A MESSAGE FROM THE PRESIDENT
The 2020 Virtual Conference in coming up fast. The conference committee has put together what looks to be an exciting program. Online pre-registration will be available until Friday, August 20 at 8:00pm. 

Come join us as we present 30+ hours of continuing education credits, a full slate of LS review classes and more. I would like to thank AMS and CAMS, and specifically Crissy Willson and Kim Oreno, for their leadership in putting this together. We could not have done it without their expertise.

We are sad to announce that on July 18, 2020 we had to say goodbye to Wayne Deifel (Bakersfield).

GARY EDWARD GOETZ, PLS 3626
Gary E. Goetz, 87, of Salinas, passed away Saturday, May 2, 2020 at Salinas Valley Memorial Hospital.Gary was born October 17, 1932 in Big Sur, California and had been a lifelong resident of Monterey County.

In the July 2020 issue of the eNews, we provided information on the passing of William Elmer Jackson and mistakenly referred to him as Wilmer “Bill” Jackson. We apologize for this error.

NSF ENGINEERING TECHNOLOGY SURVEY CLASS THIS FALL AT ELAC
Please be aware of a special opportunity for students interested in a possible career in civil or geospatial engineering.  The NSF has funded a remote class to be held online over 16 weeks in cooperation with East Los Angeles College and Cal Poly Pomona.

What makes the class special:
  • It covers civil technology:  MicroStation CAD, ContextCapture for Reality Modeling, ConceptStation for conceptual highway design and OpenRoads Designer for detailed engineering of highways.
  • Students can download and install the professional software, datasets and manuals on their own personal computer for the course and use it for academic purposes.
  • The class is taught by Bentley Qualified Training Professionals. These are the same instructors who are teaching professional engineers at state and federal DOTs plus the consulting firms who support them.
  • Students who take the course will receive college credit and certificates and transcripts from Bentley.

The course will be conducted from 3:30pm to 6:30pm Pacific, on Tuesdays starting September 1 and concluding Dec 14, 2020.
DEPRECIATION OF THE UNITED STATES (U.S.) SURVEY FOOT
AGENCY:
The National Institute of Standards and Technology and the National Geodetic Survey (NGS), National Ocean Service (NOS), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC).

ACTION:
Notice, delay in publication of final determination.

SUMMARY:
The National Institute of Standards and Technology (NIST) and the National Geodetic Survey (NGS), National Ocean Service (NOS), National Oceanic and Atmospheric Administration (NOAA), announced collaborative action to provide national uniformity in the measurement of length in an October 17, 2019, Federal Register notice and anticipated conducting the public comment review and analysis, and publishing and publicly announcing the resulting decision to deprecate the use of the U.S. survey foot before June 30, 2020. It is necessary to announce a 90-day extension of the review and analysis period to address public comments. The final determination will be published by September 28, 2020.

UPCOMING CHANGES TO THE NSRS
NOAA’s National Geodetic Survey (NGS) is announcing upcoming changes to the National Spatial Reference System (NSRS).

These changes are detailed in a Federal Register Notice, Upcoming Changes to the National Spatial Reference System (NSRS), published on Friday, July 24.
NGS IS CONSIDERING OBSERVATION AGE LIMITS
NGS also published a Federal Register Notice on Friday, July 24. Consideration of Potential Age-Limiting Observations To Be Used To Compute 2020.00 Reference Epoch Coordinates in the National Spatial Reference System.
This announcement provides users of the NSRS with advance notice that geodetic control points of interest to them should be re-surveyed for the most accurate representation of geodetic coordinates, including heights.

UNIVERSITY OF MAINE TO OFFER SURVEYING COURSES -- DEADLINE IS AUGUST 21
The University of Maine will continue to accept applications for the fall semester until August 21st. Their current online options and how to apply can be viewed at https://online.umaine.edu/surveying/ Their options are:

(1)  Undergraduate certificate in surveying engineering technology (new)
(2)  BS in surveying engineering technology (ABET ETAC accredited)
(3)  Graduate certificate in surveying engineering
(4)  Professional Science Masters in Engineering and Business surveying engineering option

Out-of-state students enrolled in a UMaineOnline degree or certificate program receive a low tuition e-rate which is in-state*1.25.

Questions on admission to the certificate, or other UMaineOnline programs, should be emailed to tiffany.peterson@maine.edu. Surveying-specific questions should be directed to SVT program director, ray.hintz@maine.edu.
