Wolf Administration Encourages Public to Participate in Online Safety Survey
   
 
Harrisburg, PA - The Wolf Administration is seeking motorists' input on highway safety, traffic safety enforcement, and driving behaviors through an annual  online survey located on PennDOT's website and Facebook page.
 
"Safety is our top priority and we value continued public engagement in making our roadways safer," said PennDOT Secretary Leslie S. Richards. "The results help us gauge public knowledge and attitudes on highway safety, and potentially allow us to adjust our safety activities so we can further reduce crashes and fatalities."
 
The brief survey will be available until September 27 and focuses on highway safety issues such as seat belts, impaired driving, speeding, motorcycles, and distracted driving. People completing the survey may remain anonymous, but are asked to provide their gender, age, and county of residence.
 
Last year, 6,619 people responded to the survey. Among last year's results,   respondents noted that, in the previous 60 days, 79 percent of them had not   driven a motor vehicle within two hours after consuming alcoholic beverages.  Also, 92 percent of drivers indicated they used a seat belt all or most of the time.
 
Over 90 percent of respondents indicated they rarely or never talk on a hand-held cellphone, text, or check email while driving. However, the most commonly addressed topic in participant comments included the high frequency of observing these distracted driving behaviors.
 
As a result of this feedback and recent trends in crash data, PennDOT has increased its statewide investment of federal aggressive-driving enforcement funds from $1.7 million in 2017 to $2.2 million in 2018, or roughly a 20 percent increase. The department also has further increased its usage of social media to share highway safety information and is highlighting personal responsibility in future media campaigns.

RESIDENTIAL ELECTRONICS RECYCLING PROGRAM
TO RELOCATE AND FEATURE EXTENDED DAYS AND HOURS 
 
The York County Solid Waste Authority's free Residential Electronics Recycling Program will relocate from the current collection site on Blackbridge Road to the Small Load Drop-off Facility at the York County Resource Recovery Center starting Monday, October 2, 2017. Starting October 2, electronics will be accepted from residents Monday through Friday from 8 a.m. to 4 p.m. and Saturday from 8 a.m. to noon.  
 
Residents delivering electronics will enter the York County Resource Recovery Center, located at 2651 Blackbridge Road, and proceed toward the scales. A worker will confirm delivery of electronics only and provide a placard enabling free delivery. Residents will then follow "Public Drop-off" signs to the Small Load Drop-off Facility. Residents will show the electronics placard to the Small Load Drop-off Facility attendant who will direct them to the electronics off-load area. Upon exiting the Small Load Drop-off Facility, residents will be directed to the designated exit for the Resource Recovery Center where they will return the electronics placard and exit the site.
 
ACCEPTED ITEMS: televisions: there is a limit of five televisions per visit, desktop and laptop computers, computer monitors and computer peripherals (anything that connects to a computer such as a mouse, keyboard, printer, etc.), as well as other electronic recyclables including cell phones, vacuum cleaners, alarm clocks, irons and coffee makers or anything with a plug that does not contain Freon. Examples of Freon-containing items include refrigerators, freezers, air conditioners and dehumidifiers.
 
Under PA Act 108 (the state's Covered Device Recycling Act), it is unlawful for Pennsylvania landfills and resource recovery facilities to accept specific electronic devices (computers, computer peripherals and televisions) for disposal. PA waste haulers are also prohibited from collecting these electronics for disposal.
  
Businesses, schools and organizations: York County businesses, schools and organizations are not eligible to participate in the residential electronics recycling program. Businesses, schools and organizations must make their own arrangements with an electronics recycling vendor to properly manage their electronics. A list of vendors is located on our website at www.ycswa.com .
 
The Authority facilitates responsible solid waste management through an integrated system that emphasizes waste reduction, reuse, recycling and resource recovery. The Authority is the owner of the York County Resource Recovery Center in Manchester Township. The Resource Recovery Center manages York County's household and commercial waste, as well as some manufacturing waste.  
 
 

PA Construction Codes Academy 

Announces a New Class


This four-day program is a comprehensive review of Chapters 34-43 of the International Residential Code.  It includes examples, exercises and case studies designed to illustrate daily practices performed by a Residential Electrical Inspector or Plans Examiner.  Material includes a review of how the UCC amends certain provisions of the IRC, especially with regard to residential alterations and exclusions.

Basic electricity concepts are introduced along with common electrical terms and materials plus an overview of basic wiring and protection is presented.  The relationship between the electrical provisions of the IRC and the NEC are discussed. Building permit issuance is discussed with an emphasis placed on the most important issues to be addressed and resolve during the review process. 

Interactive learning will be implemented through conducting virtual inspections. A checklist of critical issues associated with electrical installations will also be developed.  Emphasis will be placed on addressing electrical system installation issues that should be resolved at the permit application stage of the project.

FEMA Region III Mitigation Coffee Breaks
 
FEMA Region III is hosting a series of webinars for hazard mitigation planners and other partners interested in reducing risk in their communities. These "Coffee Breaks" are hour-long sessions hosted every other month to provide mitigation best practices and highlight the work happening at federal, regional, state, and community levels to reduce risk across the region.
 
The Coffee Breaks are open to everyone involved in hazard mitigation, resiliency, or risk reduction planning in the public and private sector. This includes community planners, emergency managers, floodplain managers, GIS technicians, government officials, contractors, and anyone involved in the development and implementation of hazard mitigation and risk reduction strategies.

National Preparedness Month
This September, National Preparedness Month (NPM) will focus on planning, with an overarching theme "Disasters Don't Plan Ahead. You Can."
 
We should all take action to prepare! We are all able to help first responders in our community by training how to respond during an emergency and what to do when disaster strikes - where we live, work, and visit. The goal of NPM is to increase the overall number of individuals, families, and communities that engage in preparedness actions at home, work, business, school, and place of worship.
