Government Affairs Update
|
|
|
|
Governmental Affairs and builder advocacy continue to be the primary focus of the Riverside County Chapter. We are engaged with jurisdictions throughout Riverside County on numerous issues. A few updates include:
Greenprint Update:
As you will recall Southern California Association of Governments (SCAG) has contracted with the Nature Conservancy utilizing SB 1 Transportation Funds, to create an online conservation planning tool, in a manner that could invoke new CEQA threats to entitled housing projects. While the BIA supports both new transportation infrastructure and appropriate open space conservation, this effort is being conducted behind closed doors without appropriate stakeholder input. While the BIA has caused several delays and has forced a real look at our concerns, we are still working daily to achieve real change in the Greenprint program. We will continue to engage the decision-making process and ensure entitled housing projects are protected.
Affordable Housing:
Local cities are actively grappling with the latest state-required affordable housing mandates. Unfortunately, those state mandates came without any new funding sources, causing communities to look to the home building industry as a potential funding source via inclusionary housing policies and fees. While we understand the difficult challenge local governments face achieving affordable housing goals, taxing new home buyers to cover those costs will only make homes more expensive and put home ownership out of reach for even more people, exacerbating the home affordability issue we all want to solve. Your BIA is actively engaging with numerous stakeholders to seek solutions to this issue.
City of Riverside Decarbonization:
The City of Riverside is considering implementing new building codes that would require all single family and low-rise multi-family developments to be all electric by 2023. We have been at the table in discussions regarding the ordinance focused on an incentive-based program vs. a mandate. Our industry has a long record of environmental sustainability and efficiency, our industry is happy to assist the city to advance environmental stewardship while protecting housing affordability.
Elections 2022:
The June primary is just around the corner. I am pleased to report that BIA friends and supporters Riverside County Supervisors Manny Perez and Karen Spiegel will be re-elected without opposition which is great news. The fall campaign season will be critical in our local cities and those candidate filling periods will open this summer. We continue to work hard identifying and supporting pro-business, pro-housing candidates.
The Riverside County Chapter will continue to be focused on industry advocacy and making sure we keep Riverside County and our local cities a great place to build much needed housing. If you see an emerging issue you want to make sure the chapter is monitoring, please feel free to email your thoughts to eo@riversidebia.org

The Building Industry Association of Southern California (BIASC) is pleased to announce that the 2022 Building Industry Show Kick Off Party will feature American singer-songwriter and rock and roll legend Sammy Hagar at the House of Blues in Anaheim for an exclusive BIASC member private event.

Building Industry of Southern California Slated to Participate in 2023 Rose Parade
The Building Industry Association of Southern California (BIASC) is pleased to announce its participation in the 2023 Tournament of Roses Parade in Pasadena, CA. BIASC will be celebrating its 100th anniversary in conjunction with the parade.
While BIASC has not yet announced their float design concept, the theme for the 134th Rose Parade presented by Honda is "Turning the Corner."
"Our industry represents a multi-generational legacy of women and men who have worked together to help build communities and much needed housing for Southern California," said BIASC CEO Jeff Montejano.
"As we embark on our organization's centennial anniversary, our participation in the most iconic parade will enable us to share our history and how we're embracing change for the future while sharing the pride and responsibility of our homebuilding industry. Like many industries, we have persevered through adversity and thrived as a collective organization - it's time to celebrate."
