Multimodal Transportation Fund 
Seeking Grantees

The Multimodal Transportation Fund provides grants to encourage economic development and ensure that a safe and reliable system of transportation is available to the residents of the commonwealth.  Funds may be used for the development, rehabilitation & enhancement of transportation assets to existing communities, streetscape, lighting, sidewalk enhancement, pedestrian safety, connectivity of transportation assets & transit-oriented development.
All applications & all required supplemental information must be electronically submitted by close of business on July 31. 

York County GIS Open Data Portal now available!
The York County Planning Commission, with coordination from York County Departments, is happy to announce the launch of the York County GIS Open Data Portal. This open data portal allows anyone with internet capabilities to freely access and download current and up-to-date York County data.  You have the option to download to a shapefile or geodatabase format.  This site also includes links to our most widely used online web mapping applications like the property viewer.  Please click  here to take a look at the new York County GIS Open Data Portal.

York County 2018 Hazard Mitigation Plan 
Update Review and Public Meetings
The York County Planning Commission (YCPC) has completed a draft of the York County Hazard Mitigation Plan Update. The YCPC will be accepting comments on the Draft Plan for 45 days from July 23, 2018, through September 5, 2018. Beginning July 23, 2018, the Draft Plan will be available for review online at and paper copies will be available for review at the YCPC and the following libraries during regular hours:
Collinsville Library- 2632 Delta Rd, Brogue, PA 17309
Guthrie Library- 2 Library Pl, Hanover, PA 17331
Paul Smith Library- 80 Constitution Ave, Shrewsbury, PA 17361

During the review period, we will also be hosting two (2) public meetings on July 31, 2018. The purpose of these meetings is to provide an overview of the plan development process, the Draft Plan, Plan adoption, and implementation. The Pennsylvania Emergency Management Agency has been invited to participate in the meeting presentation, as well. All residents, municipal officials, and emergency management personnel with interest in hazard mitigation are encouraged to attend. Meeting details are as follows:

Webinar: Mitigation Reconstruction: 
Building a  Resilient Housing Stock
FEMA's Hazard Mitigation Assistance (HMA) Division invites you to a webinar on Thursday, July 26, 2018, to hear information about how Jefferson Parish, Louisiana used HMA funding to subsidize over 60 mitigation projects. Each project enabled owners to build homes that exceed minimum flood code requirements and create sustainable housing in the community. After the presentation, there will be a 15 minute question and answer session.

Flood Proofing Techniques
The YCPC has been made aware of several upcoming informational sessions related to hazard mitigation and have been asked to forward this information for your consideration. 
USACE will be hosting two (2) meetings on August 14, 2018 in York County to provide information about flood proofing techniques.  Information on the meetings is attached.

Noise can cause serious health issues and undermine the quality of life in communities. Pennsylvania municipalities possess health, safety, and welfare powers to effectively address noise issues. Furthermore, municipalities may also risk liability against the municipality for not effectively controlling noise. The webinar provides background for municipalities by briefly covering the significant, adverse, health effects that noise causes in communities, based on current scientific research, and by covering statutory authority for noise pollution control. Three examples of noise ordinances will be discussed along with the formidable problems of trying to address noise through outdated, general, "nuisance" ordinances.
