Governmental Affairs and builder advocacy continue to be the primary focus of the Riverside County Chapter. We are engaged with jurisdictions throughout Riverside County on numerous issues. Several updates include:
Affordable Housing: Local cities are actively grappling with the continued state-required affordable housing mandates. Unfortunately, those state mandates come without any new funding sources, causing communities to look to the home building industry as the primary funding source via inclusionary housing policies and fees. While we understand the difficult challenge local governments face achieving affordable housing goals, taxing new home buyers to cover those costs will only make homes more expensive and put home ownership out of reach for even more people, making the problem worse. Two significant updates include:
- City of Riverside: After more than 2 years of study, hearings, and discussion with stakeholders the city has decided not to move forward with their proposed inclusionary housing ordinance. Instead, they proposed and approved, with Riverside BIA support, a Local Affordable Housing Trust Fund (LAHTF). This incentive-based solution will provide financial resources needed to close the gap in funding shortfalls for affordable housing projects. We applaud the City of Riverside for taking this kind of market-based approach that will lead to additional housing creation.
- City of Menifee: We are currently in the process of scheduling a workshop with BIA members and the city to be briefed on the initial findings related to their inclusionary housing options and potential programs. More on this as it develops.
Riverside County Transportation Commission (RCTC)-2024 Draft Traffic Relief Plan (TRP): As a reminder RCTC has released its 2024 Draft TRP. The plan is a local strategy to reduce traffic bottlenecks, improve roadway safety, and to help create a stronger, more sustainable economy for Riverside County communities. We would strongly encourage members to review this plan and provide input and comments as to how the plan can support your current and future housing projects in Riverside County. County of Riverside DIF Update: The County of Riverside is in its 2024 Development Impact Fee (DIF) update and has shared an administrative draft with the Riverside County BIA. We have reviewed of the document, which is extensive, covering more than 20 area plans throughout Riverside County and we have provided comments back to the County regarding the proposed DIF and the County fire fee which is proposed for a substantial increase. We look forward to working with them on a DIF update that is reasonable and protects home affordability in Riverside County.
Elections 2024: The March 2024 primary is behind us and all our BIASC PAC supported candidates in Riverside County were successful in their races. We are now planning for a very busy fall 2024 where nearly every elected body in Riverside County will hold elections. Candidates are beginning to emerge, and we continue to work hard identifying and supporting pro-business, pro-housing candidates.
The BIA Riverside County Chapter will continue to be focused on industry advocacy and keeping Riverside County and our local cities a great place to build much needed housing.
