for.
The teachers union has donated 10,000 dollars to Barb Buckley for signs and 10,000 dollars to Carrie Buck for signs. The receipts are below.

Carrie Buck Surprising Support
Carrie Buck has recently made public her support of a local podcast and author who defames white people, conservatives and Christians. Her public comment was captured on the anti conservative social media called the PYL Buzz. She also proudly wears her transgender pride flag to school board meetings. Carrie Buck has the support of Pride at the Pier (look up their social media page).

Support for Placentia City Council Candidate
Barb Buckley, Carrie Buck and PYLUSD Trustee Marilyn Anderson are supporting Julie Suchard for Placentia City Council. Suchard’s comments at school board meetings and Placentia City Council meetings are widely known for her mistruths and colorful comments. Her hate and distaste for conservatives and Christians are on full display in conversations and on social media.
Carrie Buck, HIS House, Use of Taxpayer Funds
Barb Buckley, Carrie Buck and Julie Suchard were on His House-OC together…yes, the same organization Carrie Buck recently parted ways with. The same His House-OC Carrie Buck was using school district resources to print materials for…your tax dollars at work.
Know Who You Are Voting For
These three women appear to all be working together to get each other elected so they can bring more leftist policies to Yorba Linda and Placentia. Now it’s more important than ever to know who you are voting for.

Your Massive Taxpayer Bond Debt
Understanding the now illegal bonds
Opinion
______________________
In 2009 the board borrowed $26.5 million by issuing Capital Appreciation Bonds – The total payments required to pay off the debt is $157.2 million. This is disgusting and is about 400% higher in payment than what it should be.
That being said – Carrie Buck and the other board members in 2011 took it to a whole new level –
13 Times Money Borrowed
They borrowed $22 million by issuing Capital Appreciation Bonds – The total payments required to pay off the debt is $282 million. So, in 2011 they borrowed $4.5 million less, but the required payments are $125 million higher. The amount that the taxpayers are paying is 13 times more money than what was borrowed. This is the height of insanity!!!
Even if during the 40-year period the district is able to collect and pay off the bonds (Which is still very much in question.) – Carrie Buck has never answered the following questions:
Assuming the projections and collected property taxes are sufficient, one still must ask these very salient questions:
Why did Carrie Buck and her fellow board members take on bond debt at an interest rate of 7.8% when at that time the going municipal bond rate was 5.25%?
Restrictive Repayment Terms
1- Why did Carrie Buck and her fellow board members agree to such restrictive repayment terms to agree that the bonds would be non-negotiable or callable? Imagine how much better this situation would be if our debt was accruing interest at 2.25% instead of 7.8%. If the bonds could be called and paid off early in 2021 by issuing new bonds, the municipal bond interest rate was 2.25%. We could have issued new bonds at 2.25% and paid off the bonds that they issued in 2009 & 2011 at a 7.8% interest rate. Doing so, would have saved the district about $265 million in interest expense for the remainder of the loans.
| | |
We Paid Almost Double Commission
2- The bond underwriting company (George K Baum & Company) was paid an underwriting commission rate of 1.3% for each of the bonds that were issued. The average bond underwriting commission at that time was .7%. In other words, we paid almost double the commission rate. Why did Carrie Buck and her fellow board members agree to pay such an exorbitant commission rate?
Taxpayers Left Holding the Bag
It seems that at every turn, Carrie Buck and her fellow board members failed to take into consideration the financial impact on the district taxpayers. In the end, it is the taxpayers who have been left holding the bag with exorbitant debt that hangs over our collective heads for 40 years. Between the two bonds, we received $48.5 million, and we will pay back a total of $439.2 million.
$200 Million More
Carrie Buck makes the statement that the voters authorized the issuance of the bonds. That may be true, but Buck and her follow board members had the fiduciary responsibility to act in good faith and represent the taxpayers of the district. She failed miserably as we are paying over $200 million more in interest payments than what an educated and honest board would have agreed to.
However this money gets paid, it is all paid by the taxpayers.

Yorba Linda Resident
Just had someone come to my door in favor of Carrie Buck. When I told her that I was not voting for her, she wanted to know why, and I brought up the bond. She seemed ready for my answer, and said that it was voter approved. Did we vote for this bond?
This is a misleading answer.
Fact- In 2002, 62% of Placentia-Yorba Linda Unified voters approved Measure Y, $102 million in bonds. The money was used to build Yorba Linda High School. The annual payment is on our property tax bills. Entry item: "YLWD Capital Finance Chg"
These are not the $439.2 Million CAB bonds
that Carrie Buck approved.
The CAB bonds were never voted on by the public.
More information below.

