Helping the elderly and disabled in Fort Mill, Tega Cay and Lake Wylie to get access to on demand transportation

We are in the process of getting on demand York County Access Transportation for the elderly and disabled in Fort Mill, Tega Cay and Lake Wylie. In an ongoing plan, we are continuing to look for areas throughout the district and county to improve safety on our road. Impact of the National Library Association

We continue to see the impact of the National Library Association when it comes to their national agenda and the books they have listed as reviewed to bring into the libraries. This is hindering opposing view point books from getting into libraries. So the York County Libraries have now put together a plan to add in additional books that may have been missed or not listed as reviewed by the National Library Association.

As an on going effort in manage our residential growth in the area

3. Gave Third Reading of AN ORDINANCE AUTHORIZING THE SALE OF A 2,856 SQUARE FOOT (0.0656 OF AN ACRE, MORE OR LESS) PORTION OF A PARCEL LOCATED IN FORT MILL AND PREVIOUSLY IDENTIFIED AS PART OF TAX MAP NUMBER 646-00-00-099, AND WHICH PROPERTY WAS ACQUIRED BY THE COUNTY AS PART OF PROJECT NUMBER 17228-006, HUBERT GRAHAM WAY EXTENSION (DRY RUN ROAD), AND WHICH PROPERTY IS NO LONGER NEEDED FOR THE PROJECT; AUTHORIZING THE CHAIRWOMAN AND COUNTY STAFF TO EXECUTE THE DEED AND ANY RELATED DOCUMENTS NECESSARY TO CLOSE THE TRANSACTION; PROVIDING FOR A PUBLIC HEARING; AND PROVIDING FOR OTHER MATTERS RELATING THERETO.

4. Authorized the Solicitor's Office to apply for, and to accept if awarded, a fiscal year 2022- 2023 Victims of Crime Act Continuation Grant in the amount of $116,658.

5. Approved an agreement with Amisub of South Carolina, Inc., a South Carolina corporation doing business as Piedmont Medical Center, for use of morgue facilities at Piedmont Medical Center.

8. Approved a Mitigation Agreement with Caromont Health, Inc. for road improvements identified within the TIA for a medical office development at 519 Nautical Drive, Lake Wylie; referred as Tax Map Numbers 564-00-00-056, 564-00-00-057, and 564-00-00-069.

9. Approved award regarding Bid #2813 for the York County Fueling Station Upfit project, to the lowest responsive and responsible bidder, Catalyst Construction Company of Charlotte NC, for the total cost of $153,555.00.

10. Approved the First Addendum to the Contract between York County and Spur Staffing, Inc., for temporary staffing services.

12. Authorized staff to apply for and accept, if awarded, fiscal year 2023 Solid Waste Grants in the total amount of $37,000.00 with no matching funds required.

1. Approved award regarding Bid #2778 for the Highway 274 Sanitary Forcemain Replacement project, to the lowest responsive and responsible bidder, Sanders Utility Construction Co. Inc. of Charlotte NC, for a total cost of $16,367,685.00, which includes a 10% contingency, as part of the Coronavirus State and Local Fiscal Recovery Funds.

2. Approved the purchase of software modules and services from OneSpan of Chicago IL, for a total cost of $29,998.80, as part of the Coronavirus State and Local Fiscal Recovery Fund. 3. Approved the purchase of 9-1-1 telephone system equipment from Motorola Solutions Incorporated of Columbia, SC, for a total equipment cost not to exceed $530,395.18, and Intrado for transition services not to exceed $96,096.00 for a grand total of $626,491.18, as a part of the Coronavirus State and Local Fiscal Recovery Funds.

4. Approved funding update regarding eligible funding source for the purchase and replacement of 800 MHz radios from Motorola Solutions Inc., via the Coronavirus State and Local Fiscal Recovery Funds, for a total amount of $3,396,359.17.

5. Approved ratification for Schaeffer Manufacturing for the purchase of various motor oils, transmission fluid, & hydraulic fluids for York County vehicles and equipment, for a total of $79,341.23.

6. APPROVED RATIFICATION OF A CHANGE ORDER REQUEST IN THE AMOUNT OF $36,182.00, FOR THE PURCHASE OF EQUIPMENT FOR BETHEL FIRE DEPARTMENT’S CUSTOM TANKER (Bid #2681) FROM KOVATCH MOBILE EQUIPMENT OF NESQUEHONING PA, FOR A GRAND TOTAL COST OF $800,000.00.

New/Non-agenda Comments

Council member William "Bump" Roddey asked staff how much money was left in the Coronavirus Funds. Trish Startup responded that there is approximately $5M left for "to be determined" projects. In addition, Mr. Roddey asked if the Coronavirus funds could be used for Oakdale Fire Department's need for renovations to the parking area for the fire trucks. Mr. Roddey also stated that he is still working with the family to move the gravesite in Rock Hill and a historical marker will be put in its place and he is going to use some of his discretionary funds to help with this.

Council member Allison Love stated that the Ag & Art Tour is June 11 from 10:00-4:00 and vendors are needed.

Council member Robert Winkler thanked Engineering and Assistant County Manager, Mike Moore for the parking spaces at the Veterans Park.
