Your BIAOC Chapter Update: August 2022

I hope you have all enjoyed summer and had the chance to get a few days away from the office, field trailer, home office, or wherever you usually work to enjoy all that Orange County offers. Living and working in Orange County is becoming harder and harder, and the cost of housing is at the top of the list. For the lucky ones, housing costs are fixed, but for those searching for their piece of the American Dream, it may feel like it is getting further from reality.
Recently, the city of Brea moved forward with two new housing projects, approving the Brea 265 development and the Brea Plaza Mixed Use project. Together, these projects would include over 1000 housing units, from apartments to single-family detached for-sale housing. In addition, they would provide funding for affordable housing, schools, public safety, roadway improvements, public parks, wildfire protection, and revitalization of a withering commercial center.
Unfortunately, even when our local appointed and elected officials approve new housing projects, housing is still at the mercy of the community. Sadly, only Brea 265 will be moving forward after residents unhappy with the Brea Plaza Mixed Use plan collected enough signatures to require a public vote, virtually killing the project.
The good news is that as an industry, we are bringing more awareness to the benefits associated with new housing while continuing to strengthen our membership base. The Building Industry Association of Southern California recently unveiled a rendering of its 100-year anniversary 2023 Rose Parade float concept, designed by our very own Junior Builders.
The New Year's Day float is focused on the future of sustainable communities. It will feature a hydrogen-powered demonstration home by SoCalGas, showcasing the future of Southern California's sustainable communities. SoCalGas also announced a $100,000 donation to the BIASC Junior Builders Program, which supports youth interested in careers in the Southern California building industry.
Lastly, the 2022 Building Industry Show is coming up on September 14-15th in Orange County at the Anaheim Convention Center, starting with the Kickoff Party at the House of Blues Anaheim. I look forward to seeing you all there and hope you enjoy these final days of summer.

Government Affairs Update

On August 2nd the City of Costa Mesa approved ballot language asking voters to repeal parts of their housing killing Measure Y. In short, Measure Y requires citywide voter approval on housing developments and, since its inception, has all but removed Costa Mesa from development consideration. In fact in 2022, no new housing has been brought to the city. While removing the barriers of Measure Y is an exciting prospect, the city has included ballot language mandating an Inclusionary Zoning policy that could ultimately swap one barrier to housing with another. Beware contacting the City of Santa Ana. On top of the incredibly burdensome rent control and inclusionary zoning requirements that have been enacted, the City of Santa Ana recently approved a Lobbyist Registration Ordinance with language cobbled from multiple sources that makes good-faith compliance a challenge. If the City feels you have violated the new requirements, they have authorized themselves to file misdemeanor charges against you. BIASC and the Building Industry Legal Defense Foundation have jointly filed a letter of concern with the California Air Resources Board over their housing-killer Scoping plan. The proposal from the Board doubles down on failed mitigation strategies that have a proven record of limiting housing construction. Over the last two years, BIASC has been a key player in protecting development opportunity under threat from unduly burdensome regulations being advanced in the name of wildfire safety. We have consistently shown the enhanced protection and benefits new construction can provide in the battel against historic fire threats throughout the State, time and again.