$439.2 Million Taxpayer Debt
The truth about the bonds the resident was referring to
_____________________
The capital appreciation bonds—the CABs—were issued by the school board itself in 2011. There was no public vote on the CAB terms, the balloon, or the repayment schedule. The bonds are now illegal. They cannot be refinanced or paid off early. The district's own page defends the CAB bonds as a way to keep building without an immediate tax hike, but it doesn't highlight the balloon numbers.
The 2011, in a 5-0 vote, the school board that included Carrie Buck. borrowed $48.5 million with a total repayment of $439.2 million. Taxpayers are on the hook.

PYLUSD in Big Trouble
Led by left-wing majority Carrie Buck,
Marilyn Anderson, Tricia Quintero
Opinion
______________________________
In 2024-25, "actions" taken by the left-wing majority board led to the resignation of Superintendent Alex Cherniss, Deputy Superintendent Dr. Issaic Gates, and Dr. Beth Fisher. In addition, new programs were ended or scaled down.
*In the last 12 months, PYLUSD has lost 700 students, an all-time high .Each student yields approximately $15,000 for the district. That is a $10,500,000 loss! Budget cutbacks mean less money for our kids.
Troubling times, the last 12 months
*28 teachers have resigned or been terminated in the last 6 months.
*72 teachers took an early retirement buy-out.
*43 in leadership positions left.
*9 of 12 Special Education employees fled the district.
*Smelling trouble, other districts have reportedly poached our teachers and staff.
*PYLUSD teachers and principals are complaining of a lack of staff, support and direction.
2022 Grassroots School Board vs 2024 Left-Wing School Board
Under the leadership of the 2022 majority grassroots school board (Todd Frazier, Leandra Blades and Shawn Youngblood), Superintendent Alex Cherniss, Deputy Superintendent Dr. Issaic Gates, and Dr. Beth Fisher (Head of the Charter School), enrollment grew in 2023-2024 by over 400 students per year.. Students and parents were excited by new programs and opportunities.
New programs and increased enrollment came to a screeching halt when the 2024 left-wing majority (Carrie Buck, Marilyn Anderson, Tricia Quintero) took control. Administrators were “dismissed” through various actions. Programs were scaled down or ended, and enrollment began to decline again. A mass exodus of staff and students began.
Additional Reasons for Students Leaving PYLUSD
*During school COVID closures beginning in March 2020, and what some called “unreasonable mask requirements”, students left the district for homeschooling or private schools. Some never returned.
*Federal Investigation- PYLUSD is under federal investigation regarding Title IX violations. The current left-wing school board (Carrie Buck, Marilyn Anderson, Tricia Quintero), supports boys in girls’ sports, boys in girls' locker rooms, and boys in girls' bathrooms. Girls often change clothes in their car or are told to use the faculty bathroom. As student athletes plan for college, unfair competition can lead to an inability to qualify for college sports and even a loss of scholarships.
*Education moving in the wrong direction. The California Department of Education released its annual student test scores this week and the news was sobering. Overall, less than 47% of students in California exceeded English language arts standards. A low 35.5% met or exceeded math standards for their grade levels. Under 31% of students met or exceeded science standards.
*Reportedly, many parents feel that PYLUSD, under the leadership of left-wing school boards, has lost its focus on updating programs and teaching the three R's. It is instead focused on political issues and agendas. Some parents are said to no longer want their children in public school.
Future Financial Concerns
*Behind closed doors, a prior school board that included current school board member Carrie Buck, borrowed $48.5 million in CAB Bonds with a total repayment of $439.2 million. The bonds, now illegal, cannot be re-financed or paid off early. Beginning in 2042, the bonds must be paid back in just 8 years at $35 million per year. This financial boondoggle will be on your property tax bill and has the potential to bankrupt the district. Taxpayers will be expected to pay for this careless and irresponsible decision.
Carrie Buck, PYLUSD Area 5, was elected in 2010 and is running for re-election in November 2026.

I know this is a crappy story, but I wanted to warn people around here what’s going on ? If they can take down a full grown sheep, they can take down a child or an old person taking a walk. They have a den in the county own field on Philadelphia.

How to Remove Skunk Smells-Opinion
From a post on Facebook
________________________________
The best way we’ve found to remove the smell of skunk is:
1 bottle hydrogen peroxide,
1 tablespoon dish soap
1/4 cup baking soda
Sponge
Put first two in bowl, have the stinky one ready in sink and just before you sponge the mixture on add baking soda. Be VERY careful not to get it in nose or eyes. Massage through hair. Let it sit for 10 minutes before rinsing. Use your regular soap, rinse, dry. You literally can let them sleep on your bed after with no issues.
