I'm excited to share that the Building Industry Show 3.0 at Pechanga Casino & Resort on September 29-30th was a huge success! From golfing at the beautiful Journey Golf Course, to wine tasting throughout Temecula, to our booming "Meet the Builder" event on our show floor filled with new and returning exhibits to our Kickoff Reception and 70's Casino Night BIS After-Party to our most engaging BIS Keynote Speaker yet - the legendary Earvin "Magic" Johnson, the Building Industry Show 3.0 was our most memorable BIS yet! The BIA Baldy View Chapter continued our frontline advocacy efforts with these recent noteworthy efforts – for more information please contact Carlos Rodriguez at carlos@biabuild.com.
SCAG SoCAL Greenprint
The BIA Baldy View Chapter and our coalition partners were successful in urging the SCAG Regional Council by a vote of 43-15 on October 7, to maintain a pause on the deeply flawed SoCal Greenprint. The BIA concerns centered on the need for improved datasets, a formal draft plan, and other clarifications to minimize the detrimental impact to housing affordability, as well as federal funding for various transportation projects.
Thanks to the collective voices of the BIA Southern California and our broad coalition, the SCAG staff changed their recommendation from removing a previously approved pause in the development of the GreenPrint to continuing the pause.
As noted by BIA Baldy View Chapter Executive Officer Carlos Rodriguez, “We need the SCAG Regional Council to prescribe the principles and policies to which staff should adhere when it restarts its work on the Greenprint. We should only restart when the Regional Council has provided clear direction with policy prescriptions related to the Greenprint’s goals, purpose, content, use, limitations, and process for review and approval. Our concerns with Greenprint is that to date it has been a technical exercise that was commenced without clear policy direction or guidance from the Regional Council. In closing, we believe that the process for developing the Greenprint initially should have started with a very careful discussion in which the Regional Council articulates threshold policies, principles, and limitations concerning the Greenprint.”
After a three-hour debate and two motions on whether to pause the SoCal Greenprint formulation process, two elected leaders from the BIA Baldy View Chapter service area set the table for the debate with SCAG Regional Councilmember Liz Becerra, Victorville City Council, making a motion (seconded by SCAG Regional Councilmember Steve Tye, Diamond Bar City Council) which was approved 43-15 to adopt the supplemental agenda staff recommendation of continuing the pause on the SoCal Greenprint. This comes 24 hours after SCAG Staff changed their staff recommendation from "lifting the pause" to "continuing the pause" on the Greenprint.

- Hon. Don Wagner: “Not fully cooked because there is no consensus.”
- Hon. Cheryl Viegas-Walker: “Approve the motion to continue with the pause on the Greenprint.”
- Hon. Liz Becerra: “Continue the pause and report back with concerned items.”
- Hon. Trevor O’Neil: “Suspend the work on the Greenprint.”
- Hon. Rex Richardson: “We don’t have a Greenprint to approve or not approve. Let’s support the staff recommendation.”
- Kome Ajise: “We are not asking for the Regional Council to approve a tool.”
The motion also includes the development of a white paper and the creation of a five-member advisory task force. BIASC, BizFed and our coalition partners will remain engaged to ensure the appropriate actions are taken on these next steps to ensure vital housing and transportation projects are not killed by radical environmental groups who would seek to weaponize the GreenPrint regional planning effort.
We will continue work to develop a Greenprint plan that has clear, thoughtful policy goals consistent with the adopted mitigation measures in Connect SoCal. The BIA Baldy View Chapter will remain on the front lines of this important issue which will affect the future residential and transportation projects for years to come.
Other Key Issues
Joshua Tree
The BIA continues to coordinate with local jurisdictions, policy and environmental experts to pursue a pathway of mitigation to ensure greater certainty in the permit approval process. Currently Joshua trees are protected by the State of California as a candidate for listing as an endangered species. At this time, the County and local cities cannot issue a permit to take (by removal or transplanting) any Joshua tree.
Victorville
BIA staff continues to pursue an Infill Overlay District in Victorville which would increase the density in portions of the city from 2 du/pa to 9 du/pa.
