York County Home Improvement Program 

 

The County's Home Improvement Program (HIP) is looking for qualified applicants to participate. The program is a zero interest deferred loan program designed to help income eligible resident homeowners in York County by providing financial and technical assistance for home repairs including, but not limited to, roofing, windows, plumbing, heating, electrical, sidewalks, septic and water/sewer hookups.  Click here to view additional information on the program that can be found on our website. York County Heritage Program 

 

 

The YCPC is pleased to announce the newest members of the York County Heritage Program!

 

The York County Heritage Program is administered by the YCPC.  Since 2008, 36 heritage resources have been designated "official York County Heritage Resources."  At the YCPC meeting on July 27, 2015, three more sites have been added to the County's heritage program:  Camp Security Revolutionary War Prison Camp, the Horn Farm Center and the Stewartstown Railroad.

 

·        Camp Security Revolutionary War Prison Camp:  Located in Springettsbury Township, this 160-acre site  housed a large number of British captured at the battles of Saratoga and Yorktown.  Demonstrating the heritage theme of FREEDOM, Camp Security tells the story of the important role that York County played in the Revolutionary War.

 

·        The Horn Farm Center:  Located in Hellam Township, the Horn Farm was presented to the County of York in 1981.  Portions of this 186-acre parcel have been in constant cultivation for over 300 years.  Demonstrating the heritage theme of BOUNTY, the Horn Farm Center shares the County's rich agricultural history and traditions with visitors.

 

·        The Stewartstown Railroad:  Located in Stewartstown Borough, the Stewartstown Railroad was founded in 1884 by local farmers and merchants who wanted to connect the agricultural areas with manufacturers in the southern part of the County.  The site features a 100-year old train station and tour is scenic, through the Deer Creek Valley, ending in New Freedom Borough.  It represents the themes of BOUNTY, because the railroad initially transported agricultural goods to market and NATURAL WONDERS because the tour travels through the beautiful southern York County countryside.

Transportation Staff to Hold
a 2019 - 2020 Transportation Alternatives Program (TAP)
Pre-application Workshop
in August

 
On behalf of the York Area Metropolitan Planning Organization (YAMPO), the YCPC Transportation Department is holding a pre-application workshop for the FFY2019-FFY2020 YAMPO Transportation Alternative Program (TAP). The Workshop will be held Wednesday, August 19, 2015 from 10:00 A.M. to 12:00 P.M. at the York County 911 Emergency Services Center, 120 Davies Drive, York, PA 17402.

The workshop will provide potential applicants an opportunity to ask questions about this program. Additional information will be distributed at the meeting regarding the application process. Workshop attendance by project applicants is not required, but it is strongly encouraged.

Please note that the Notice of Intent (NOI) project forms, submitted to potential TAP applicants earlier this year, must be received by the YCPC Transportation Department no later than 4:30 P.M., Monday, August 31, 2015. Also, the schedule for the distribution, submission and evaluation of TAP project applications is provided below.
* September 1, 2015 - Full Applications are issued;
* November 16, 2015 - Applications are due;
* December 1, 2015 to January 30, 2016 - Applications are reviewed and scored by the TAP Evaluation Committee:
* December 2015 - TAP Evaluation Committee holds applicant interviews; and,
* February 2016 - YCPC staff presents TAP project funding recommendations to the YAMPO.

  Federal Highway and Federal Transit Review of Transportation Planning Process


 

 
       
 

Every four years the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) are required to conduct a review of federally designated Transportation Management Areas (TMA). A TMA is an area with an Urbanized Area population over 200,000. The 2010 Federal Census identified the York Urbanized Area population as 232,045. As a result of the 2012 announcement that the York Area is a TMA, the YAMPO needs to be reviewed by 2016 to meet Federal requirements.
 
The primary purpose of the certification review is to evaluate the MPO's compliance with Federal regulations. As part of the process, the Federal Team will conduct a Public Meeting to inform the general public about the Federal transportation planning requirements, and provide an opportunity to express their thoughts and comments on community transportation issues. If you are unable to attend please send your comments via e-mail to planner@ycpc.org or call 717-771-9870 to provide comments.

U.S. EPA Region 5 will highlight residential demolition tools that includes a series of best practices and regulatory considerations in residential demolition operations. These tools identify the environmentally-sensitive activities associated with demolishing residences, from pre-planning to demolition to site rehabilitation.  U.S. EPA has worked with local governments, states, and federal partners to integrate these best practices into standard demolition protocols that have proved successful in achieving environmental benefits.

*         On the Road to Reuse: Residential Demolition Bid Specification Development Tool: The residential demolition toolkit identifies the environmentally-sensitive activities associated with demolishing residential buildings, from pre-planning to demolition to site rehabilitation. For each activity, the toolkit provides decision-making information and bid specification language to help local government officials update their bid specification documents. The use of environmentally beneficial demolition practices can benefit neighborhood stabilization strategies and set the stage for vacant lot revitalization. *         Deconstruction Rapid Assessment Tool: So many blighted structures, so little time. The Deconstruction Rapid Assessment Tool enables organizations to triage blighted buildings as candidates for deconstruction and salvage operations. A simple checklist allows rapid data collection to make informed decisions on which structures to pursue for deconstruction and salvage.
