Bachelor of Science (Biology) – 1987
Background: Started with OSHA as a Compliance Officer (Industrial Hygienist) in the Columbus Area Office in 1988. Conducted a wide variety of safety and health enforcement inspections, including worker fatality investigations. Areas of expertise include health hazard exposure to workers and chemical process safety management.
Served as NCFLL Local 2089 union steward in the Columbus Area Office from 1991-2001 and Regional Union Representative from 1999-2001.
Worked in the Chicago Regional Office from 2001-2006 as Assistant Regional Administrator for Cooperative and State Programs. Responsibilities as Assistant Regional Administrator included overseeing Region V’s (six states) Voluntary Protection Program (VPP), State and Consultation Programs, Training, Grant Programs, Emergency Preparedness and Response Program, and Compliance Assistance Activities, including Partnerships and Alliances.
Returned to the Columbus Area Office in 2006 and served as the Compliance Assistance Specialist for the office until 2010. Responsibilities included conducting outreach and compliance assistance, as well as coordinating and assisting the office in OSHA’s cooperative programs, including VPP, Partnerships, Alliances, and emergency preparedness activities. Also served as regional union representative and the Union Co-Chair of OSHA’s Regional Safety and Health Committee.
Moved to the Cleveland Area Office as the Area Director in January 2011.
Responsibilities: Currently oversee the Cleveland Area Office, an OSHA enforcement office with 28 people, including 17 Compliance Officers and two Whistleblower Investigators. The Cleveland Area Office is one of four OSHA Area Offices in Ohio, with Toledo, Columbus, and Cincinnati, and it covers twelve counties in the northwest corner of the State.
Family: Married to Lisa (Feil) Eberts in 1987. Have five daughters, Kristin, Lauren, Madison, Alexa and Olivia.

Q: What kind of inspection must we do for hoists:
A: A hoist is defined as a device used for lifting and lowering loads using a lift-wheel or a drum where the chain or ropes wrap around. Hoists are very common in manufacturing, so it is important to ensure they are in good repair and properly maintained. In general, there are two types of inspections required for hoists: frequent and periodic. Frequent inspection are pre-operational inspections that involve operating the hoist, checking for leakage, does the hoist operate normally (does if feel right), inspect the load chain for damage, nicks, bent links, etc., check the hook, throat opening, alignment, safety latch and warning labels. This should occur daily, prior to shift, prior to use up to monthly based on your usage. These inspections should be completed by the operators.
Periodic inspections are more invasive and need to be performed by a qualified person or sent
out to a repair/ warranty site. There are 3 service classes. The service classes depend on your
usage: normal, heavy, and severe. Each of the 3 classes vary in inspection frequency.

In-person training will resume the last week of September 2022. As part of the annual regular schedule BWC will offer a selection of instructor-led classes to be taught virtually, which has been the only option these last couple years. Moving forward both in-person and virtual classes will be scheduled. Instructor-led Virtual Training Classes (VTCs) will be provided the same BWC program credits as their in-person classroom counterparts.
